Starting on the 1st of January 2016, Mexico's Federal Electricity Commission (CFE) will be stripped of their monopoly as the only electric power generator and distributor in the country, opening the market for private enterprises looking to supply electric power to major consumers.

The status quo of prohibiting broadband service providers from charging websites for preferential access to their customers - the bedrock principle of net neutrality - is under fierce debate. In this article authors H.Kenneth Cheng, Subhajyoti Banyopadhyay and Hong Guo develop a game-theoretic model to address two critical issues of net neutrality: Who are gainers and losers of abandoning net neutrality; and will broadband service providers have greater incentives to expand their capacity without net neutrality?
