President Message for March, 2015

 

There is an undercurrent of rumors, not facts, moving through our Community.

For example, there is a rumor being spread indicating that your Board would be closing 9 holes of our golf course. This of course is not true, and we have not had any discussions relating to this.

There is an impression that we are outspending our means, and that our financial position is not strong so we are losing our competitive position in the housing market.

 

Let me respond to these issues.

 

Our finances are in good shape. Let's consider the events in the past 5 years. Many communities, like ours, fell into hard times due to the recession. They saw dues revenues shrink due to foreclosures. They saw their assets go into total disrepair. We were fortunate we did not have a similar situation.

 

Yes, we have raised our dues, but remember; in 2010 we purchased a 45-hole golf course, a fitness center and racquet club, 2 maintenance yards, parking areas surrounding the facilities and roadways. All of these had to be absorbed and financed...we did this. On top of the purchase, the Community put an additional 1.2 million dollars into the golf course and tennis facility following the purchase.

 

Let's look at today to see how we are doing.  

 

Our revenue generating amenities are producing sufficient revenue to absorb their operation costs. We have moved our reserve items basis from $2,000.00 to $5,000.00 this last year. You might say what does this do for my pocket book? It means the operation must absorb the cost associated with the capital good or maintenance requirement, instead of our dues that would have been moved from reserves.

We will see our reserve percentage move up this year, not go down or remain stagnate.  

We are voting this month on a project to continue the capital updates, maintenance reductions and play improvements on the Lakes Course, the next nine hole section of Oakwood's course.

We will continue to manage the finances of our Community to enhance its competitive position in the market, and maintain and improve the quality we expect, and promote the pride of ownership.

 

Let's look at our competitive position in the housing market.

 

We are geographically competitive, we are rich in amenities, we have a broad range of housing styles, house sizes, physical properties to meets all types of needs and desires, price options, security, and an inviting and active population. Yes, we need to devote more time and current funds to maintaining and preserving. Your Board will push the initiative to insure this.

 

Where is management in all of this?

 

Our GM, Faye Stone, is focusing on results with her management team. They are actively working to take our facility maintenance and repair projects from the to-do-list to the completed list. Faye will be supplying us with a list of projects on a monthly basis that are in-process and/or scheduled to keep us up to date on the initiatives.

 

We have four capital projects in Committee or with Management at the present time; Parks Project, Fitness Facility Expansion, Pickle Ball Courts and Lakes Golf Course. All of these projects have merit, and can potentially add value to the overall Community. Please stay informed on these by watching for announcements concerning progress and potential Community Information Meetings and/or Board Meetings or Workshops.

 

All of these, even our Lakes Course renovation will require additional parking. I have asked the Board, working with Faye, to take this project out of the scope of the projects moving through the Community. Frank Gould and Bill Thompson are working directly with Faye and an outside Civil Engineer. Frank has reported that the initial findings will be in by mid-April.

 

We are approaching our annual migration back to cooler places. This every year event has a financial effect on our Community. We know, in every case, revenue decreases and costs go up. Faye is working to develop a managed reduction of service that will show in our financials. She will be announcing changes to support our objectives in the very near future.

 

I am testifying next week in support of the Sun Lakes Community SRP Legal Fund Executive Committee as a Sitting Member. The Arizona Power Plant and Transmission Line Siting Committee will be hearing the Application filed by SRP relating to transmission and sub-station expansion for the "Price Road Corridor". The hearing will be held at the Crown Plaza San Marcos Golf Resort Ballroom in downtown Chandler. (One North San Marcos Drive). The dates are: March 30, 2015, beginning at 1:00 pm. There will be a special evening public comment session held on March 30, 2015 at 6:00 pm at the same location noted above. The hearings may continue on March 31,2015, and April 1, 2015.

 

The Committee will recognize your support at these meetings. Please identify your self as a Sun Lakes Association Homeowner if you attend.

