2016 ESG Applications
KHC is still accepting ESG applications on the Universal Funding Application (UFA). The deadline for submission is Tuesday, May 31, 2016, at 5 p.m. ET. The 2016 ESG Allocation is $2,397,901. The Capacity Scorecard and Fair Housing sections of the application were due on May 6. Applications that score below 60 percent on the Capacity Scorecard and/or do not address the Analysis of Impediments to Fair Housing will not be reviewed.

Updated Section 3 Requirements
Subrecipients of federal funds for projects involving construction activities in excess of $200,000 are required to comply with federal Section 3 requirements, including providing reports of activities. KHC has recently updated its guidance on Section 3. The updated Section 3 Requirements, as well as the Section 3 Summary Report Form HUD 60002, are located on KHC's website, under Development, Multifamily, Construction Completion/Placed-In-Service. Save the Date!
The Kentucky Balance of State (BoS) Continuum of Care (CoC) will conduct a regional CoC meeting in June of 2016. All are welcome, and we encourage you to bring new stakeholders into the homeless assistance planning process.
All CoC and Emergency Solutions Grant (ESG) funded agencies must send at least one representative to their respective regional CoC meeting.

Procurement and Contracting
Five Ground Rules for Grantees and SubrecipientsGoods and services must be procured in an effective manner and in compliance with federal, state, and local laws. These laws exist to ensure that funds are awarded through fair and open competition and spent on eligible and reasonably priced goods and services. Although the majority of grantees and subrecipients comply with these rules and regulations, the U.S. Department of Housing and Urban Development (HUD) Office of Inspector General identifies potential weaknesses in procurement and contracting procedures.
