Greetings

First, our three grandkids started kindergarten this year.  All are at the same school.  Cash and Gage are in separate classes, and their cousin Jacee is in a class with Cash.  Teachers already have their hands full!  How time does fly!

September is Suicide Prevention Month

Just hours before learning a celebrity's death, Dean posed this question on a social networking site - "If you were alerted that someone were actively expressing suicidal ideations - and acting on them - would you consider it an urgent matter or perhaps it could wait a couple weeks? If they were exhibiting altered mental status would that be a concern?"

The death of a celebrity, because of this elevated status, brings attention to the circumstances...from drugs to suicide...and those underlying issues. Karen has written two articles about suicide, prevention and investigation.

CALL TO ACTION Unfair Licensing Requirements

US Supreme Court to hear case which regarding state licensing board authority

On October 14, 2014, the U.S. Supreme Court is scheduled to hear oral arguments in North Carolina Board of Dental Examiners v. Federal Trade Commission 717 F.3d 359 (4th Cir. 2013), a decision from the 4th Circuit finding that the North Carolina Board of Dental Examiners engaged in an unfair restraint of trade by attempting to restrict the practice of teeth whitening to only licensed dentists.  The eight-member Board is comprised of six licensed dentists, one licensed dental hygienist, and one consumer member.

NCISS  urges the Supreme Court to require lower courts to inquire as to whether the regulatory means employed by the licensing board are congruent with a legitimate governmental end.  This is the most sensible way to mitigate situations where the fox is literally guarding the hen house.

State Legislative Alert - Drone legislation

Legislatures in numerous states are considering various bans or limitation on the use of Unmanned Aerial Vehicles (UAV) - drones - to conduct surveillance.  Private investigators sometimes rely on drones to conduct surveillance, especially where close-up observation of individuals, vehicles or property would prove difficult or dangerous.

LobbyIt has compiled a review of these state bills - 15 altogether in 9 states (excluding North Carolina, which is further detailed below).  The list can be found here:

http://www.cqstatetrack.com/texis/statetrack/insession/viewrpt?report=53f37cbc41&sid=&Report.workflow=

This alert arises from recent increases in activity of states enacting legislation concerning the use of drones, which also impact the use by investigation and security companies.

The Quint-Essential Qualities of a Professional Investigator...
Skills Appropriate for the Assignment
Law firms and medical offices specialize - Professional Investigators also specialize.  Their casework and continuing education should also be in your specialized areas.

Experience and Knowledge
Professional Investigators strive to maintain and further these. All professions have requirements of continuing education.  The CLI program requires extensive compliance with continuing education.

Responsible and Ethical Conduct
Every component of the investigation has evidentiary considerations. Professional Investigators hold themselves to a higher standard and leaves no question as to the admissibility of their evidence.  Information without ethics is not evidence.

Effective Communication
Professional Investigators maintain communication with the attorney, client, witnesses, and other key persons in the investigation.  Moreover, reports are the product of an organized investigation and should reflect the work product you expect.

Keyword - 'Professional'
Honesty, Integrity & Intelligence.  These define Professional Investigators and gives you the confidence that your case is in competent and skilled hands.
In Closing...
Passing of friend and colleague Frank Russell

PPIAC and the investigative community, lost another friend. It is with deep sadness that we learned of the death of our good friend and a past PPIAC board member Frank Russell, who passed away in mid August.

Dean met Frank when he was still active with Fort Collins Police - one of the old guys that remembered Dean as a teenager. They were in a week long fingerprint class together just before Frank's retirement in 2003. There is a lot to remember Frank for, he was a good friend to Dean and so many. His contributions to everything he was a part of was as big as his friendly personality that had you laughing. He is with his wife now, a very tough loss for him earlier this year.

Frank will certainly be missed. Please keep his family, friends and colleagues in your thoughts and prayers.  Karen and Dean send our thoughts and prayers to all.

Here is what one colleague recently said about our Death Investigation for Private Investigators distance learning course:
"I just finished your medicolegal death investigations for private investigators course. I must admit it was one of the best written courses I have taken in a long time. Not sure what I got on the test but I did get a certificate of completion. I truly enjoyed the content and managed to learn quite a bit as well. As far as the usefulness of the information I have already found two of my current cases that parts of the course provided me additional information as well as different routes of investigation that I may not have thought of or been aware of. Please accept my thanks and appreciation for your course. Thanks" (Curtis Burkett - Curtis Burkett & Associates Investigations)
