Welcome to the October edition of @CKO.

 

Fall is always an exciting time as we begin visiting Ontario universities and colleges to meet with students and prospective members. We have been invited to present at the Ontario Kinesiology Association Annual Conference in November, where Lara Thacker, Director, Quality Assurance, will present on the recent changes to the Quality Assurance Program, and staff will be on hand to answer questions relating to registration and maintaining membership.

 

If you've been checking your inbox lately, you'll realize that a lot has been happening around our Quality Assurance Program. The Committee is currently developing the peer and practice assessment (PPA) process. All health regulatory colleges in Ontario are required to conduct PPAs to help ensure that members are maintaining the necessary knowledge, skills and judgment to practise safely and in accordance with professional standards. The thought of having your practice assessed by another kinesiologist may seem daunting. We hope that kinesiologists will come to view it as a unique learning opportunity to connect with their colleagues to identify practice improvements, in a supportive way. A call for participation to pilot the interview tools has been posted to our website and can be found below, and we encourage you to apply.

 

For those of you looking for another opportunity to get involved with the College, we recently issued an invitation to members interested in seeking appointment to the Discipline, Item Writing or Examination committees. The deadline to apply to sit on the Discipline Committee is Tuesday, October 28, and more information can be found here.

 

At the beginning of October, Cara Moroney, Director, Professional Conduct, conducted two webinars on professional boundaries.The presentations were well received, and all attendees should have received a confirmation of attendance, which they may add to their professional portfolio. We will be planning more webinars in the future and we appreciate hearing from kinesiologists on what subjects they would like to learn more about.

 

Finally, I would like to extend my congratulations to Lynn Kabaroff, R.Kin who was re-elected President of the College and to Dianne Aziz who was elected Vice-President. Council has considered several important matters these last few months, and we have provided an overview below.

Transparency initiative
 

Following a 60-day period inviting feedback from kinesiologists and the public, Council approved the adoption of transparency principles. The principles were developed by a small group of Ontario health regulators to guide future decisions on what types of information about members to make publicly available. Several other health profession regulators have or are in the process of adopting these principles. You can read more about this initiative here

 

The Ontario Minister of Health and Long-Term Care recently directed all health regulators to make transparency a priority. Over the next several months, the College will implement these principles and examine all of its regulatory and communications processes to ensure that necessary and appropriate information is provided to the public. We will expand our outreach to more stakeholders to help them understand the profession of kinesiology and the role of the College in protecting the public. Finally, we will be consulting with our membership on proposed amendments to our by-laws to permit the publication of additional information concerning members. Continue to monitor @CKO and the College website in the coming months for further updates. 

 

Record Keeping Standard revised

 

The College recently circulated revisions to the Practice Standard- Record Keeping. Kinesiologists, stakeholders and the public are encouraged to review the revisions and provide their feedback. The revisions can be viewed here. Feedback must be received by Friday, November 28, 2014

 
Help pilot test the peer and practice assessment

 

The College of Kinesiologists is enhancing the Quality Assurance Program to include a peer and practice assessment. To meet its legislative obligations, the College is developing an educational process that randomly selects members to engage in a competency-based assessment, or a peer and practice assessment.

 

How you can help

The College is seeking kinesiologists interested in participating in a half-day pilot test session. Over the past six months, the College has been working with practising kinesiologists to develop the peer and practice assessment tools. It's now time to pilot test them to ensure that the process and assessment is valid and educational.

 

Participants will engage in a behaviour-based interview, a process where you discuss your practice with a trained peer assessor. If your practice is clinical in nature, you will also review and discuss one clinical record with the assessor. Therefore, you will be asked to bring a photocopy of a patient's/client's records to the College. There is no requirement that you possess any particular set of skills, though your opinion of the tools will be sought at various points throughout the pilot testing. 

 

When and where

The sessions will be held at the College office in Toronto, for a half-day in January 2015. You will only be asked to participate in one, three-hour session. Transportation expenses will be reimbursed in accordance with the College's By-Laws and financial policies. 

 

How to apply

If you are interested and available for a half-day session in January 2015, please communicate your interest by Friday, November 14, 2014 to Lara Thacker, Director, Quality Assurance at lara.thacker@coko.ca. In your email, please indicate your area of practice (e.g. acute care, rehabilitation, ergonomics, etc.) and provide a brief description of your role (e.g. clinical, manager, educator, researcher, consultant, etc.). Also indicate your preferred date and time to participate.

