City of Hoisington Update

Reflecting Back on the Month of October and Looking Ahead to
the November Ballot

October has been a busy and exciting month full of developments that will shape the Hoisington community moving forward. November could also play a role in how our community develops moving forward.

Before reflecting on the month that was October 2014, it is important to look ahead to November 4th. Regardless of your political affiliation, you are probably ready to have this election cycle over. As you step into the ballot box to help select the elected officials that will guide our region moving forward, please be aware that there is a local sales tax question on the ballot. The City of Hoisington is proposing a 0.25 percent sales tax for the purpose of maintaining and improving public streets and infrastructure; stabilizing the property tax levy; improving, maintaining, equipping or constructing a public swimming pool; and to provide improvements necessary to enhance the public's quality of life. If approved, this sales tax would make Hoisington's sales tax equal to Great Bend's and would go into affect on April 1, 2015. This sales tax question is an essential piece of the puzzle for funding improvements in our community moving forward and, if it passes, will play a vital role in helping Hoisington to make necessary improvements.

Please research the candidates, consider the sales tax and make an informed decision as you head to the ballot box in November. Now that the discussion about elections has been addressed, let's shift to a recap of October 2014.

October was busy for the City of Hoisington and its staff. The City devoted a great deal of time to economic development, infrastructure projects, surveys, housing and is looking to enhance its public safety staff.

On the economic development front, the City is finally able to disclose one of the national retail prospects they have been working with for the past year. Casey's Retail Company is hoping to establish a presence in Hoisington and has taken steps to open a store on South Main Street. The City's governing body approved a request to vacate the alleys between Main Street and Walnut Street from Railroad Street to Broadway Avenue.   The action will clear the way for a multi-million dollar investment in downtown Hoisington that will change the appearance of Main Street as we know it. If everything continues to move forward as planned, the project is expected to commence in early 2015.

In other economic development news, the City of Hoisington is working with a business prospect to rehabilitate The Office building located at 171 S. Main St. This building has been deteriorating for many years and was having a detrimental impact on the downtown. Its structural deficiencies were beginning to affect neighboring properties and the building was depressing downtown property values. With a significant investment from a business prospect, the building should have a new roof by early 2015 and may feature a new dining option sometime in 2015.

Infrastructure projects continue to consume a great deal of staff time. The City recently found out that it received another grant to assist with the resurfacing of Main Street between Sixth Street and Ninth Street. With $600,000 in grant funding, it seems likely that this project will commence in 2015.

Another significant infrastructure project that will likely take place in 2015 is the replacement of the west side lift station. The west side lift station helps to manage the flow of waste water for a significant portion of our community. The existing infrastructure has been in place for many years and needs to be replaced with a new station that will be better suited to handle increased loads moving forward. This project will cost several hundred thousand dollars but is necessary to keep our community compliant with industry standards.

The major waste water lagoon improvements that are being mandated by the Environmental Protection Agency continue to move forward. The City continues to work with The Nature Conservancy and other property owners to find the best options for our community. The EPA approved an extension for this $1.5 million project but it will still need to be completed by the end of 2016. If you have not taken the time to complete an income survey, the City can still use your assistance as we work to become eligible for grant funding that could help to offset up to $500,000 of the project costs. Our staff has worked diligently to gather enough surveys to meet the minimum standards but with your help, we can exceed the minimum standards and increase our likelihood of receiving funding.

The City continues to move forward with efforts to improve its housing inventory. Not only is the City trying to encourage new development, it is trying to clean up the housing we do have. Please continue your efforts to enhance our community and contact the City if you have any ideas to improve Hoisington.

The City of Hoisington is also working to enhance its public safety offerings. The City is looking for a part-time police officer and is hoping to add additional emergency medical technicians to its ambulance staff. Please contact the City office at (620)653-4125 if you would like to learn more about these positions and if you have an interest in helping to provide top-notch safety services to our region.

Hoisington is a great community due to the efforts of those that have helped to guide it since its inception. Please remember to do your part every day and take the time to vote on November 4th. If you have any questions or concerns about the City of Hoisington or its various initiatives, please contact Jonathan Mitchell at (620)653-4125 or send him an email at [email protected].
