HCA Organizational Chart and Contacts
Kentucky Housing Corporation (KHC) Housing Contract Administration (HCA) has completed our realignment. We greatly appreciate your patience over the past several months.
We have updated our organizational chart to provide the staff roles, program assignments,and introduce new members of our team.
As we move forward, Jill House, Anne Colly Rose, and Margaret Ann Smith, the technical assistance specialists, are the primary contacts for new HCA inquiries. Each technical assistance specialist is responsible for helping partners in specific geographic regions of the state.

HOME Commitments
The 2016 HOME Investment Partnerships (HOME) Program award for single-family housing options must be committed by Thursday, June 30, 2016. KHC partners that have been awarded 2016 HOME single-family housing, must complete their set-ups as soon as possible and email plans to Rita Kirtley or Angie McGaughey, at rkirtley@kyhousing.org or amcgaughey@kyhousing.org, respectively.

Annual Project Completion Report
In an effort to comply with federal monitoring and compliance requirements, KHC is implementing an Annual Project Compliance Report (APCR) and Annual Project Compliance Certification. The report will allow KHC to meet federal requirements in a cost-effective and efficient manner while minimizing the impact on our partners. This report will be conducted and completed in addition to the occasional onsite and/or desk review. The APCR and Certification will be completed by the recipient/grantee agency and is for agencies receiving the following funding sources from KHC's HCA:
- HOME and/ or AHTF Home Buyer
- HOME and/or AHTF Homeowner Rehab
- HOME TBRA
- Houseworks
- GAP funding Home Buyer and Homeowner Rehab
- Emergency Solutions Grant (ESG)
- Continuum of Care (CoC) - including Shelter Plus Care and previous supportive housing projects
- Housing Opportunities for Persons With Aids (HOPWA)
The report was sent out via email on April 13, 2016, and is due by close of business on Friday, April 29, 2016. If you did not receive the email or need to get a copy of the APCR, you can find it on the HCA Help Desk, under Compliance. The first tab on the report gives instructions for completing the report.

FY2016 HOME and HTF Homeownership Value Limits
The U.S. Department of Housing and Urban Development (HUD) issued fiscal year 2016 HOME Program and Housing Trust Fund (HTF) Homeownership Value Limits (95 percent limits) effective Monday, May 2, 2016. In 24 CFR 92.254(a)(2)(iii) of the Final Rule published on July 2013, and effective August 23, 2013, HUD established new homeownership value limits for HOME participating jurisdictions. In addition, 24 CFR 93.305(a)(1) of the HTF Interim Rule states that HUD will provide limits for affordable newly-constructed housing and existing housing, based on 95 percent of the median purchase price for the area.

2016 HOME Rent Approval Deadlines
Multifamily HOME Program-funded projects, that are still in their affordability period, are required to submit a HOME Annual Rent Approval Form, available on KHC's website, under Asset Mgmt, HOME Rental Program Tools.
The 2013 HOME Final Rule is an amendment to 24CFR 92.252(f)(2), which requires that a participating jurisdiction (PJ) review and approve rents for each HOME-assisted project annually to ensure that the project complies with the HOME rent limits, and to prevent undue increases that would result in a hardship for the residents. For 2016, all HOME-funded projects still in their affordability period are required to submit an Annual Rent Approval Form within 30 days of the release of the HUD HOME Rent Limits, available on HUD's website. Failure to submit the form within 30 days could result in a finding and/or being placed on KHC's Suspension and Debarment List.

Basic LIHTC Compliance Training
Ohio Capital Corporation for Housing (OCCH) Training Academy will be providing a one-day Basic LIHTC Compliance training on Thursday, June 23, 2016, at the Lexington Fayette Urban County Housing Authority, in Lexington, Kentucky, from 10 a.m.-4 p.m. ET. The training targets property management companies that are responsible for maintaining compliance with the LIHTC Program. The cost of the training is free, but early registration is encouraged due to limited space. The training will cover the following topics:
- The value of the credit
- Qualifying households
- Unit and project requirements
- On-going compliance requirements
- Monitoring compliance
- 8823-Report of non-compliance
