Manager, Flight Operations Quality Assurance

The Manager, Flight Operations Quality Assurance (FOQA) oversees the NJA FOQA program, trend analysis and provides routine updates to operational and maintenance managers on performance trends.  The Manager, Flight Operations Quality Assurance (FOQA) is responsible for enhancing safety margins through procedural, policy and training changes.

 

 

MAJOR DUTIES/RESPONSIBILITIES and ESSENTIAL FUNCTIONS: 

 

Manage Flight Operations Quality Assurance (FOQA) data, including processing by the analysis system, screening for data accuracy and integrity, and conducting daily event review.  Perform root cause analysis and determine corrective actions in response to adverse events or trends. Utilize FOQA data to determine where flight operational hazards exist within the operation and make recommendations for risk mitigation efforts throughout the operation

 

Works as a member of the FOQA Monitoring Team (FMT). Compiles and presents FOQA data summaries for use by Senior Management, Chief Pilots, regulators, Pilots and maintenance personnel.  Conducts research projects using FOQA data. Interfaces with various departments as necessary for research or information sharing regarding flight safety issues.  Oversees data collection process in conjunction with Maintenance.

 

Contributes to internal safety related publications, communicating significant trends to internal audiences. Coordinates with governmental and other operators regarding FOQA best practices. Evaluates new technologies to enhance the FOQA program. Participates in safety audits and investigations.

 

Maintains FOQA database, programs new FOQA events, and manages documentation supporting these functions.  Oversee maintenance of the FOQA system's organization, security, data storage, report retrieval, trending and event databases.

 

Tasks the Flight Operations Quality Assurance analysts with studies of data, looking for specific risk markers.  Manages the results of those studies and works to effect procedural changes to mitigate or eliminate the risks. Manages employee performance, behavior and provides career development

 

 

ESSENTIAL QUALIFICATIONS: 

 

Bachelor's Degree  

 

Course of Study/Major: aviation, computer science, or engineering-related field or equivalent experience

 

Related Work Experience: 6-8 years

 

Strong knowledge in similar computer systems and programs including database management understanding specifically how to identify, track and analyze trends of safety concerns in the database, with user level adjustments to markers identified in the data.

 

Strong knowledge of aircraft systems, instrument flight, aviation terminology, and federal aviation regulations

 

Proficient in Microsoft Office programs

 

Strong ability to perform statistical analysis and audits

 

Outstanding organizational and interpersonal skills with the ability to work both independently and as member of the Safety team

 

Strong organizational, interpersonal, research, oral and written skills

 

Proven ability to work effectively under non-negotiable deadlines

 

Previous experience in airline flight data monitoring preferred

 

Formal training in flight recorder analysis preferred

 

Flight experience with a scheduled or unscheduled air carrier preferred
