2016 TBRA Competitive Application
Capacity Scorecard deadline is Friday, April 8, 2016, at 5 p.m. ET.
 
KHC has opened the 2016 Competitive Application for the Tenant-Based Rental Assistance (TBRA) in the Universal Funding Application (UFA).
 
Applicants must meet a minimum score on the Capacity Scorecard. Applicants must submit the Capacity Scorecard prior to the deadline, which is a separate submission prior to submitting the application. The deadline to submit the Capacity Scorecard section of the application is Friday, April 8, 2016, at 5 p.m. ET.

Public Comment Period
The 2016 Consolidated Action Plan for Kentucky's Block Grant Housing Programs is available for public comment through Monday, May 9, 2016.

The Consolidated Action Plan is the Commonwealth's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Programs (HOME, ESG, CDBG, and HOPWA). KHC and the Department for Local Government are the agencies responsible for
submission of the plan to HUD.

Kentucky has drafted the annual Consolidated Action Plan and is receiving written comments to obtain public input. Written comments will be accepted, and where applicable, will be incorporated into the document. The Consolidated Action Plan covers the time period of July 1, 2016, to June 30, 2017.

The Housing Contract Administration (HCA) Help Desk is a portal for KHC partners to obtain valuable resources, such as frequently asked questions, tool kits, training videos, and much more!Additionally, the HCA Help Desk is the location to submit program questions to our technical assistance and system administration teamsIt is also your connection to the KYHMIS Help Desk.
 
We encourage our partners to utilize the HCA Help Desk, located on KHC's website, under Specialized Housing, at the bottom of the page within Quick Links. 2016 HOME Rent Approval Deadlines

Multifamily HOME Investment Partnerships (HOME) Program-funded projects, that are still in their affordability period, are required to submit a HOME Annual Rent Approval Form, available on KHC's website, under Asset Mgmt, HOME Rental Program Tools.

 

The 2013 HOME Final Rule is an amendment to 24CFR 92.252(f)(2), which requires that a Participating Jurisdiction (PJ) review and approve rents for each HOME-assisted project annually to ensure that the project complies with the HOME rent limits, and to prevent undue increases that would result in a hardship for the residents. For 2016, all HOME-funded projects still in their affordability period are required to submit an Annual Rent Approval Form within 30 days of the release of the U.S. Department of Housing and Urban Development (HUD) HOME Rent Limits, available on HUD's website. Failure to submit the form within 30 days could result in a finding and/or being placed on KHC's Suspension and Debarment List.

Fair Housing Training

Join us for a free Fair Housing Training on Thursday, April 14, 2016, from 9 a.m. to 1 p.m. (CT) at the National Corvette Museum, 350 Corvette Drive, Bowling Green, Kentucky. The training will include an overview of Fair Housing law with a special emphasis on disability issues. Certificates will be provided upon completion of the training. The event is being sponsored by the Lexington Fair Housing Council, KHC, and the Bowling Green Human Rights Commission.
