NCISS Hit the Hill and AFI-LLC

Associates in Forensic Investigations LLC (AFI-LLC), is pleased to share its success of participating in the annual 'Hit the Hill' event for the National Council of Investigation & Security Services (NCISS). Dean met with Wyoming Senators John Barrasso, MD and Mike Enzi, and also the legislative aide with the absence of Representative Cynthia Lummis.

 

Dean represented AFI-LLC, and also NCISS as the 3rd Vice President, to discuss legislation and regulation that may impact the investigative and security professions, including those NCISS can support and assist with.  Issues discussed included consumer privacy protection and how private investigators play an integral role, background checks, proposed minimum wages and union voting rules, and several other key issues.


We are very proud to be a new addition to Wyoming!

Florida Association of Licensed Investigators - 20th Anniversary Conference!

Dean returned to join his friends and colleagues in FALI and spoke at the special 20th Anniversary Celebration conference from May 1st-3rd in Tampa Bay, FL. His presentation, 'The Autopsy - Protocols, and Reviewing and Comprehending Autopsy Reports' was well received and standing room only.  At the conclusion of the conference, and Dean's presentation, was a special book signing of those authors in attendance.

 

One highlight of the conference was the unexpected appearance by Lt. Columbo.  As a spokesman for FALI, he investigated those who made the conference the success it was and entertained everyone!

As professional investigators, we have certain legal, ethical, and moral obligations. The problem is: not everybody agrees on what those are.

 

For apprentice investigators and veterans alike, our legal obligations lie at the foundation of everything we do. But ethical and moral professional behavior reside in murkier areas, with very unclear boundaries. There's a lot to consider when formulating one's ethical and moral code, including the following:

  • Legal is not ethical, ethical is not moral, and moral is highly personal;
  • Legal is federal, state, and local statute and/or policy;
  • Ethics are sometimes governed by professional associations and/or certification bodies;
  • Morals can prevent you from accepting a case, but should not interfere with an accepted case.

Special Announcement:

Mandatory Licensing of Private Investigators - now headed to the governor's desk!

At AFI-LLC we were chartered licensed investigators under the voluntary program since July 2012, expiring this year with the repeal of voluntary and now the pending enactment of mandatory PI licensing. This week the bill passed through the final vote of the House and is pending signature by the governor.

 

Congratulations to the Professional Private Investigators Association of Colorado, the licensing committee and supporters of many years in seeing this through. A great deal of work, over many years - and for many many weeks again from mid 2013 to now - has been done. Associations are as strong as their membership and leaders, and a great deal takes place on a daily basis that is simply unrecognized. These accomplishments often take a great deal of personal and professional time and sacrifice, hundreds of hours and even days.

 

Our special thanks to each of those who have done so much - from as far back as when PPIAC was founded shortly after licensing was lost in 1977, to now. This is built on the brick by brick successes and failures of past and recent determination and endurance.

 

We hope you will join me in extending this recognition and appreciation - from members of PPIAC and colleagues as professionals and members, to the PPIAC board and licensing committee - and those that have filled all three roles at times.

 

Now, only for the governor to sign...and then preparing for program enactment in about a year.

NCISS member Phil Becnel - his Hit the Hill experience
One of the unique experiences - and driving force of NCISS - is Hit the Hill each April.  As you know, many of us returned from HTH and our appointments about a week ago.  Phil Becnel is a respected investigator and member of NCISS.  I just noticed that he posted an article on LinkedIn and found it quite interesting to see his experience, and am very glad he shared it.

 

Here is part of what Phil says, "Regardless of the degree or quality of one's legislative representation, everyone knows that if you want to be heard it's helpful to join an advocacy group. One of the groups I belong to is the National Council of Investigative and Security Services (NCISS), which held its annual "Hit the Hill" event last week. Hit the Hill brings scores of private investigators from throughout the United States to converge on the halls of Congress, where they meet with their individual legislators about issues relevant to our profession. There is strength in numbers, and with 1,000 members representing around 19,000 employees (many of them admittedly of the security services variety), NCISS carries some clout."

The Thin Blue Line - Did Police Cover Up a Homicide
This case is close to home, and our agency principles have worked in and with the key agencies of this case. Private investigation shows Canadian William Webster murdered

An interesting article about an equivocal death investigation carried out by a private investigator involving an apparent suicide that turns out to be a homicide. Arizona Gov. Jan Brewer has signed a bill banning the release of autopsy photos without a court order

Some will see this as a good thing, but it isn't. This arose, like the Earnhardt law in FL, from good intentions - the media wanting photos to exploit tragedies; this involved the 19 firefighters killed in AZ.

 

There are many unintended consequences. It would be of great benefit if legislators would consult with agencies like our own to allow us to represent family members seeking benefits or questioning a death. Court orders are not easy or cheap. Sometimes the next-of-kin is a potential person of interest. Just another frustration for traumatized families, who were misled to believe this law would help them.

 

That being said, we are available to assist in providing the foundation for the motions to release records, reports and photographs by court order. 

 

One Reason (or two) for Autopsies in Motor Vehicle Collisions 

We often teach that proper death investigation is vital to not only closure for the living, but also often unrealized reason. These include insurance, inheritance and even if criminal charges are appropriate or a civil lawsuit. Statistics are not important to families, but they do have purpose.

 

Motor vehicle collisions are often not autopsied because 'it is obvious' the person died of sustained injuries. That is less often the case than many would think. In this story, an autopsy answered a question and changed a statistic.
