FY2017 Budget Webcast
President Barack Obama will be announcing the Administration's fiscal year (FY) 2017 proposed budget on Tuesday, February 9, 2016. External stakeholders are invited to participate in a budget briefing via Webcast on Wednesday, February 10, 2016. Hopefully, this will give everyone more time to review the proposed budget. The U.S. Department of Housing and Urban Development (HUD) wants to keep external stakeholders engaged and informed of how the proposed HUD budget will impact organizations and communities they serve.

Reminder: New KYHMIS Assessment Questions
HUD updated the 2014 Kentucky Homeless Management Information Systems (KYHMIS) Data Standards, effective October 1, 2015.
KYHMIS users for the Lexington and Balance of State (BoS) Continuum of Care (CoC) will notice slight changes including:
- Questions on assessments - new questions must be answered for clients that were active on October 1, 2015, or entered into KYHMIS any time after that date.
- Wording of some questions - users will need to transfer the old answers to fit the new questions.
KYHMIS Lexington and BoS users will also need to ensure that their data is complete for all clients that were in their program on October 1, 2015, or entered any time after that date to ensure accurate and complete Annual Performance Reports.
The requirement to collect the new KYHMIS Universal Data Elements went into effect on October 1, 2015, so HUD will not expect to see these updates for clients that exited programs prior to October 1, 2015.

Employment and Training Program on Food Stamps
On January 1, 2016, Kentucky's Supplemental Nutrition Assistance Program (SNAP), which was formerly known as Food Stamps, began implementing the Employment and Training (E&T) Program in eight counties: Bullitt, Daviess, Fayette, Hardin, Henderson, Jefferson, McCracken, and Warren. The SNAP E&T Program will be mandatory for Able-Bodied Adults Without Dependents (ABAWD) in those specific counties. ABAWDs may only access SNAP benefits for a total of 3 months in any 36-month period, unless they are employed, participating in a qualified work or training program for at least 20 hours a week, or participating in workfare (community service) for the required number of hours. Individuals are exempt from the ABAWD time limit if they are:
- Already working an average of 20 hours per week.
- Under 18 or over 49 years of age.
- A parent to or residing in a household where a household member is a child under age 18.
- Pregnant.
- Determined to be medically certified as physically or mentally unfit for employment.
- Already exempt from SNAP work requirements.

The Kentucky Department of Community Based Services staff will be responsible for assessment, placement, supportive service payments, case management/tracking, and providing accident insurance for certain individual placements. HUD Issues Memo - HOPWA Grant Funds
HUD has issued a memorandum on the use of Housing Opportunities for Persons With AIDS (HOPWA) grant funds for participation at the 2016 National Conference on Social Work and HIV/AIDS. The purpose of the memorandum is to provide guidance to recipients of HOPWA formula and competitive grants on the use of HOPWA grant funds to pay for the cost of grantee or project sponsor staff attending the conference. The conference will take place in Minneapolis, Minnesota, Thursday through Sunday, May 26-29, 2016. The memo is available on HUD's website for more information.
