Robert Street Transitway Alternatives Study - Project Update
With the initial set of alternatives identified and brought out to the public for comment, the project team has been busy at work detailing the conceptual designs, operations, costs, and ridership for each of the options. This work is expected to last a few more weeks before we narrow the range of alternatives down to the best prospects. A summary of the initial alternatives and the open house meetings are available on the project website.
Results of this initial analysis will be shared at the next Steering Committee meeting, scheduled for Thursday, May 16 at 3:30 in Room 501 of the Dakota County Northern Service Center. If you are unable to attend, the meeting presentations and the accompanying technical report will likely be posted to the website shortly thereafter.
Looking ahead, work this summer will focus on more detailed ridership analysis of the most promising alternatives, as well as more advanced design work and analysis of environmental and social impacts. There will be a third round of open houses, tentatively scheduled for September, where the results will be presented.

Minnesota's budget: We need your help!

Tax Day has come and gone. Big tax checks have been written and if Governor Dayton and the Legislature get their way, next year's checks will be even bigger with little or no increase in the value received for your hard-earned tax dollar. The cost of running state government is mounting, and there appears to be no relief on the horizon.
We are trying to bring some reality to the debates inside the Capitol, and we could really use your help. Please join the Minnesota Chamber of Commerce in calling on elected officials to spend our hard-earned tax dollars more efficiently and to not raise taxes irresponsibly. You can help reinforce the message through a new, broad-based coalition, United for Jobs - www.unitedforjobsmn.com.
One of the best barometers of tax burdens is Tax Freedom Day, the day calculated by the Tax Foundation when Americans have earned enough money to pay off their total tax bill for the year. For 2013, Minnesota taxpayers had to work until April 23 to pay their total tax bill. That is the seventh latest date among all states.
Rest assured, I am an optimistic person. But I am also honest: The prospects for improving our ranking are slim to none under the current tax and spending proposals at the Capitol.
What is puzzling to me is that the economy is growing at a rate of 2 percent and we have a projected SURPLUS of nearly $800 million for 2016-17! Yet lawmakers want to increase spending by 7 percent. The Minnesota House is considering legislation that raises $2.65 billion in new taxes. The Senate is proposing legislation that raises $2 billion in new taxes. The Governor's proposed budget raises $1.8 billion in new taxes. It's reasonable to ask: When will it ever be enough?
We can do better. The first step is to focus on efficient and effective spending that addresses statewide priorities. Raising taxes to the tune of $2 billion is wasteful. Government needs to go through the budget line by line. That's the reasonable approach, and it's practiced every day by businesses and families.
There are opportunities to slow the growth of state spending and still serve the needs of Minnesotans through reform, realignment and review. For example:
Reform duplication of Medicaid enrollment services by using the new health insurance exchange in place of county services. Counties administer Medicaid now and may continue in the future as certified assistors. Even if total enrollment increases, counties will have less responsibility due to the exchange. The state should reduce county funding accordingly and where possible, compensate counties with federal funds.
Realign public-sector health care benefits with private-sector benefits: The state currently pays 100% of individual coverage and 85% of dependent coverage for state employees. Ask state employees to contribute more as employees in the private sector have done for years. Empower them as consumers with "defined contribution" health care plans.
Review economic development programs: Minnesota spent more than $112 million in state and local funds on economic development in 2012. These efforts should be coordinated and their performance measured. Duplicative or ineffective funding should be redirected.
The naysayers will say this is all about politics. That's nonsense. This is about facts and math. We simply are asking legislators to consider the consequences of raising taxes that virtually every other state has rejected because they kill jobs and send businesses to other states.
Please visit the United for Jobs website to find out how you can help. The best story is your story and we need you to share it with your elected officials. The best Minnesota budget policy is one that focuses on spending better, not just spending more.

Minnesota's Angel Tax Credit Program
Minnesota's Angel Tax Credit program stimulates private investment in startup and emerging companies. Since the program's inception in 2010, over 300 Minnesota businesses have received over $165 million in investment. These are businesses that are focused on high technology or new proprietary technology, have fewer than 25 employees, are less than 10 years old, and have not previously raised more than $4 million private equity. Medical device, software, biotech, and IT startups have been the biggest beneficiaries of the program.
The Angel Tax Credit program provides a 25% individual income tax credit for qualified investors or funds who make investments in these qualified businesses. It is a refundable credit, meaning that non-Minnesota residents, including residents of foreign countries, are eligible for the credit. For calendar year 2013, a total of $12.7 million in tax credits is available. As of 4/10/2013, $5.5 million is remaining, and the program's administrator anticipates all the credits may be allocated as soon as the end of May.

