Peru is working on protecting its tropical rain forests and better managing agriculture, which account for the bulk of its climate-warming emissions. Environment Minister Manuel Pulgar-Vidal said the measures will be the cornerstone of Peru's contribution to a global climate deal that envoys from more than 190 nations will attempt to broker in Paris at the end of next year.

Next year's international climate change conference in Paris represents the best shot for securing a global agreement on cutting carbon pollution-and avoiding the worst effects of climate change. But deals like that don't come out of nowhere. Much of the groundwork will be laid in the next two weeks, at a less-hyped but critically important conference being held in Lima, Peru.

With temperature data showing 2014 currently tied for the hottest year on record, the U.N. weather agency on Wednesday rejected claims that global warming has paused.
The World Meteorological Organization said the global average temperature in January-October was 0.57 Celsius (1.03 Fahrenheit) above average, the same as in record hot year 2010.
