Draft HOME/AHTF and HouseWorks Application Guidelines Now Available 
Kentucky Housing Corporation (KHC) has released the draft Single-Family application guidelines for the following programs:
  1. HOME Investment Partnership Program (HOME) and Affordable Housing Trust Fund (AHTF) Home Buyer and Homeowner Rehabilitation.
  2. HouseWorks Repair.

The guidelines are available for review and comment and are posted on KHC's website. KHC will accept comments on these application guidelines until close of business on Friday, January 9, 2015. Please send comments to [email protected].

 

KHC is currently developing and updating other documents related to upcoming application rounds. These include the Community Housing Development Organization (CHDO) Manual, Tenant-Based Rental Assistance (TBRA) application guidelines, and HOME/AHTF Policies and Procedures Manual. We will release these documents as drafts are completed.

Electronic Annual Performance Reporting  
Every year, owners and managers of affordable rental housing funded through KHC are required to submit an Annual Performance Report (APR) by March 15 of the current year for the previous calendar year.

To decrease costs for partners and KHC, the APR must be submitted electronically. APRs are required for all rental projects that are within their compliance period. This includes projects allocated Housing Credits and funding from the Risk-Sharing, HOME Investment Partnerships, and Small Multifamily Affordable Loan Programs, and the Affordable Housing Trust Fund. The deadline for submission to KHC is Sunday, March 15, 2015. All APRs submitted after the March 15 deadline will be subject to late fees.

Instructions for completing the 2014 Annual Performance Report are available on KHC's website, under Quick Links, Compliance, Asset Management, in the Annual Performance Reporting Tools dropdown. The instructions provide checklists that help ensure documents are submitted by the appropriate submission method.

CAUTION: To avoid incomplete submission fees, please follow the 2014 APR Submission Instructions.

NOTE: Fees must be submitted with a printed copy of the invoice along with payment. Please note, these invoices will not be available until Monday, January 5, 2015.

2015-2019 Consolidated Plan Needs Surveys 

KHC and the Kentucky Department for Local Government (DLG) are currently drafting the five-year plan for the HOME Investment Partnerships, Emergency Solutions, Housing Opportunities for Persons With AIDS, and Community Development Block Grant Programs. The plan consists of a Needs Assessment, Market Analysis, Strategic Plan, and the first Annual Action Plan. Partners are encouraged to read the Needs Assessment and Market Analysis drafts, available on KHC's website  under Resources, Data Library, Consolidated Plan. These documents will be updated periodically over the next several weeks. In mid-February 2015, KHC and DLG will hold a public hearing to gather information on housing needs.

 

KHC and DLG need and value partner input into the plan. In addition, KHC and DLG wish to ensure that the citizens of Kentucky are afforded the opportunity to participate in the process, and invite partners, service providers, local governments, and other housing professionals to complete a partner survey. Also, a citizen survey  for Kentucky residents is also available, and KHC and DLG encourage our partners to provide this survey to clients. A paper version of the survey is also available. After the Kentucky citizen completes the survey, the partner agency should enter the information into the Web form.
