National Council of Investigation & Security Services - PAC Donations
Dear Friends and Colleagues,
As many of you are aware, NCISS has had a political action committee (PAC) for the last five years. Over this time, we've asked members for minimal contributions, and thank those who have given funds to support our advocacy efforts. Looking forward, however, we believe our PAC must become more active in making our case on a number of critical issues to candidates for federal office and/or elected officials.
Our DC representative, Keith Nelson from Lobbyit, recently outlined to us the many pieces of legislation and regulation that could do NCISS members and practices significant harm, including various privacy laws, National Labor Relations Board (NRLB) decisions, restrictions on the use of unmanned aerial vehicles (UAVs), and a host of other anti-business measures emanating from Washington.
With an important election cycle on the horizon, we believe it is critically important to reinvigorate our PAC, and leverage our resources to support candidates who support us, as well as to communicate our concerns in a direct and clear manner with key decision-makers. We are asking for your support, as a professional in the investigative and security world, in this endeavor. It's important that everyone sends what they can so we have the funds to effectively press our case and protect our industry.
You do not have to be a member of NCISS to donate and support legislative advocacy for our professions. Please consider sending just $50, and we would have a significant amount of money to support our lobbyists not only when NCISS "Hits the Hill," but throughout the year at critical times. NCISS needs your help to best protect our jobs and industry from ill-considered and, frankly, uninformed actions by our government.

National Defender Investigators Association
Dean spoke at the regional National Defender Investigator Association conference in Las Vegas. Autopsy Reports for Investigators and Death Investigation for Investigators. A great conference of mostly federal and state public defender investigators, and private defense investigators. The two day conference was a great program on subjects that all complemented each other.

Update to Colorado Private Investigator Licensing
PPIAC has recently announced that over 460 private investigators are licensed in Colorado since June 1st! This surpasses the goal of 400 by Colorado's Department of Regulatory Agencies.
They say that learning to say "no" in business is the reason for success. The problem is (or at least for me) is that when opportunity knocks, saying yes seems to be the only answer I give...often times, turning out to be more work that I expected, and more expenses out of my pocket.
Licensing in Idaho from S. Robinson & Associates Investigative Services
Idaho is one of four states without statewide PI licensing. Some are looking to Colorado's new law for guidance. Like Colorado, some are opposed. In ID, it is by individual city and can be very costly and political. Stuart Robinson responded to another Investigator's blog about licensing of Private Investigators in Idaho.

NALI is the premier association for legal investigators for civil plaintiff and criminal defense, and oversees the prestigious Certified Legal Investigator (CLI) program. Experience is required to join and all members are subject to a background check.

Vehicle Fatalities of Drug Intoxicated Drivers on the Rise Nationally
A new report, Drug Impaired Driving, reviewed national fatality statistics and found 40% of those tested had drugs (prescription and illicit) and of that, 1/3 were marijuana (about 13% total).
This is a continued sharp increase in drug related vehicle fatalities. This does not include those killed by a user of drugs and driving intoxicated. It is on pace for drugs to be a greater cause then alcohol (although also a drug, not classified as such for MVA fatalities).
Who Polices Prosecutors Who Abuse Their Authority? Usually Nobody
A ProPublica analysis of more than a decade's worth of state and federal court rulings found more than two dozen instances in which judges explicitly concluded that city prosecutors had committed harmful misconduct. In each instance, these abuses were sufficient to prompt courts to throw out convictions.

In the month of September, Lobbyit continued to work on Department of Labor (DOL) provisions in FY 2016 funding legislation, tracked unmanned aerial vehicle (UAV) regulations, and data broker, GPS locator, and gun legislation, and traveled to Las Vegas for NCISS's Mid-term Board meeting to brief the board on legislative and regulatory activity in Washington, DC. The best way to stay current and support the investigative and security professions is by joining NCISS. Visit the NCISS web site for a compendium of key legislation by state at http://www.nciss.org/legislation/latest-legislation.php then go to the link entitled "State Legislation." The white states are states that either have no pending bills of interest or are not in session. You can also page down to your state where it is listed alphabetically.
Check out the recently launched "Advocacy Hub." If you have not heard about the "Advocacy Hub," the Hub allows members to send already drafted letters to key legislators and government officials right from the web site. Currently there are two items pending. Check them out!
