FY2016 CoC Program Competition Now Open
The U.S. Department for Housing and Urban Development (HUD) has released the Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2016 Continuum of Care (CoC) Program Competition. The deadline for CoCs to submit all components of the application is Wednesday, September 14, 2016, including the Consolidated Application, Project Applications, and the Priority Listing. In order to comply with this deadline, Kentucky Housing Corporation (KHC) is currently preparing several documents to assist partners through the process, including intent to apply forms, timelines, deadline requirements, and other relevant information. When this information is released, notification will be sent through KHC eGrams and posted on KHC's website. HUD will continue to offer three types of project applications: renewal, reallocation, and permanent housing bonus. All currently-funded projects and those interested in creating new permanent housing projects should review the NOFA in its entirety and give serious consideration on whether or not to apply for renewal funding, reallocation, or the permanent housing bonus. Stay tuned to KHC's eGrams for more information on the FY2016 CoC Program Competition.

KYHMIS Data Clean-Up Deadline
The HUD System Performance Measures include a set of seven measures that each CoC must submit to HUD annually. The set includes: total number of people experiencing homelessness, length of time people spend experiencing homelessness, percentage of people who leave homelessness to permanent housing, number of people who return to homelessness, and more. KHC must submit the Kentucky Balance of State (BoS) CoC data to HUD no later than Monday, August 1, 2016. Agencies must complete data quality and completeness clean-up using the System Performance Measures Data Clean-Up Guide and submit an accurate ART 260 and 631 reports to the HCA Help Desk by Wednesday, July 6.
All housing projects (PH, TH, ES, SO) in the Kentucky Homeless Management Information System (KYHMIS) are required to be included in system performance measures, regardless of funding. At this time, SSO, PREV, and VSPs will not have to submit data for system performance measures.
Mark your calendars for the System Performance Measures Data Clean-Up webinar from 2-3 p.m. on Thursday, June 30. To register, please contact Danielle Humes toll-free in Kentucky at 800-633-8896 or 502-564-7630, extension 434; TTY 711; or email dhumes@kyhousing.org.

Make Your Voice Heard!
The National Alliance to End Homelessness (NAEH) reports that with your hard work, both chambers of Congress - especially the House - provided significant increases to the McKinney-Vento Homeless Assistance Grants program in their T-HUD bills. NEAH is calling on stakeholders to continue our efforts to ensure that at least the House level is included in the final FY 2017 spending bill. In addition, the existence and capacity of the United States Interagency Council on Homelessness (USICH) is threatened, and support is needed to defend it.
NAEH is asking that organizations sign this letter by Wednesday, July 6, 2016, asking appropriations leadership to fund McKinney at least at $2.487 billion, as well as maintain funding for the U.S. Interagency Council on Homelessness (USICH) at $3.6 million and extend its sunset date from 2017 to 2020.
According to NAEH, here is what you can do:
- Confirm with your organization's leadership that you are able to sign your organization on this letter.
- Email Erica at ecrew@naeh.org, by July 6, letting her know you are able to sign on.
- Within your email, please include the name of your organization and what city and state your organization is located in.
- If USICH has worked with your community, also reach out to the housing staffer for your House Representative letting them know about the role they played in ending homelessness in your community. Ask them to weigh in with appropriations leadership in support of USICH.