Reserve Fund Financial Plan

Revisiting The 2013 Reserve Fund Financial Planmoneybag_graphic.jpg

 

The HOA Board of Directors adopted a long term financial and renovation plan at the August, 2013, Board meeting. This plan addressed the financial impact on the reserve fund as a result of the renovation of the badly deteriorated 45 holes of golf located in Oakwood and Ironwood Communities.

 

The plan called for renovating the 9 holes of the Palms course during the year of 2014, the 9 holes of the Lakes course during the year of 2015, the 18 holes of the Ironwood course in 2016 and finally the remaining 9 holes of the Sonoran course in 2017. All properties were scheduled for extensive irrigation maintenance, controller replacement, sprinkler head replacement, new pump stations, bunker replacement, T-leveling, etc. This is not an enhancement project, but a refurbishment/reconditioning effort to bring the courses back to enjoyable playing conditions. The plan was viewed as an investment in the betterment of our amenities and the community overall.

 

During the summer months of 2014, the Palms course renovation was completed. A new pump station was installed, non-operative controllers were replaced, new spacing of underground piping was installed, 903 sprinkler heads were updated, bunker and T-work was completed. All of this deferred maintenance by the developer was at a cost of $1,474,342, paid for from the reserve fund via the reserve fund financial plan.

 

The original financial plan in August of 2013, projected an increase in a homeowner contribution of $125 to the reserve fund in addition to the $300 that was currently being contributed. In addition $200 was assessed in the fall of 2013 and it was projected that an additional $125 special assessment was to be assessed to each homeowner per year for the four coming years commencing 2014. However, due to escalating costs, the special assessment needed to be increased to $170 in 2014.

 

The second phase of the long term plan to fund the reserve is upon us. For us to continue with executing the reserve funding plan and the betterment of Ironoaks, a special assessment will be included in your July 2015 assessment statement. We will keep you posted regarding the renovation plans and financial aspects of the project as they develop.

The Community Postings Board is now in place. You may post notices about items for sale, announce a special event, or a post an ad looking for a lost pet.  No business cards.
 
Please place your announcement on an index card, write neatly, include information as to how you can be reached and the date you posted your announcement. 
Announcements will removed after a two week period.

Building and Grounds Monthly Meeting

 

The Buildings and Grounds Committee held their regular monthly meeting on March 17, 2015. The Committee discussed the updated Standing Committee Charter and unanimously approved the revisions. The committee heard an update from the Risk Management sub-committee's initial review and evaluation of the HOA insurance policies and the proposed schedule of "Protection & Safety Surveys".  

 

Numerous project proposal requests and active works were discussed and reviewed as to their status or action to be taken on each.  As requested by the HOA/BOD, the membership created and issued a list of priorities for the Board's consideration and action.

 

The next meeting will be held on April 21, 2015, at 8:00 a.m. in the Greenbriar Room.

Pro action vs. Weeds

 

The most effective way to keep weeds under control is to apply a pre-emergent. A typical application occurs in early spring before warm season weeds appear and again in autumn for cool season weeds.

 

A pre-emergent is not effective once weeds are showing. Please consider doing this or having your landscaper apply the spray. The Architectural Landscape Department appreciates your diligence in keeping our great community beautiful.

(Use of disabled flags)


The golf staff recognizes the needs of the truly disabled golfer who suffers from permanent walking impairments or other conditions that would make it impossible for him or her to enjoy the golf course with restrictions on golf cart use.

 

Golfers with disabilities will be asked to identify themselves to pro shop management. It is legally permissible for management, if there is a reasonable belief that a golfer may not be disabled as defined by the Americans with Disabilities Act (ADA), to request proof of a disability from their local physician or current doctor treating their disability.

 

Management will provide golfers covered by the ADA with an identifying flag issued from the pro shop each time a qualified disabled golfer plays an IronOaks course. This will allow the disabled golfer to leave and return to the cart path at points no closer than 30 feet of the green. Please address any questions or concerns to the golf course management. Only pro shop issued flags are authorized for use on our IronOaks courses.
