HUD Releases 2015 CoC NOFA and Application

The U.S. Department of Housing and Urban Development (HUD) announced the 2015 Continuum of Care (CoC) Notice of Funding Availability (NOFA) and the application is now open. HUD is making approximately $1.89 billion available in Fiscal Year 2015 for the CoC Program.  

 

The CoC Program is designed to:

  • Promote a community-wide commitment to the goal of ending homelessness.
  • Provide funding for efforts by nonprofit providers, states, and local governments to quickly re-house homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness.
  • Promote access to and effective utilization of mainstream programs by homeless individuals and families.
  • Optimize self-sufficiency among individuals and families experiencing homelessness.

 

KHC serves as the Collaborative Applicant for the Kentucky Balance of State CoC which serves 118 of 120 Kentucky counties. KHC is expecting to apply for approximately $8.2 million in new and renewal projects to serve homeless families and individuals through more than 50 programs across the state. Lexington/Fayette County and Louisville/Jefferson County receive CoC funding directly from HUD.  

 

If your agency receives CoC funding, we encourage you to print and thoroughly read the entire CoC NOFA. KHC staff will be reviewing the CoC NOFA and will be in sharing more information and requesting information from new and renewal project applicants very soon.

Prepare Match and Leverage Letters for 2015 CoC Project Applications

The 2015 CoC NOFA was announced Friday, September 18. Agencies that receive CoC funding should now prepare match and leverage letters for 2015 CoC applications. The 2015 Match and Leverage Letter Templates, as well as the Match and Leverage Chart and Instructions, are available on KHC's website, under Specialized Housing, Continuum of Care, Resources.  

 

PLEASE NOTE:  

  • As a reminder, a total of 25 percent cash or in-kind match is required for each project.
  • Match and leverage letters must be dated no earlier than September 18, 2015, and no later than November 20, 2015.
  • The match and leverage letters are for the 2015 CoC application. Be sure to use the operating start date of the 2015 grant when documenting the availability of the match and leverage funds.
  • For renewal projects, if your grant will not be changing in any way from the 2014 renewal application, you may use the same amount of match that was used in your 2014 CoC renewal grant.
  • For the CoC to receive the maximum points possible, each project needs to provide leverage equal to at least 200 percent of the project request. This 200 percent is above the required 25 percent match.
  • Project leverage contributions will be used in project scoring.

VETT Program Vouchers Available

As a reminder, KHC has dedicated permanent housing assistance vouchers for approximately 80 homeless Kentucky veterans to be available immediately through the Veterans Emerging Towards Transition (VETT) Program. This effort supports the Mayors Challenge to End Veteran Homelessness, announced by First Lady Michelle Obama in June 2014. KHC and HUD are partnering to end veteran homelessness in Kentucky.  

 

Through the VETT Program, KHC has designated a preference for Housing Choice Vouchers (HCV) for qualified homeless veterans in the 87 counties KHC serves under the HCV Program. This assistance will help qualified veterans pay for housing and, ultimately, reduce the number of homeless veterans in Kentucky. Through KHC, local service providers will coordinate the completion of certification checklists to be used as referral tools to qualify homeless veterans for the housing assistance.
