Procurement and Contracting: Five Ground Rules for Grantees and Subrecipients

Goods and services must be procured in an effective manner and in compliance with federal, state, and local laws. These laws exist to ensure that funds are awarded through fair and open competition and are spent on eligible and reasonably priced goods and services. Although the majority of grantees and subrecipients comply with these rules and regulations, the HUD Office of Inspector General issued a bulletin to assist in identifying potential weaknesses in procurement and contracting procedures.

HCA Organizational Chart and Contacts

KHC Housing Contract Administration (HCA) has completed our realignment. We greatly appreciate your patience over the past several months.

We have updated our organizational chart to provide the staff roles, program assignments, and introduce new members of our team.

As we move forward, Jill House, Anne Colly Rose, and Margaret Ann Smith, the technical assistance specialists, are the primary contacts for new HCA inquiries. Each technical assistance specialist is responsible for helping partners in specific geographic regions of the state.

If you need assistance, please submit a request through the HCA Help Desk.
