January 2015 HOME/AHTF Abbreviated Funding Round

 

Kentucky Housing Corporation (KHC) announces the latest round of funding from the HOME Investment Partnerships (HOME) Program and the Affordable Housing Trust Fund (AHTF). Sixteen recipients around the state will receive a total of approximately $6 million to fund an estimated 126 affordable housing units. Recipients will be contacted directly regarding awards and funding agreements. 2015 HOME/AHTF Application Update

Applications are still being accepted for 2015 HOME and AHTF funds through the Universal Funding Application (UFA). Eligible project types include single-family home buyer and homeowner rehabilitation activities.

 

The 2015 Application for HOME/AHTF Program will remain open for HOME and AHTF single-family home buyer and homeowner rehabilitation activities. No applications will be accepted for Community Housing Development Organizations (CHDO) set-aside funds. All available CHDO set-aside funds have been awarded and there are no additional funds available.

 

Applicants must meet minimum thresholds to submit an application. Applications will be accepted, reviewed, and approved on a first-come, first-served basis.  

 

Minimum Thresholds

  • Applicants must have been awarded funds for HOME and/or AHTF home buyer or homeowner rehab between 2011 and 2014. This does not include awarded funds from the Gap or HouseWorks Programs (project numbers beginning with GF or GW).
  • HOME and/or AHTF funds awarded in 2011 or earlier (project numbers beginning with HB11 or HR11): 100 percent committed and 100 percent expended. All project completion report packets must be submitted to and approved by KHC no later than the application submission to KHC.
  • HOME and/or AHTF funds awarded in 2012 (project numbers beginning with HB12 or HR12): 100 percent committed and 100 percent expended. All project completion report packets must be submitted to and approved by KHC no later than the application submission to KHC.
  • HOME and/or AHTF funds awarded in 2013 (project numbers beginning with HB13 or HR13): 100 percent committed and 50 percent expended no later than the application submission to KHC.
  • HOME and/or AHTF funds awarded in 2014 (project numbers beginning with HB14 or HR14): 50 percent committed and 15 percent expended no later than the application submission to KHC.
State Clearinghouse
Applicants requesting HOME Project funds for home buyer and/or homeowner rehab, must also submit to the State Clearinghouse via the
Department of Local Government's online system. Successful submission to the online clearinghouse system will generate a confirmation that includes the State Application Identification (SAI) number. A copy of this confirmation is a required checklist attachment for the KHC application. It is recommended applicants contact the State Clearinghouse as soon as possible to ensure an official confirmation from the clearinghouse system to expedite processing.

Application Fee
There is a $100 non-refundable application fee for nonprofit organizations and units of local government and a $250 non-refundable application fee for for-profit applicants. Applicants are strongly encouraged to submit their application fee prior to submitting their application. If the fee is not received within 24 hours of the date and time the application is received through the UFA, the application will be rejected.

2015 HouseWorks Application Update 

Applications are still being accepted for HouseWorks. The application guidelines are available on KHC's website, under Development, Single-Family.  

 

Applications must be submitted through the UFA, and the application will remain open until all available funds have been awarded. Applicants must meet minimum thresholds to submit an application. Applications will be accepted and reviewed on a first-come, first-served basis.

 

Eligibility and Minimum Thresholds

HouseWorks is available to nonprofits and units of local government that are eligible to receive funds from the Affordable Housing Trust Fund [KRS.198A.175(3)].

 

To be eligible to apply for the HouseWorks Repair Program, previous applicants must meet the following thresholds:

  • Applicants must have received HouseWorks funds between 2011 and 2014.
  • Applicants must have successfully committed and expended funds as outlined in their Memorandum of Understanding.

2013 HOME Final Rule Requirements Applicability Charts

The U.S. Department of Housing and Urban Development (HUD) published a series of checklists which summarize the changes and clarifications contained in the new HOME Final Rule, and clarify the applicability of these requirements to existing and/or new HOME projects in a Participating Jurisdiction (PJ). The provisions have been classified into one of three separate categories, based on the type and applicability of the requirements:

  • Category 1 - requirements to clarify or codify existing requirements (applicable to the PJ's entire HOME portfolio)
  • Category 2 - new project requirements applicable to new projects only (applicable only to new projects to which funds are committed on/after the effective date of the provision)
  • Category 3 - new program requirements applicable to the PJ's entire program and all projects.
