2016 TBRA Competitive Application Deadline
As a reminder, the 2016 Tenant-Based Rental Assistance (TBRA) Competitive Application deadline is tomorrow, Friday, April 29, 2016. Applications must be received by 5 p.m. ET.  

Please Note:  A Market Analysis is only required if an applicant is proposing to establish a payment standard that is different from either the Section 8 Existing Housing Fair Market Rent (FMR) or KHC's Payment Standards, as listed on the Housing Contract Administration (HCA) Help Desk. Applicants not establishing their own payment standard should select "N/A" for this document in the Application Checklist/Submit Section of the Application.

Annual Project Completion Report
In an effort to comply with federal monitoring and compliance requirements, KHC is implementing an Annual Project Compliance Report (APCR) and Annual Project Compliance Certification. The report will allow KHC to meet federal requirements in a cost-effective and efficient manner while minimizing the impact on our partners. This report will be conducted and completed in addition to the occasional onsite and/or desk review. The APCR and Certification will be completed by the recipient/grantee agency and is for agencies receiving the following funding sources from KHC's HCA:
  • HOME and/or AHTF Home Buyer
  • HOME and/or AHTF Homeowner Rehab
  • HOME TBRA
  • Houseworks
  • Gap funding Home Buyer and Homeowner Rehab
  • Emergency Solutions Grant (ESG)
  • Continuum of Care (CoC) - including Shelter Plus Care and previous supportive housing projects
  • Housing Opportunities for Persons With Aids (HOPWA)
The report was sent out via email on April 13, 2016, and is due by close of business on Friday, April 29, 2016. If you did not receive the email or need to get a copy of the APCR, you can find it on the HCA Help Desk under Compliance. The first tab on the report gives instructions for completing the report.   

If you have questions about the APCR, please submit a request through the HCA Help Desk, and reference APCR. 
Paths 2 Promise
Local and state agencies are teaming up to bring a new program to eight Eastern Kentucky counties that they hope will help increase employment among residents who receive benefits through the Supplemental Nutritional Assistance Program (SNAP).

The pilot program, Paths 2 Promise (P2P), consists of a cross-agency contractual partnership to provide SNAP work registrants in the service area opportunities to gain skills, training, or experience that will improve their employment prospects and reduce their reliance on SNAP benefits.

Eligible individuals who consent to participate will be randomly assigned to either the Expanded Services Group (Treatment) or the General Services Group (Control). The Expanded Services Group will be eligible to receive a variety of services, including child care, transportation assistance, education and training services, work-based learning services (including subsidized internship and work experience), job placement, and 90-day follow-up and retention services. The General Services Group will receive "business as usual" services, which are the same services available to the general public from the P2P partners.
