Special Legislative Update: DOL Overtime Rule

Any day now, we expect the Department of Labor's (DOL) final overtime rule changes to be published. As we have communicated previously, these changes will revise the overtime exemption regulations of the Fair Labor Standards Act, which could have a significant impact on labor costs, including those of social service agencies. In light of this, we want to notify agencies about two upcoming opportunities to voice your questions, thoughts, or concerns regarding the revised rules.

Independent Sector to Host Two-Part Digital Learning Series 
Independent Sector, a leadership network for nonprofits, foundations, and corporations committed to advancing the common good, recently announced a two-part learning series in partnership with DOL for nonprofits on the Federal overtime rules. 

Part 1 will take place Tuesday, May 24, at 1:00 pm EDT and will be led by DOL officials who will provide organizations with the information they need to know to determine if they are in compliance with the Fair Labor Standards Act.

Part 2 will take place Tuesday, May 31, at 1:00 pm EDT and will by led by a panel of sector experts discussing how organizations can prepare for the proposed expansion of overtime coverage.

Take Part in the National Council of Nonprofits' Survey 
The National Council of Nonprofits (Council of Nonprofits), an advocacy organization focused on advancing policies to help America's charitable organizations, publishes a bi-weekly newsletter on public policy issues affecting the nonprofit sector titled "Nonprofit Advocacy Matters." The Council of Nonprofits is currently planning a special edition of the newsletter that will focus on both the revised overtime regulations and potential revisions to the Office of Management and Budget (OMB) Uniform Guidance, which could affect how nonprofits spend grant funds. 

To gather data for this special edition, the Council of Nonprofits is circulating a national survey. Any nonprofit with contracts or grants (local, state, tribal, or federal) is welcome to participate. Responses will be used anonymously and in aggregate to develop policy suggestions and ideas. Organizations have until May 23, 2016 to fill out the survey.
