FY2017 HAF Counseling Program Application
Kentucky Housing Corporation (KHC) has opened the 2017 Housing Assistance Fund (HAF) Counseling Program Application.

The
2017 HAF Counseling Manual, application, and Capacity Scorecard are available on KHC's website, under Resources, Partners, Housing Counselors. Applications must be submitted no later than 11:59 p.m. ET, on Friday, June 24, 2016, to be considered for funding. No exceptions.

Applicants must meet the U.S. Department of Housing and Urban Development (HUD) minimum requirements to become an approved housing counseling agency, including local housing counseling agencies, agencies part of larger intermediaries, or multi-state organizations (including those agencies that have sub-grantee relationships with KHC).
 
Applicants must score a minimum of 60 percent on KHC's Agency Capacity Scorecard.
 
KHC will not approve requests for waivers of the thresholds.

Funds will be awarded based on the total Housing Assistance Funds purposed for housing education and counseling (not to exceed $70,000, based on past years), as well as the agency's score on the Capacity Scorecard, past performance, and projected future performance. 
Results of Treasury Review
The U.S. Department of Treasury's 2016 Compliance Review of KHC's Hardest Hit Fund� program concluded on June 16. One of the three observations related to work performed by housing counseling partners. This finding was noted during eligibility testing. Two out of five denied files sampled were closed out by the respective counselor as "KUBP Cancelled" with an ineligible reason selected. Upon further review of the files, it was noted in comments that the borrowers were non-responsive/non-compliant. Therefore, the cases should have been "Withdrawn" for non-compliance rather than marked ineligible.

When closing out a case, please note the correct category if the client:
  • Does not qualify, then change status to "KUBP Cancelled" and marked the applicable reason for ineligibility.
  • Non-compliant or asks to withdraw the application, then counselors should withdraw the case for one of those two reasons.
Please note:  If the counselor does not see the correct reason for either the KUBP cancelled or withdrawn reasons, please contact a member of KHC's Hardest Hit Fund (HHF) Team for guidance.  

It's imperative to correctly report the number of applicants that do not qualify or do not complete the application process. This information is available to the public and is reviewed by Treasury, as well as the Special Inspector General of the Troubled Assets Relief Program (SIGTARP).

Overall, the review was a great success. KHC appreciates counseling partners for continuing to make Kentucky's Unemployment Bridge Program an example to follow.
HUD Awards $42M in Housing Counseling Grants
On June 21, HUD awarded more than $42M in housing counseling grants to hundreds of national, regional, and local organizations to help families and individuals with their housing needs and to prevent foreclosures. Five agencies in the state of Kentucky received a combined total of $369,638. Of that, KHC and its network of HUD sub-grantees were awarded $306,062.
