News You Should Know
Minnesota's budget: We need your help!

Tax Day has come and gone. Big tax checks have been written and if Governor Dayton and the Legislature get their way, next year's checks will be even bigger with little or no increase in the value received for your hard-earned tax dollar. The cost of running state government is mounting, and there appears to be no relief on the horizon.
We are trying to bring some reality to the debates inside the Capitol, and we could really use your help. Please join the Minnesota Chamber of Commerce in calling on elected officials to spend our hard-earned tax dollars more efficiently and to not raise taxes irresponsibly. You can help reinforce the message through a new, broad-based coalition, United for Jobs - www.unitedforjobsmn.com.
One of the best barometers of tax burdens is Tax Freedom Day, the day calculated by the Tax Foundation when Americans have earned enough money to pay off their total tax bill for the year. For 2013, Minnesota taxpayers had to work until April 23 to pay their total tax bill. That is the seventh latest date among all states.
Rest assured, I am an optimistic person. But I am also honest: The prospects for improving our ranking are slim to none under the current tax and spending proposals at the Capitol.
What is puzzling to me is that the economy is growing at a rate of 2 percent and we have a projected SURPLUS of nearly $800 million for 2016-17! Yet lawmakers want to increase spending by 7 percent. The Minnesota House is considering legislation that raises $2.65 billion in new taxes. The Senate is proposing legislation that raises $2 billion in new taxes. The Governor's proposed budget raises $1.8 billion in new taxes. It's reasonable to ask: When will it ever be enough?
We can do better. The first step is to focus on efficient and effective spending that addresses statewide priorities. Raising taxes to the tune of $2 billion is wasteful. Government needs to go through the budget line by line. That's the reasonable approach, and it's practiced every day by businesses and families.
There are opportunities to slow the growth of state spending and still serve the needs of Minnesotans through reform, realignment and review. For example:
Reform duplication of Medicaid enrollment services by using the new health insurance exchange in place of county services. Counties administer Medicaid now and may continue in the future as certified assistors. Even if total enrollment increases, counties will have less responsibility due to the exchange. The state should reduce county funding accordingly and where possible, compensate counties with federal funds.
Realign public-sector health care benefits with private-sector benefits: The state currently pays 100% of individual coverage and 85% of dependent coverage for state employees. Ask state employees to contribute more as employees in the private sector have done for years. Empower them as consumers with "defined contribution" health care plans.
Review economic development programs: Minnesota spent more than $112 million in state and local funds on economic development in 2012. These efforts should be coordinated and their performance measured. Duplicative or ineffective funding should be redirected.
The naysayers will say this is all about politics. That's nonsense. This is about facts and math. We simply are asking legislators to consider the consequences of raising taxes that virtually every other state has rejected because they kill jobs and send businesses to other states.
Please visit the United for Jobs website to find out how you can help. The best story is your story and we need you to share it with your elected officials. The best Minnesota budget policy is one that focuses on spending better, not just spending more.

Minnesota's Angel Tax Credit Program
Minnesota's Angel Tax Credit program stimulates private investment in startup and emerging companies. Since the program's inception in 2010, over 300 Minnesota businesses have received over $165 million in investment. These are businesses that are focused on high technology or new proprietary technology, have fewer than 25 employees, are less than 10 years old, and have not previously raised more than $4 million private equity. Medical device, software, biotech, and IT startups have been the biggest beneficiaries of the program.
The Angel Tax Credit program provides a 25% individual income tax credit for qualified investors or funds who make investments in these qualified businesses. It is a refundable credit, meaning that non-Minnesota residents, including residents of foreign countries, are eligible for the credit. For calendar year 2013, a total of $12.7 million in tax credits is available. As of 4/10/2013, $5.5 million is remaining, and the program's administrator anticipates all the credits may be allocated as soon as the end of May.

Flint Hills Resources announced this week that it will apply more stringent energy efficiency and emission standards, investing more than $400 million in equipment and process improvements to reduce emissions, increase reliability and the ability to convert crude oil into transportation fuel. The company will also donate $1 million to expand the Project Green Fleet, a clean air program it helped found in 2005. Click here to read more.
Kids Voting hosts kids elections in conjunction with adult elections to condition students to vote as they grow into that right. We're trying to start new chapters in Mendota Heights and West St. Paul but need several people willing to help get the program going. This volunteer role could be as little or as much as you want to make it, but even at its greatest it will be just a few hours a month. Chris Barnick has been named Vice President of Community Banking for Think Mutual Bank. In this senior level role, Barnick will oversee Think's Twin Cities business organization that includes branch operations, consumer and small business banking along with mortgage lending, insurance and investment services.
Barnick brings an impressive background including 14 years of experience in the banking industry. Most recently Barnick was the Director of Branch Services at Affinity Plus Federal Credit Union. Think Mutual Bank is community bank headquartered in Rochester, Minnesota, with ten full-service offices in Rochester, Apple Valley, Eagan, Edina, and St. Paul. Think focuses on consumers and small businesses, providing a full array of banking, investment and insurance services.
The YMCA is celebrating YMCA's Healthy Kids DayŽ on Saturday, April 27, from 6 - 8 p.m. with a free community event that encourages kids in Eagan, Apple Valley, and Rosemount Community to get moving and learning, and families living healthier. Healthy Kids Day, the Y's national initiative to improve families' health and well-being, takes place at 1,900 Ys and kick-starts healthier behaviors now and throughout the summer, a critical out-of-school time for children's health.
Many U.S. children do not get the daily recommended hours of physical activity and reading, and daily amounts of healthy foods. According to the latest findings of the YMCA's Family Health Snapshot - a survey of parents that gauges their children's activity levels during the school year - only 19 percent of children get 60 minutes of physical activity, only 17 percent read books for fun, and only 12 percent eat at least eight fruits and vegetables daily.
Research shows that without access to out-of-school physical and learning activities, kids fall behind academically and gain weight twice as fast during summer than the school year. On April 27, YMCA's Healthy Kids Day will help parents begin thinking early about what their kids need to grow and achieve all summer long.
The YMCA in Eagan's Healthy Kids Day takes place at 550 Opperman Drive, Eagan from 6 to 8 p.m. and features fun, active play and educational activities to help families get a jump on creating a healthier summer. This event is FREE and open to the public

Waba Financial has acquired the Eagandale Business Center, a two building office development just off of I-494 and Pilot Knob Road in Eagan, Minnesota. Financial terms of the transaction were not disclosed.
The Eagandale Business Center consists of two buildings with 24,000 square feet of office space and 12,000 square feet of underground parking. Constructed in 2005, this Class A property has flexible tenant layouts and upgraded improvements. Approximately 50% leased at the time of the transaction, the new owners intend to invest in bringing the property to stable occupancy levels.
The purchase was facilitated by Matthew Klein of KW Commercial Midwest and John Chirhart of Gaughan Companies. Leasing activities will be spearheaded by Andrew Manthei of KW Commercial Midwest, "The Southeast Twin Cities Office Market has been rebounding nicely the past few quarters and the Eagandale Business Center is poised to take advantage of the positive market activity. We are excited to be a part of this fine project."
The property will be managed by Anderson Property Management, which provides comprehensive real estate management services, specializing in third-party management of commercial property between 5,000 and 100,000 square feet in size.

The EDE metric follows the data center maturity model (DCMM), which contains clear goals and direction for organizations looking to improve their energy efficiency and sustainability within a data center.