MPC, an IT asset disposition and lifecycle management company, is working with the National Institute for Occupational Safety and Health (NIOSH), a branch of the Centers for Disease Control and Prevention (CDC), to recommend best practices in electronics processing facilities.
For over thirty years, MPC has led the industry in responsible electronics recycling, demanufacturing and refurbishing processes. By continually undergoing and passing audits with industry watchdog organizations and other governing bodies and regulations, MPC's dedication to providing trusted, secure and environmentally sound services to its customers has allowed the company to thrive.
Based on the company's longevity and reputation in the marketplace, MPC was pleased to invite NIOSH to review its operations for use in recommending standards within the industry for others to follow.
In April, industrial hygienists, medical residents, and seasoned health experts from NIOSH visited MPC's facilities to begin their evaluation and will continue testing through June. The evaluation will assist in recommending best practices for occupational safety and health for electronics processing companies to go above and beyond current regulatory standards.
"We hope other companies will follow suit to promote the best possible health outcomes for employees," said Theresa Bauer, Director of Compliance at MPC, "Working with NIOSH asserts yet again that MPC is an industry leader for environmental, health and safety practices."
The Dakota County Public Health Department is asking people who work or live in Dakota County for their opinion on the important health issues in the community. A short online survey is posted at http://www.surveymonkey.com/s/DakotaSurvey. Please complete the survey by May 10th.
The survey is confidential and asks for your opinion on community health issues such as access to medical and dental services, disease in the community, the health of babies and children, alcohol and tobacco use, and environmental issues. The survey does not include questions about your personal health.
The survey is part of the "Healthy Dakota Initiative" that partners with community members to assess, prioritize and implement plans to improve community health in Dakota County. The seasonal spring housing market has begun! First time homebuyers in Dakota County can access fixed, low interest mortgage financing along with a Mortgage Credit Certificate and up to $10,000 in down-payment and closing cost assistance through the Dakota County Community Development Agency's (CDA) First Time Homebuyer Program.
Approximately $30 million in first mortgage financing is available along with a mortgage credit certificate option that will help about 200 households achieve homeownership. The current interest rate is 3.375%.
First time homebuyers or households that have not owned a home in the last three years can use this financing with 30-year FHA or VA loans. Veterans do not have to be first time homebuyers and are eligible for this program if they have not previously used a first time homebuyer program. Single family homes, townhomes or condominiums in Dakota County are eligible for the program with a maximum purchase price of $271,590. Income Limits are $82,300 for a one- or two-person household and $90,530 for a three or more person household.
Along with the first mortgage financing, homebuyers can elect to apply for a mortgage credit certificate through the Give Yourself Credit! program. This certificate provides a federal income tax credit equal to 35% of the annual interest paid on the loan and helps reduce the amount of federal income tax the household is required to pay.
Up to $10,000 in down-payment and closing cost assistance loans are also available and amounts vary based on income. These loans feature zero percent interest and are deferred until the first mortgage is paid off, the home is sold or refinanced, or the home is no longer the buyer's primary residence.
Buyers accessing the First Time Homebuyer Program must complete an approved homebuyer education course before closing on their loan. The Dakota County CDA offers monthly Home Stretch® homebuyer education workshops and the new online homebuyer education program called Framework™.
The Dakota County CDA partners with the local mortgage lending community to administer the program. Participating lenders have the necessary paperwork to qualify households for the first time homebuyer financing, mortgage credit certificate and down payment assistance.

The Board of Directors of Think Mutual Bank elected new board officers at their meeting held on April 23. Bruce Remme was elected Chair of the Board. Remme has been with IBM for 32 years and is currently Senior Program Manager of Business Operations within the IBM Systems & Technology Lab Services organization. He has been a Think director for five years.
Bruce Shay was elected Vice Chair of the Board. Shay is Executive Vice President at Securian Financial Group in St Paul. He has been with Securian for more than 28 years and is accountable for all aspects of Group Insurance, Financial Institutions and Retirement business. He has been a Think director for two years.

Kids Voting hosts kids elections in conjunction with adult elections to condition students to vote as they grow into that right. We're trying to start new chapters in Mendota Heights and West St. Paul but need several people willing to help get the program going. This volunteer role could be as little or as much as you want to make it, but even at its greatest it will be just a few hours a month. Dakota County has an exciting opportunity for local businesses to weigh in with their ideas about keeping food waste and other organic materials out of landfills, and turning this waste by-product into a usable resource.
The County recently released a Request for Expression of Interest (REOI) for Organics Diversion Projects. The REOI seeks to identify promising approaches to organics diversion that are economically beneficial, efficient, and sustainable in the near- to mid-term. Dakota County (County) is soliciting Letters of Interest (LOI) from any interested commercial or institutional food service or food waste generators; not-for-profit organizations involved in food recovery or waste reduction; local units of government; licensed waste haulers; and licensed waste facility owners/operators serving Dakota County residents and businesses.
These ideas may be used to help determine the direction of the County's organics program and possible funding priorities in the future. Interested respondents should submit an LOI of limited scope (recommend no more than two pages) to Steve Pincuspy, Environmental Specialist, by 5:00 p.m. on Friday, May 17, 2013. Full details on the REOI, LOI format, and example projects can be found on the Organics Diversion Projects page on the County's website.
