2015 Application Guidelines for HOME and AHTF Now Available 

Kentucky Housing Corporation (KHC) has released the 2015 application guidelines for the HOME Investment Partnerships Program (HOME) and Affordable Housing Trust Fund (AHTF). Eligible project types include single-family home buyer and homeowner rehabilitation activities.

 

The 2015 Application Guidelines are available on KHC's website under Development, Single-Family.

 

KHC will begin accepting HOME and AHTF applications within the Universal Funding Application (UFA) on Wednesday, January 28, 2015. Applicants must meet minimum thresholds to submit an application. Applications will be accepted, reviewed, and approved on a first-come, first-served basis.

 

Minimum Thresholds

  • Applicants must have been awarded funds for HOME and/or AHTF Home Buyer or Homeowner Rehab between 2011 and 2014 to be eligible. This does not include awarded funds from the Gap or HouseWorks programs (project numbers beginning with GF or GW).
  • HOME and/or AHTF funds awarded in 2011 or earlier (project numbers beginning with HB11 or HR11): 100 percent committed and 100 percent expended. All project completion report packets must be submitted to and approved by KHC no later than the application submission to KHC.
  • HOME and/or AHTF funds awarded in 2012 (project numbers beginning with HB12 or HR12): 100 percent committed and 100 percent expended. All project completion report packets must be submitted to and approved by KHC no later than the application submission to KHC.
  • HOME and/or AHTF funds awarded in 2013 (project numbers beginning with HB13 or HR13): 100 percent committed and 50 percent expended no later than the application submission to KHC.
  • HOME and/or AHTF funds awarded in 2014 (project numbers beginning with HB14 or HR14): 50 percent committed and 15 percent expended no later than the application submission to KHC.

State Clearinghouse

Applicants requesting HOME Project funds for Home Buyer and/or Homeowner Rehab, must also submit to the State Clearinghouse via the Department of Local Government's online system. Successful submission to the online clearinghouse system will generate a confirmation that includes the State Application Identification (SAI) number. A copy of this confirmation is a required checklist attachment for the KHC application. It is recommended applicants contact the State Clearinghouse as soon as possible to ensure an official confirmation from the clearinghouse system. Applicants are strongly encouraged to submit to the State Clearinghouse prior to the availability of the application on Wednesday, January 28, 2015, to expedite processing.

 

Application Fee

There is a $100 non-refundable application fee for nonprofit organizations and units of local government and for-profits have a $250 non-refundable application fee. Applicants are strongly encouraged to submit their application fee prior to submitting their application. If the fee is not received within 24 hours of the date and time the application is received through the UFA, the application will be rejected. KHC must receive the appropriate application fee, via check or money order to the following address:

Change to Funding Draw Process

KHC is changing the submission process of the Universal Draw Request form for all existing and new projects. This change will allow KHC to streamline processes and, in turn, provide a faster turnaround of fund requests. This also begins preparations for additional enhancements to the electronic draw process in 2015.

 

Beginning Sunday, February 1, 2015, the Universal Draw Request form and supporting documentation will no longer be accepted by fax or mail to applicable departments. After that date, it must be submitted via the designated email box KHCDrawRequest@kyhousing.org.

 

You may refer to the User Guide on any page of the Universal Draw Request form for assistance in completing the draw request. Additional guidance can be found in the Universal Draw Change Training available on KHC's website, under Specialized Housing. Please note, this process does not apply to draws for the Weatherization or LIHEAP programs.

 

KHC encourages agencies to sign up for Electronic Funds Transfer (EFT) of funds, which will be a requirement by Wednesday, July 1, 2015, or sooner for certain program areas. The EFT Sign-Up Form is also available on KHC's website, under Specialized Housing.

 

If you have any questions or need help completing the request, please contact your assigned Program Representative. Also, your program representative can provide a report of projects, which may be helpful for identifying project numbers to include on the draw request. When submitting the electronic draw request, please do not copy your program representative. They will be notified of the submission.

 

Privacy and Confidentiality Notice:  Partner agencies transmitting documentation in support of Universal Draw Request system must take every precaution necessary to ensure a customer's Non Public Information or Personally Identifiable Information (PII) is not sent to the designated email box. PII consists of but not limited to: Social Security Number, date of birth, mother's maiden name, etc.

HouseWorks Repair Program Application Guidelines Timeline Update

KHC will release the single-family application guidelines for HouseWorks Repair on Wednesday, January 28, 2015.

 

The release of the HouseWorks application guidelines will be announced via eGram and will be posted on KHC's website. KHC will begin accepting HouseWorks Repair applications on the UFA on Wednesday, February 4, 2015. Applicants must meet minimum thresholds to submit an application. Applications will be accepted and reviewed on a first-come, first-served basis.

Public Hearing Notice

A Public Hearing will be held to gather housing needs information and to discuss the Five-Year Consolidated Plan and Annual Action Plan for the HOME Investment Partnerships, Emergency Solutions Grant, Housing Opportunities for Persons With AIDS, and Community Development Block Grant Programs administered by KHC and the Department for Local Government (DLG). The hearing will be held from 2-4 p.m. on Tuesday, February 10, 2015, at KHC's offices, 1047 Hwy 127, Frankfort, Kentucky 40601.

 

The Plan is for federal fiscal years 2015-2019.

 

Drafted portions of the plan are currently available for public review and comments on KHC's website. Online surveys are also available, allowing both citizens and housing and service providers to submit needs information. Comments and needs information will be addressed and considered for incorporation into the final plan. Electronic Annual Performance Reporting

Every year, owners and managers of affordable rental housing funded through KHC are required to submit an Annual Performance Report (APR) by March 15 of the current year for the previous calendar year.

 

To decrease costs for partners and KHC, the APR must be submitted electronically. APRs are required for all rental projects that are within their compliance period. This includes projects allocated Housing Credits and funding from the Risk-Sharing, HOME Investment Partnerships, and Small Multifamily Affordable Loan Programs, and the Affordable Housing Trust Fund. The deadline for submission to KHC is Sunday, March 15, 2015. All APRs submitted after the March 15 deadline will be subject to late fees.

 

Instructions for completing the 2014 Annual Performance Report are available on KHC's website, under Quick Links, Asset Management, in the Annual Performance Reporting Tools dropdown. The instructions provide checklists that help ensure documents are submitted by the appropriate submission method.

 

CAUTION: To avoid incomplete submission fees, please follow the 2014 APR Submission Instructions.

 

NOTE: Fees must be submitted with a printed copy of the invoice along with payment. Please note, these invoices will not be available until Monday, January 5, 2015.
