Message from the Chair
Greetings!
We are approaching the end of yet another session at the State Capitol. Our legislators have been hard at work, and below is just the latest sampling of the efforts of Senator Kefalas and Representatives Joann Ginal and Jeni Arndt on behalf of Colorado.
Your support has been crucial to their work, and we encourage you to get involved in their campaigns for re-election in 2016 by contributing, volunteering, and spreading the word.
This is going to be a great year, because we also have State House candidates running elsewhere in LarimerCounty. Jody Shadduck-McNally, Adrian "Buzz" Sweeney, and TJ Cole have stepped up to represent HD-51 (Loveland), HD-49 (greater Larimer County), and SD-23 (southeast Larimer). We will share more about them and our County Commissioner candidates Karen Stockley and Bill Wright in future newsletters.

Legislative News
Cracking Down on 'Rolling Coal'
A bill by Reps. Ginal and Max Tyler to prohibit the practice known as "rolling coal," which is knowingly and intentionally blowing thick clouds of black smoke in order to harass pedestrians, bicyclists, or other drivers, passed out of the House on a 35-29 vote on April 18th.
"The city and law enforcement of Fort Collins asked me to introduce this bill," said Rep. Ginal. "Over the last several years, we've seen an increase in people intentionally 'rolling coal,' but under current law it's really difficult for police to take action."
HB16-1319 creates a Class A traffic infraction for the "intentional exhibition of smoke."
The bill proceeds to the Senate for consideration.
Removing Barriers to Employment
SB16-077, Employment First For Persons With Disabilities, sponsored by Sen. Kefalas has passed out the Senate Finance Committee 5-0 on March 17th and Senate Appropriations Committee 6-0 on April 15th. The bill seeks to remove barriers individuals with disabilities face when seeking employment.
"People should have their own self-determination, whether you have disabilities or not," said Sen. Kefalas. "Ultimately, this is all about trying to level the playing field."
The bill now moves to the Senate Floor for a second reading.
Protecting Kids from Marijuana Edibles
A bill by Reps. Ginal and Dan Pabon to protect kids from marijuana edibles that are easily confused with candy passed the House Business Affairs & Labor Committee on April 18. HB16-1436 requires the Marijuana Enforcement Division in the Department of Revenue to promulgate rules that prohibit edible medical and retail marijuana products shaped like a human, animal or fruit.
"Marijuana products are designed for adults and we are asking that these products don't mimic products marketed to children," said Rep. Ginal, D-Fort Collins. "It's a smart, reasonable approach to protecting Colorado children."
The 10-2 vote sends the bill to the House floor.