 

Confirmation

The College will choose from among applicants on the basis of its need to ensure diversity of practice in the pilot test. Confirmation of selection will be provided to applicants shortly after the application deadline. 

  

New practice guideline available

 

Kinesiologists are not permitted to perform any of the controlled acts listed in section 27 of the Regulated Health Professions Act, 1991 except through delegation. The controlled act that tends to create the most confusion for practitioners is communicating a diagnosis, which reads:

 

Communicating to the individual or his or her personal representative a diagnosis identifying a disease or disorder as the cause of symptoms of the individual in circumstances in which it is reasonably foreseeable that the individual or his or her personal representative will rely on the diagnosis.

 

The College receives enquiries from kinesiologists regarding the interpretation of this controlled act and how it may or may not limit their practice and treatment of patients/clients. For example, kinesiologists who receive a patient/client through the Workplace Safety and Insurance Board (WSIB) without a diagnosis enquire if they can proceed with treatment.

 

In response to this, the College developed the Practice Guideline- Interpreting the Controlled Act of Communicating a Diagnosis to help kinesiologists better understand findings that can be communicated to patients/clients and if they can treat without a diagnosis. The practice guideline was adapted from a position statement developed by the College of Occupational Therapists of Ontario. Like kinesiologists, occupational therapists are not authorized to perform any controlled acts.

Meet a member-at-large

Marc Davis is a member-at-large on the College's Quality Assurance Committee. He sat down with Ryan Pestana, Communications and Policy Analyst, to share his thoughts on being involved with the College and how he's finding the experience.

 

Marc is a registered kinesiologist and has been practising for nineteen years, specializing in cardiovascular physiology and rehabilitation. Marc works with the William Osler Health Centre and is currently the professional practice lead for kinesiologists and clinical lead for the cardiovascular rehabilitation program at the Brampton Civic Hospital campus. 

  

You applied to become a member-at-large on one of our committees last year. Why did you want to become involved with the College?

 

Like many of my colleagues, I was eagerly anticipating the formation of the College of Kinesiologists and the recognition of kinesiology as a regulated health profession in Ontario. Once this happened, my focus switched to how I could give back to a profession that has afforded me so much opportunity. That question was quickly answered when a call went out from the College last year, inviting kinesiologists to become a member-at-large on a College committee. I saw this as my opportunity to move from spectator to participant in directing the future of my profession. 

   

Tell us a bit about your time on the Quality Assurance

Committee. How have you found the experience?

 

This has been a very positive experience. In my opinion, the Quality Assurance Committee has partnered with some of the best minds in the industry to develop, implement and assess kinesiologists in a way that is constructive and supportive, but that will also enhance public safety and protection. It is incredible to see the amount of work, planning and care that is devoted by so many to implementing this program, and I am honoured to play a small role in its evolution.   

 

Was your work with the Committee what you expected?

 

My work with the Committee has exceeded my expectations. The Committee is made up of such dynamic and diverse individuals, which creates an environment that stimulates thoughtful and insightful discussions, opinions and viewpoints. Participation by all is strongly encouraged and it is this type of inclusion that provides everyone with a voice.

 

How has this opportunity enhanced your professional career?

 

My involvement with the QA Committee and my interactions with College staff and fellow kinesiologists have impacted my daily practice in several ways. The experience has reinforced my commitment to continuing quality improvement, and I am more keenly aware of the expectations of a kinesiologist. I find myself engaged in regular practice reflections to ensure that my knowledge, skills and judgment better mirror my expectations as a registered kinesiologist, which ultimately benefits my patients and clients.

      

April 2015 examination dates

 

The College held the fourth sitting of its entry-to-practice examination on Saturday, September 20, 2014 in six locations across Ontario. It was the largest examination sitting to date, and the College is pleased to see increased interest among recent graduates in joining the kinesiology profession.

 

The next examination is scheduled for Saturday, April 18, 2015. Candidates interested in writing are reminded that they will need to complete the Jurisprudence e-Learning Module, submit a copy of their transcripts and criminal record check, complete an online application form, and pay the application fee. From the OKA

 

The Ontario Kinesiology Association recently announced that registered kinesiologists are now eligible to deliver the Workplace Safety and Insurance Board (WSIB) shoulder program of care (POC), along with the acute low back pain and musculoskeletal POCs. OKA has been working with WSIB to provide the information requested about the profession to enable kinesiologists to deliver various programs of care defined by WSIB and to complete functional abilities forms. Kinesiologists are required to register with WSIB prior to delivering any program of care or completing functional abilities forms.
