2015 K-Count Resources Available 

The 2015 K-Count is today, Wednesday, January 28. This is a one-day count of all unsheltered and sheltered homeless persons in the Commonwealth. Partners across the state will be working to find and count all persons experiencing homelessness.

 

As a reminder, all information for the unsheltered, sheltered, and Kentucky Homeless Management Information System (KYHMIS) data is due by midnight, Friday, February 6, 2015.

KYHMIS Help Desk Gets A New Look  

The KYHMIS Help Desk recently made some minor alterations to better align with the corporate identity of Kentucky Housing Corporation (KHC). You will notice a new logo and new name at the top of the Help Desk.  

 

You will also notice a new quick link at the bottom of the Specialized Housing page of KHC's website.

VI-SPDAT and SPDAT Training Opportunity 

KHC is excited to announce Iain De Jong, creator of the Service Prioritization Decision Assistance Tool (SPDAT), will be conducting a free training session on Friday, April 10, 2015, at the Hyatt Regency in Lexington, Kentucky, from 9 a.m.-4:30 p.m. EST.

  

We highly encourage all partners and their staff from both the Balance  of State and the Lexington/Fayette County Continuums of Care to attend this exciting training opportunity. This training is geared towards front-line staff working with this vulnerable population every day.

 

The Vulnerability Index and Service Prioritization Decision Assistance Tool (VI-SPDAT) has been chosen across the county by agencies like: United Way's Home for Good work, State of Michigan, West Virginia, and locally by the Louisville/Jefferson County Continuum of Care as the tool for measuring housing needs and priorities in their community.

 

Iain is a playful nerd, determined on ending homelessness, increasing affordable housing, creating vibrant communities, and expanding the knowledge amongst leaders that influence social issues. Having held senior management and professional positions in government, nonprofits, and the private sector, Iain has a wealth of experience and has garnered dozens of awards for his work internationally. His work has taken him across Canada, the United States, and to Australia. In 2009, Iain joined OrgCode as its president and CEO, and in 2014 assumed full ownership of the firm. In addition to his work with OrgCode, Iain holds a part-time faculty position in the Graduate Urban Planning Programme at York University.

Change to Funding Draw Process    

KHC is changing the submission process of the Universal Draw Request form for all existing and new projects. This change will allow KHC to streamline processes and, in turn, provide a faster turnaround of fund requests. This also begins preparations for additional enhancements to the electronic draw process in 2015.

 

Beginning Sunday, February 1, 2015, the Universal Draw Request form and supporting documentation will no longer be accepted by fax or mail to applicable departments. After that date, it must be submitted via the designated email box KHCDrawRequest@kyhousing.org.

 

You may refer to the User Guide on any page of the Universal Draw Request form for assistance in completing the draw request. Additional guidance can be found in the Universal Draw Change Training available on KHC's website, under Specialized Housing. Please note, this process does not apply to draws for the Weatherization or LIHEAP programs.

 

KHC encourages agencies to sign up for Electronic Funds Transfer (EFT) of funds, which will be a requirement by Wednesday, July 1, 2015, or sooner for certain program areas. The EFT Sign-Up Form is also available on KHC's website, under Specialized Housing.

 

If you have any questions or need help completing the request, please contact your assigned Program Representative. Also, your program representative can provide a report of projects, which may be helpful for identifying project numbers to include on the draw request. When submitting the electronic draw request, please do not copy your program representative. They will be notified of the submission.

 

Privacy and Confidentiality Notice:  Partner agencies transmitting documentation in support of Universal Draw Request system must take every precaution necessary to ensure a customer's Non Public Information or Personally Identifiable Information (PII) is not sent to the designated email box. PII consists of but not limited to: Social Security Number, date of birth, mother's maiden name, etc.

Merging Runaway Homeless Youth Management Information System and KYHMIS

The Runaway and Homeless Youth Program is authorized by the Runaway and Homeless Youth Act, and funds organizations throughout the country to provide services to youths who have run away and/or experienced homelessness. The program, which is administered by the U.S. Department of Health and Human Services (HHS), includes three components:

 

  1. Basic Center Program (BCP) - provides outreach, temporary shelter, and counseling for up to 21 days to youths under age 18 who have run away or are homeless.
  2. Transitional Living Program (TLP) - supports residential and other services to youths aged 16 through 21 for up to 18 months.
  3. Street Outreach Program (SOP) - provides street-based outreach and education, including treatment and referrals, for runaway and homeless youths who have been subjected to sexual abuse and exploitation or are otherwise on the street.
Congress and the Obama Administration have taken steps in recent years to address preventing and ending youth homelessness. Two notable efforts include an HHS report to Congress on ending youth homelessness and a strategy put into place by the U.S. Interagency Council on Homelessness (USICH) to end youth homelessness by 2020.

In May 2014, the U.S. Department of Housing and Urban Development (HUD) and its federal partners issued new Homeless Management Information System (HMIS) data standards that are effective in 2015. The new standards apply to the Runaway and Homeless Youth Program. The standards included the data collection questions that were in the Runaway and Homeless Youth Management Information System (RHYMIS), including new data elements. These new standards went into effect on October 1, 2014. Runaway and Homeless Youth (RHY) grantees will begin reporting in the KYHMIS no later than Wednesday, April 1, 2015. The revised standards included the data collection questions that are in RHYMIS, as well as new data elements specifically for RHY grantees. Some RHY grantees began training on the new system in late 2014 and HHS expects grantees will likely begin reporting in late 2015.

According to an HHS Administration for Children and Families letter sent at the end of October 2014 to all RHY grantees about HMIS, "Data collected in NEO-RHYMIS was recorded in such a way that importing to an HMIS is virtually impossible." Both RHY and HUD know that the data from NEO-RHYMIS cannot be exported to HMIS and have no expectations that it will be.
