2016 HouseWorks Repair and Gap Program Applications Open
Kentucky Housing Corporation (KHC) is now accepting applications for the 2016 HouseWorks Repair Program and 2016 Gap Program on the Universal Funding Application (UFA). The deadline for submission is Friday, July 15, 2016, at 5 p.m. ET.

The following dates and times are applicable to the competitive funding round:
  • Monday, June 13, 2016 - Capacity Scorecard Opens
  • Monday, June 13, 2016 - Application Opens
  • Friday, June 24, 2016 - Capacity Scorecard Closes at 5 p.m. ET
  • Friday, July 15, 2016 - Application Closes at 5 p.m. ET

Eligibility and Minimum Thresholds
HouseWorks Repair Program 
The HouseWorks Repair Program is available to nonprofits and units of local government that are eligible to receive funds from the Affordable Housing Trust Fund [KRS.198A.175(3)]. To be eligible to apply for the HouseWorks Repair Program, applicants must meet the following thresholds:
  • HouseWorks Repair Program funds awarded in 2015 (project numbers beginning with GW15) must have successfully committed and expended funds as outlined in their grant agreement.
  • A minimum final Capacity Scorecard score as determined by KHC of 60 percent.

Gap Program

The Gap Program is available to nonprofits and units of local government that are eligible to receive funds from the Affordable Housing Trust Fund [KRS.198A.175(3)]. To be eligible to apply for the Gap Program, applicants must meet the following thresholds:
  • Gap Program funds awarded in 2015 (project numbers beginning with GF15) must have successfully committed the funds as outlined in their grant agreement.
  • A minimum final Capacity Scorecard score as determined by KHC of 60 percent.

Applicants must first complete and submit the Capacity Scorecard and Fair Housing sections of the application, which is a separate submission prior to submitting the application. Applications that score below 60 percent on the Capacity Scorecard and/or do not address the Analysis of Impediments to Fair Housing will not be reviewed.

2016 HOME Rent Approvals Due 

Multifamily HOME funded projects still in their affordability period are required to submit an Annual Rent Approval Form. The 2013 HOME Final Rule is an amendment to 24CFR 92.252(f)(2), which requires that a Participating Jurisdiction (PJ) review and approve rents for each HOME-assisted project annually to ensure that the project complies with the HOME rent limits, and to prevent undue increases that would result in a hardship for the residents. For 2016, all HOME funded multifamily projects still in their affordability period are required to submit an Annual Rent Approval Form by Friday, July 8, 2016.  

 

The HUD published HOME Rent Limits have an effective release date of June 6, 2016, which is available on HUD's website.
