QAP Public Hearing
All multifamily developers, consultants, investors, or other interested parties are invited to attend a public hearing for the 2017-2018 Low Income Housing Tax Credit (Housing Credit) Qualified Allocation Plan (QAP).

The public hearing will be held in conjunction with the public hearing for the amendment to KHC's 2016 Consolidated Action Plan to incorporate the new National Housing Trust Fund (NHTF) allocation from the U.S. Department of Housing and Urban Development (HUD). The NHTF hearing is scheduled from 1-2 p.m., followed by the QAP hearing from 2-4 p.m. on Thursday, June 30, 2016; however, the QAP hearing may start sooner if the NHTF hearing does not last the full hour. The hearings will be held at the Kentucky Transportation Cabinet Conference Center, Room C101, 200 Mero Street, Frankfort, Kentucky.

Attendees will register on-site and will be asked to identify the topic(s) on which they wish to speak. Due to time constraints, comments will be limited to no more than 3-5 minutes per speaker; however, the public will also have seven days after the hearing to submit written comments.

The draft QAP and associated score sheet for the 2017 funding round are located on KHC's website, under Development; Multifamily; Applications, Guidelines, and Scoring.

2016 HOME Rent Approvals Due

Multifamily HOME funded projects still in their affordability period are required to submit an Annual Rent Approval Form. The 2013 HOME Final Rule is an amendment to 24CFR 92.252(f)(2), which requires that a Participating Jurisdiction (PJ) review and approve rents for each HOME-assisted project annually to ensure that the project complies with the HOME rent limits, and to prevent undue increases that would result in a hardship for the residents. For 2016, all HOME funded multifamily projects still in their affordability period are required to submit an Annual Rent Approval Form by Friday, July 8, 2016.

The HUD published HOME Rent Limits have an effective release date of June 6, 2016, which is available on HUD's website.

Failure to submit the form by 5 p.m. on Friday, July 8, 2016, could result in a finding and/or being placed on KHC's Suspension and Debarment List. For questions or help completing the form, please contact Carlisha McKissic-Roberts at 859-595-5828 or Lisa Russelburg at 270-860-1588.
