Factor-Based Utility Analysis
The U.S. Department of Housing and Urban Development (HUD) published the HUD Notice 2015-04, which effectively changed the way utility analysis are completed by owners of Project-Based Section 8 properties.
Owners of multifamily housing properties that receive subsidy assistance, and for which HUD provides a utility allowance, are required to adjust their properties' utility allowances every year at the time of the annual adjustment of contract rents. Utility adjustments must be supported by a utility analysis. Owner certifications, in lieu of a utility analysis, are not permitted. HUD requires that multifamily property owners must establish baseline utility allowances for each of their bedroom sizes during year one of the three-year cycle. For years two and three of the cycle, a factor-based utility allowance must be completed. For more information, please review the notice and the latest FAQs on HUD's website.
We are now fast approaching a year since the new regulation took effect and the majority of property owners have submitted the original baselines and are working to complete what is required for year two. Property owners will be required to complete year two using factor-based calculations and the Multifamily Utility Allowance Factors (UAFs), which are available on HUD's website.
Note: Any decrease from your initial baseline greater than 15 percent had to be phased in over a period of more than one year. These 15 percent phase-in decreases must be included with the new UA calculations for year two.

KHC Rental Waiting List
KHC Tenant-Based Rental Assistance (TBRA) is still accepting applications for the Housing Choice Voucher program. Please direct those interested in applying to KHC's website, under Rental, Rental Portals, Waiting List Portal. We encourage everyone wanting assistance to register online using the portals. Applications are accepted in the order they are received.
Paper applications are available at KHC's offices, located at 1231 Louisville Road or 1047 U.S. Hwy 127 South, Suite 1, in Frankfort. Applicants may also request a paper copy be mailed directly to them by calling KHC directly toll-free at 877-552-7368 or 502-564-9946.
