Last week, at the 2013 Public Media Summit, public media professionals gathered in Washington, DC, to discuss the future of public service media, and the Grant Center was front and center. We released our 2013 Report to Stations,which describes our impact on public media funding. One of the featured panelists at the Summit, Jane Oates, Assistant Secretary of the Employment and Training Administration at the U.S. Department of Labor, also discussed funding for public media stations. Assistant Secretary Oates, who oversees a budget of $11b, believes that public media stations can help fill the gap on critical labor issues, including job training, career readiness, and GED preparation. Specifically, she highlighted the Trade Adjustment Assistance Community College and Career Training Grants Program. The third round of this initiative is expected to open soon, with a May 2013 deadline and $500m available for grants. Community colleges must be the lead applicant and fiscal agent, but stations that have strong relationships with community colleges and are active in workforce training or GED education will find a fit in this program. NCME Tip: Engaging deeper by giving the community a voice. Sometimes, the answer to how to get your community to connect with you is as simple as giving the community a chance to tell you their conceNew NCME logorns. Oregon Public Broadcasting (OPB) discovered that when it sought a way to address local environmental issues. OPB started by creating Ecotrope, an online blogging site that allows community members and citizens to publish their views on the environment. "By starting a blog and learning what it takes to be successful, we were able to reach new audiences. It allowed us to zero in on issues in ways we weren't able to before," said Morgan Holm, Vice President of News and Public Affairs at OPB. Read more

Spotlight on Grant Center Resources: Policy

The Grant Center has a wide variety of grantseeking resources, all tailored specifically to public media stations. You can find them in the Grantwriting Resources section of the Grant Center website.

In addition to providing stations with relevant and timely information about relevant federal grant programs, the Grant Center responds to requests for comment from federal agencies. When we draft comments, we urge the requesting agency to recognize the value and unique strengths of public media stations.

We have submitted comments on many U.S. Department of Education programs and priorities, and we will continue to respond to relevant requests for comment. You can read the comments we have submitted in the new Policy section of our Grantwriting Resources.
Federal Trends and Opportunities 

Promising New Proposals

After delivering his State of the Union address last month, President Obama released The President's Plan for a Strong Middle Class and a Strong America. Included in his plan is a proposal to invest heavily in early childhood education; he seeks to provide all low- and moderate-income four-year-old children with high-quality preschool, while also expanding these programs to reach hundreds of thousands of additional middle class children, and incentivizing full-day kindergarten policies. With this focus, there may be more opportunities for public media stations to provide high-quality programming to preschool children and their families.

 

The President's plan also includes high-school reforms. The proposal is focused, in part, on modernizing high schools for real-world learning, which will be done through a new competition to "kick-start a redesign of high schools."

 

Unfortunately, with cuts looming from sequestration, it's unlikely we will see quick movement on these proposals. Congress also needs to find a compromise on the fiscal year 2013 budget; the Continuing Resolution currently funding the government expires on March 27, 2013.

Federal Funding
 
Environmental Workforce Development and Job Training Grants: This Environmental Protection Agency (EPA) grant program funds proposals that deliver environmental workforce development and job training programs focused on hazardous and solid waste remediation, environmental health and safety, and waste water-related training activities. Approximately 12 awards, totaling $2.4m will be made. Deadline: April 9, 2013.

Carol M. White Physical Education Program: This U.S. Department of Education program provides grants to local educational agencies and community-based organizations to initiate, expand, and improve physical education for students in grades K-12. The estimated range of awards is $100,000 to $750,000, and the estimated average size of awards is $375,000. An estimated 95 awards will be granted. Deadline: April 12, 2013.

Supporting Effective Educator Development: This U.S. Department of Education program provides funding for grants to national nonprofit organizations to support teacher and/or principal training projects, or to provide professional enhancement activities for teachers and/or principals. Awards will range from $5m to $15m, and the estimated average size of awards is $8.3m. Deadline: April 15, 2013.

Local Journalism Centers: The Corporation for Public Broadcasting (CPB) is offering grants to enhance the capacity of public radio and television stations to create high-quality original journalism by supporting qualified groups of three or more stations willing to form Local Journalism Centers, which are intended to become part of each station's newsroom. Deadline: April 19, 2013.

Arts in Education Development & Dissemination Grants: This U.S. Department of Education program supports the enhancement, expansion, documentation, evaluation and dissemination of innovative, cohesive models that are based on research and have demonstrated that they integrate arts education into core curriculum, strengthen arts instruction, and improve students' academic performance. Approximately six awards averaging $300,000 each will be made. Deadline: April 22, 2013.

NEH Challenge Grant: These grants are capacity-building grants, intended to help institutions and organizations secure long-term improvements and support for their humanities programs and resources. Grants may be used to establish or enhance endowments or spend-down funds that generate expendable earnings to support ongoing program activities. Grantees may also use funds for one-time capital expenditures that bring long-term benefits to the institution and to the humanities more broadly. In recent years, NEH challenge grants have ranged from $30,000 to $1m. Deadline: May 1, 2013.

Preservation and Access Research and Development Grant: This National Endowment for the Humanities (NEH) program supports projects that address major challenges in preserving or providing access to humanities collections and resources. NEH plans to award a maximum of $350,000 per award, but the number of grants to be awarded is undetermined. Deadline: May 1, 2013.

Preservation Assistance Grants for Smaller Institutions: These National Endowment for the Humanities (NEH) grants help small- and mid-sized institutions improve their ability to preserve and care for their significant humanities collections. Grants of up to $6,000 will be awarded; all grants are for a period of 18 months. Deadline: May 1, 2013.
Foundation Funding 
 
APAP Building Bridges: Public media stations (especially university-licensed stations) would be excellent partners to campus-based arts presenting organizations for this initiative to engage young adults with Muslim communities and cultures through the arts. Deadline: April 24, 2013.
 
MacArthur Foundation: The MacArthur Foundation supports documentary film and national public media news and information programs. A new challenge, Looking@Democracy, will award a total of $100,000 for digital media exploring how to strengthen democracy. Challenge deadline: April 30, 2013.

Cigna Foundation: This corporate foundation supports health promotion and awareness, especially in communities where the company has operations.

Goodrich Foundation: The foundation and local business units make grants to support STEM learning, veterans and workforce development. 
Custom Foundation Prospect Research Available Now

KOSU Radio, which received $150,000 from the Ethics and Excellence in Journalism Foundation to support a new facility.

NPR, which received a grant of $1.4m from the Walton Family Foundation to support K-12 education reform.

POV, which received $1m from the MacArthur Foundation to upgrade its infrastructure and build cash reserves.

StoryCorps, which received $1m from the MacArthur Foundation to upgrade its infrastructure, including its digital archive of oral histories.

KBCS, Koahnic Broadcast Corporation, and Oregon Public Broadcasting, which all received Arts/Culture grants from the Paul G. Allen Family Foundation.

Houston Public Radio, KPCC, KRZA, KUED, KUSP, KWMR, Michigan Radio, Nine Network, Oregon Public Broadcasting, Prairie Public, Utah Public Radio, WAMU, WLRN, WMMT, WSHU, WTUL, WWOZ, and the Center for Collaborative Journalism which includes Georgia Public Broadcasting, which all received grants to support community engagement efforts from the Public Insight Network.
