Greetings

27 Years and Strong!
In 1987, just 27 years ago, and work experience at the MEs office from a combined late 2002 to late 2008, our agency has since become Associates in Forensic Investigations, LLC.   Dean started 'Pro-Serve Service of Process and Investigations' - it changed names a few times over the years. In 1996 Karen joined him and it became Investigative Services of Colorado.

After extensive training a
We want to extend our appreciation to all of our clients, friends and colleagues - to everyone that has touched our lives ... from as far back as that first day to as recent as today!

Dean A. Beers, CLI, CCDI Elected as 2nd Vice President
National Council of Investigation & Security Services

The National Council of Investigation & Security Service (NCISS) held its annual meeting and conference, from September 4th to September 6th, in Las Vegas NV.  In the elections Dean A. Beers, CLI, CCDI was nominated and elected to the position of 2nd Vice President.  He was most recently 3rd Vice President, and previously Secretary and the Regional Director for CO, WY, NE, NM, ID & UT.

Dean is looking forward to continued work on the legislative issues that impact professional investigators and security personnel throughout the country, primarily concerning federal legislation and rule making, as well as with states and their associations on local matters.  Of particular focus is the State Association Advisory Board / State Legislation Awareness Monitoring (SAAB / SLAM) introduced last year by then President Bob Heales.  The SAAB / SLAM Program is a cooperation of member state associations to assist with responding to their legislative needs, while increasing the strength of NCISS responding to federal legislation and regulation.  In addition, the SAAB / SLAM Program benefits NCISS membership through increased networking, leadership mentoring and continuity, with the ability to proactively monitor and appropriately respond.

Join us on Coroner Talk!

We were pleased to be invited guests for a full hour of Coroner Talk! Darren was a great host and we covered a lot of territory in a short time. The areas we focused on were 1) working with official agencies; 2) obtaining the necessary records, reports and photographs; 3) helping families with understanding the process, how to find the answers, why some questions can't be answered, and finding a path towards closure; and 4) the importance of education, training and experience.

Special Guest - Dean and his guest will talk about the importance of forensic photography protocols and the importance of photographs in equivocal death case reviews.

Our role as Medicolegal Death Investigators includes reviewing cases for other professional investigators, attorneys and families.  They may question the evidence or investigative protocol - they ultimately question the Manner of Death - Natural, Accident, Suicide, Homicide and Undetermined - most often suicide.  They may question the Cause of Death - the specific actions, but not often.

Elevating Investigations Using Daubert and Frye Standards
by Dean A. Beers, CLI, CCDI

Without being a subject matter expert, you can conduct your investigations with this concept in mind, as well as prepare reports in such a manner.  One manner of doing so is by adapting the concepts of Daubert / Frye for experts to non-expert investigators to be better prepared in both investigative principles and testimony."

5 Reasons Private Investigators Have Great Job Security

by Scott Fulmer, PI Now September 01, 2014

Private investigators like to complain. It's too hot. It's too cold. How hard is it to put a check in the mail? Maybe it's because we have so much time to think and philosophize about life and our chosen occupation while sitting on surveillance for hours. One of the main topics at conventions as well as on the newsgroups these days is whether or not the private investigator occupation is a dying industry. While there is some shrinking and consolidating of markets within the private investigation trade, I submit that it is not a dying industry. Consider these 5 reasons ...

New book from Gene Ferraro

Investigative Interviewing: Psychology, Method and Practice

Dean had a quick chance to glance through Gene's latest book - Investigative Interviewing: Psychology, Method and Practice - and will be adding it to our library.

Summary: There are few skills more important to the modern fact finder than the ability to obtain information through effective interviewing. While most interviewing books are intended for law enforcement, they often present harsh and accusatory techniques that can be counterproductive in private sector investigations.

OSHA Final Rule on Injury Reporting
On September 18, 2014 the Department of Labor's Occupational Safety and Health Administration (OSHA) published final rule updating reporting requirements for workplace injuries.  This full NCISS Legislative Alert is available at:  http://t.co/BiJsQXtSk5

EEOC Enforcement Limitation

In September the House Education and Workforce Committee, Subcommittee on Workforce Protections conducted a hearing addressing several pieces of legislation designed to rein-in the Equal Employment Opportunity Commission (EEOC).

The bills being examined by the committee are:
H.R. 4959, "EEOC Transparency and Accountability Act," To direct the Equal Employment

H.R. 5422, "Litigation Oversight Act of 2014," To amend title VII of the Civil Rights Act of 1964

H.R. 5423, "Certainty in Enforcement Act of 2014."  Prohibiting the EEOC from penalizing companies for using criminal background screening for a variety of positions

This full NCISS Legislative Alert is available at: http://t.co/9UVvIAVIxI

USA Freedom Act

This is legislation ultimately aimed at surveillance, data collection and usage by the government in terrorism-related activities, NCISS is always wary of how private investigators might inadvertently get folded-in to such measures, including restrictions on "pretexting" or penalties for the types of surveillance necessary for our industry.

In the past, we have fought successfully to blunt such measures, securing definitional carve-outs for private investigators and/or removing objectionable provisions altogether. This full NCISS Legislative Alert is available at http://t.co/ckCKquECz0

The Quint-Essential Qualities of a Professional Investigator...
Skills Appropriate for the Assignment
Law firms and medical offices specialize - Professional Investigators also specialize.  Their casework and continuing education should also be in your specialized areas.

Experience and Knowledge
Professional Investigators strive to maintain and further these. All professions have requirements of continuing education.  The CLI program requires extensive compliance with continuing education.

Responsible and Ethical Conduct
Every component of the investigation has evidentiary considerations. Professional Investigators hold themselves to a higher standard and leaves no question as to the admissibility of their evidence.  Information without ethics is not evidence.

Effective Communication
Professional Investigators maintain communication with the attorney, client, witnesses, and other key persons in the investigation.  Moreover, reports are the product of an organized investigation and should reflect the work product you expect.

Keyword - 'Professional'
Honesty, Integrity & Intelligence.  These define Professional Investigators and gives you the confidence that your case is in competent and skilled hands.

Here is what one colleague recently said about our Death Investigation for Private Investigators distance learning course:
"I just finished your medicolegal death investigations for private investigators course. I must admit it was one of the best written courses I have taken in a long time. Not sure what I got on the test but I did get a certificate of completion. I truly enjoyed the content and managed to learn quite a bit as well. As far as the usefulness of the information I have already found two of my current cases that parts of the course provided me additional information as well as different routes of investigation that I may not have thought of or been aware of. Please accept my thanks and appreciation for your course. Thanks" (Curtis Burkett - Curtis Burkett & Associates Investigations)
