FY2016 CoC Program Competition

The U.S. Department for Housing and Urban Development (HUD)  released the Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2016 Continuum of Care (CoC) Program competition.

HUD is accepting applications for eligible renewal projects, new permanent housing projects created through reallocation, or the permanent housing bonus. Applicants should refer to the NOFA for details on eligible projects and other HUD requirements.
 

Renewal Projects

All projects funded through the FY 2015 CoC competition, must complete the Intent to Apply Form and return it to KHC by Friday, July 15, 2016, to better determine the capacity of the Kentucky Balance of State (BoS) CoC, to create new permanent housing projects through reallocation, and to provide assistance to agencies intending to apply for renewal funding through the 2016 HUD CoC process. This includes direct recipients and projects not seeking renewal funding.

 

New Permanent Housing Projects

The KY BoS CoC is seeking partners to create new, permanent housing projects funded through HUD's CoC Program. Partners interested in applying for funding for new, permanent housing projects must complete the Pre-Application Form for NEW Permanent Housing Projects and return it to KHC by Wednesday, July 27, 2016. The form includes information about requirements for funding consideration by the KY BoS CoC.

 

Please note:  Eligible renewal projects interested in reallocating all or a portion of their existing project funding to new permanent housing projects they will operate MUST complete both forms according to the due dates above.

Let's Talk About HOPWA
The U.S. Department for Housing and Urban Development (HUD) Center for Faith-Based and Neighborhood Partnerships (CFBNP) released a video in partnership with the Office of HIV/AIDS Housing for their Let's Talk Video Series. The video was developed to inform faith-based and community organizations about HUD's Housing Opportunities for Persons With AIDS (HOPWA) Program and to promote National HIV Testing Day.

KYHMIS Data Clean-Up Required Immediately
The HUD System Performance Measures include a set of seven measures that each Continuum of Care (CoC) must submit to HUD annually. The set includes:  total number of people experiencing homelessness, length of time people spend experiencing homelessness, percentage of people who leave homelessness to permanent housing, number of people who return to homelessness, and more. Kentucky Housing Corporation (KHC) must submit the Kentucky Balance of State (BoS) CoC data to HUD no later than Monday, August 1, 2016.

Agencies must complete data quality and completeness clean-up using the System Performance Measures Data Clean-Up Guide and submit an accurate ART 260 and 631 reports to the HCA Help Desk by Wednesday, July 6.
 
All housing projects (PH, TH, ES, SO) in the Kentucky Homeless Management Information System (KYHMIS) are required to be included in system performance measures, regardless of funding. At this time, SSO, PREV, and VSPs will not have to submit data for system performance measures.
KYHMIS Annual Invoices and Required Documentation
Invoicing
Every year, KHC invoices for the next fiscal year's KYHMIS User License fees. In the 2015-2016 fiscal year, online payments were introduced to the KYHMIS agencies.

KHC has adopted this method of invoicing permanently. Invoices were recently emailed to each agency for fiscal year 2016-2017 billing. All agencies in the BoS and the Lexington CoC that participate in KYHMIS and have users with licenses, should have received an invoice for their portion of the license fee.  

The Louisville CoC will bill their Louisville CoC clients directly and then pay their portion of the license fees (for all Louisville agencies) directly to KHC.

Each BoS and Lexington CoC agency must review the number of current KYHMIS users and plan for the number of KYHMIS user licenses they will need for the upcoming fiscal year. Your agency will be charged for the number of users listed. Please remember that user licenses cannot be shared by more than one user. Refunds will not be given for licenses requested in July, which weren't used consecutively during the year.

Required Documents
All agencies are required to submit the following documentation each July. If a new user has recently been added to the system, the paperwork has to be re-completed for July and will be in effect for the entire fiscal year.

The documents are available on the HCA Help Desk, under KYHMIS Administrative Documentation, Agency Related Forms.
  • The KYHMIS Agency Participation Agreement
  • The Security Monitoring Form
  • The KYHMIS User Confidentiality Agreement (one per user)
  • The signature pages of the KYHMIS External Policy and Procedures (one per user).
The Executive Director should sign where indicated. Once completed, the forms need to be scanned and submitted to the HCA Help Desk. 
KYHMIS and Recovery Kentucky Trainings
KHC has scheduled several KYHMIS and Recovery Kentucky HMIS trainings. All trainings will be from 9 a.m.-4 p.m. ET, in KHC's computer training room in the west annex, located at 1231 Louisville Road, Frankfort. Seating is limited and available to registrants on a first-come, first-served basis. Lunch will be on your own from 11:30 a.m.-12:30 p.m.

To attend a training session, users must submit a
Training Request Form no later than three days prior to the session to ensure space is available. Additionally, registrants must be confirmed prior to attending the training.

KYHMIS

KHC Rental Waiting List

KHC Tenant-Based Rental Assistance (TBRA) will begin accepting applications for the Housing Choice Voucher Program on Monday, July 25, at 9 a.m., through Friday, July 29, at 5 p.m. The Online Application Portal will be available during this time only. The Online Application Portal will allow customers to create an account to complete and submit an application.

 

Please direct those interested in applying to KHC's website, under Rental, Rental Portals, Waiting List Portal. We encourage everyone wanting assistance to register online using the portals. Applications are accepted in the order they are received.

 

Paper applications will be available at KHC's offices, located at 1231 Louisville Road or 1047 U.S. Hwy 127 South, Suite 1, in Frankfort. Applicants may also request a paper copy be mailed directly to them by calling KHC toll-free at 877-552-7368 or 502-564-9946. 

 

Waiting list applications and the online registration for new applicants will not be available until 9 a.m., Monday, July 25.

Time is Running Out!

Only one month remains to enter your project for the 2016 KHC Annual Housing Awards! These awards recognize innovative techniques and solutions that meet the affordable housing needs of Kentuckians. All housing partners who do business with KHC are eligible to enter the KHC Annual Housing Awards in four award categories:

 

  • Innovative Solutions: Homeless--This award is presented to an organization providing innovative strategies and solutions to end homelessness in Kentucky.
  • Innovative Solutions: Energy Efficiency--This award is presented to an organization providing innovative strategies to improve energy efficiency in Kentucky homes.
  • Innovative Solutions: Housing Preservation--This award is presented to a home building organization providing innovative strategies for the preservation of affordable housing.
  • Innovative Solutions: Affordable Housing--This award is presented to an organization providing innovative affordable housing solutions.

 

Entries will be judged on planning/content, innovation, technical excellence, and results. Programs, projects, or practices must be operational by June 30, 2016. Improvements in existing programs, projects, or practices are eligible. Partners may not submit the same entry to multiple categories.  

 

All entries must be received electronically by Monday, August 8, 2016, at [email protected].
