Compliance Training Toolkits
The Emergency Solutions Grant (ESG) and Continuum of Care (CoC) Compliance toolkits are now available. These materials are the property of Kentucky Housing Corporation (KHC) and are being provided free of charge to KHC's subgrantees. Further dissemination without the prior written permission of KHC is prohibited.

To access the toolkits, each user must access a secure file with the following credentials:

BoS CoC Advisory Board Ranking Subcommittee

The Kentucky Balance of State (BoS) CoC Advisory Board Ranking Subcommittee will meet Friday, June 12, at 10 a.m., via Gotowebinar. This meeting is open to the public, but all individuals must register.

BoS CoC Full Advisory Board Meeting

The Kentucky BoS CoC Advisory Board will meet Tuesday, June 16, at 10 a.m., at KHC's, west annex, located at 1231 Louisville Road, Frankfort, Kentucky. The meeting is open to the public and the agenda is available on KHC's website, under Specialized Housing, Continuum of Care.

Additional Public Comment on Interim Rule

The U.S. Department of Housing and Urban Development (HUD) is accepting public comment on the interim rule, "Emergency Solutions Grants (ESG) Program; Solicitation of Comment on Specific Issues."

 

HUD has carefully reviewed all comments received in response to the interim rule through the first comment period, which was in February 2012. However, because recipients and subrecipients now have experience implementing the interim rule, HUD recognizes that additional input and comments should be available for the development of the ESG final rule. HUD greatly appreciates feedback and especially seeks comments based on experience with the interim rule. Therefore, HUD is now accepting public comment for an additional 60 days. The comment period will close on Monday, August 3, 2015.

 

HUD requests that commenters not resubmit any comments already submitted in the first public comment period, unless new information or insights based on research or experience with the program is provided. HUD will consider comments from both comment periods when drafting the final rule.

 

Instructions for submitting comments are outlined in the beginning of the notice, so review this section carefully. All comments must be submitted in the manner outlined in the notice for HUD to consider the comment. Do not submit questions or comments about the Notice through Ask A Question (AQQ) help desk on HUD Exchange. If a requirement in the notice is unclear, please submit that as a comment. An Outline of Notice is available to help individuals organize comments.  

 

While reading the notice and preparing comments, HUD asks individuals to think about the following questions for each change being considered:

  • How will it affect individuals and families who are homeless or at risk of homelessness, of whom this program is designed to serve?
  • Will it assist with ease of administering the program?
  • Will it help improve compliance with the regulation?
  • What effects could it have in your community - both positive and negative?

This notice does not establish any new requirements. The ESG interim rule is in effect until the ESG final rule is published. All of the proposed language and topics are presented only for consideration at this time.

 

HUD greatly appreciates your time and attention to providing helpful and constructive comments to improve the ESG program for the final rule.

Statewide CoC Webinar

KHC encourages your participation in the next Kentucky Statewide CoC meeting on Wednesday, July 1, 2015, at 2 p.m. ET. By joining this Webinar, which covers all six CoC regions, your attendance will be counted for the July 2015 CoC meeting.


Topics that will be discussed include HUD opening comments for the ESG Interim Rule, the 2015 ESG Award status, the 2015 CoC Application, CoC Advisory Board, Coordinated Assessment, and HMIS updates.

KYHMIS Training Date

KHC has scheduled Kentucky Homeless Management Information System (KYHMIS) training for Tuesday, August 11, 2015, from 9 a.m.-4 p.m. ET, in KHC's computer training room, west annex, 1231 Louisville Road, Frankfort. Seating is limited and available to registrants on a first-come, first-served basis. To attend a KYHMIS training session, users must submit a Training Request Form no later than three days prior to the session to ensure space is available. As a reminder, these scheduled KYHMIS New User Trainings are not Recovery Kentucky KYHMIS trainings.

HUD System Performance Measures Update
System performance will be the foundation of HUD's evaluation of CoCs. In July 2014, HUD published the System Performance Measures Introductory Guide to help CoC's understand how HUD expects CoCs to calculate and use system-level performance measures. HUD has updated this guide to clarify some of the measures. HUD recommends all stakeholders review this document to understand HUD's intent for system performance measurement and each specific measure.

HUD has also created a new resource on the HUD Exchange, the System Performance Measures Tools. This page will provide tools to help CoCs report on system performance measures, including:
  1. System Performance Measures HMIS Programming Specifications: a document that instructs HMIS vendors how to program their HMIS software to calculate the system performance measures. This document is written specifically for HMIS administrators and vendors to provide very specific instruction on what is included in each measure.
  2. System Performance Measure Table Shells: a document that provides a visual representation of how HUD plans on collecting the system performance measures data.

HUD recognizes that HMIS programming takes time and  it may take a few months for HMIS in each CoC to be updated to report on system performance measures per the System Performance Measures HMIS Programming Specifications.

HUD plans on releasing additional system performance resources in the coming months.
KYHMIS User License Invoicing
KYHMIS users will soon be able to access their invoices online! KHC is working with PNC Bank to use Automated Clearing House (ACH) to accept payment.
 
Louisville CoC:  Billing will still be processed through Will King, the system administrator for the Louisville CoC. Stay tuned to KHC eGrams with billing procedures within the next 2-3 weeks.

Lexington CoC:  Billing for the first quarter of the fiscal year will come from KHC. Payments for the October 2015-June 2016 billing will be collected by the Lexington CoC system administrator. In October, the Lexington CoC system administrator will contact the Lexington CoC users regarding the remainder of their billing. Stay tuned to KHC eGrams with billing procedures within the next 2-3 weeks.
