General Manager's Update 

 

I hope this newsletter finds you well. Thanks to the many Neighborhood Council leaders who were able to swing by this morning to weigh in on the DWP and IBEW contract proposal! I want to also appreciate Councilmembers Paul Krekorian and Felipe Fuentes, the Chairs of the Budget and Finance and Energy and Environment Committees respectively, as well as City Council President Herb Wesson for arranging for this groundbreaking special joint committee and City Council meetings to hear public feedback on the contract. If you want to learn more, the Neighborhood Council Budget Advocates and the LANCC will be holding a meeting at City Hall on this matter on Monday, August 19th, at 7 p.m. (more below).

 

  

This week, I had meet-and-greets with Councilmembers Paul Koretz and Gil Cedillo to talk Neighborhood Councils. On Wednesday night, I bumped into Councilmember Krekorian at the Van Nuys Neighborhood Council meeting, where I was happy to see the Board in action in front of their varied stakeholders, and on Thursday, at the open house for his new North Hollywood Council office above the Laemmle Theatre where it was standing room only to the point that the Councilmember was standing on a desk to speak with everyone.

Tomorrow, I'll be working with Coastal San Pedro Neighborhood Council at their Board retreat, but our busy staff will be doing the EmpowerLA Leadership Academy on Planning and Land Use 101 as well as Neighborhood Council funding training in the Valley. Don't forget that Board members have until September 1, 2013 to complete their both their funding and ethics  training to continue to vote on funding requests for their Neighborhood Councils.

City Council President Herb Wesson cancelled the regularly scheduled City Council session to make way for a public hearing conducted by the Chairs of the Budget and Finance and Energy and Environment Committees, Council Members Paul Krekorian and Felipe Fuentes. Neighborhood Council leaders from throughout the city came to speak on Council File 13-1004 which addresses the proposed agreement between the City of Los Angeles and the International Brotherhood of Electrical Workers (IBEW) which represents the majority of the employees at the Department of Water and Power...

Mayor Eric Garcetti has nominated four new members of the community to the Board of Police Commissioners which sets overall policy for the Police Department according to its City Charter authority.  Mayor Garcetti also announced his appointments to the Board of Airport Commissioners which is responsible for forming the policy that governs Los Angeles World Airports which in turn owns and operates Los Angeles International Airport, LA/Ontario Airport, Van Nuys Airport, and aviation-related property in Palmdale...

The Alliance of River Communities (ARC) is LA's newest alliance of Neighborhood Councils, representing 14 NCs that share an affinity to the LA River and the Arroyo Seco, and they have already stirred the water with a resolution that addresses public safety on the multi-use pathway that runs along the river. At issue is the fact that pedestrians, joggers, dog-walkers, cyclists and others that use paths along the rivers have few options for identifying their location to public safety responders in case of a medical emergency or a crime or some other emergency...

The Neighborhood Council Budget Advocates (NCBAs) have sprung into action and will be engaging with city officials to better understand and develop a position on the new Los Angeles Department of Water and Power (DWP) contract proposal currently before City Council. This contract once approved will have an impact on ratepayers, as well as on the financial sustainability of the DWP. At their next scheduled meeting on August 19th, the NCBAs will be joined by the Los Angeles Neighborhood Council Coalition (LANCC) to hear from numerous city officials, including the City Administrative Officer, the Chief Legislative Analyst, Council Offices, and the DWP Ratepayer Advocate. The NCBAs have also invited the union representing the DWP employees, the International Brotherhood of Electrical Workers Local 18...

Effective October 1, 2013, Neighborhood Council representatives that have had a Parking Permit assigned to them by the Department for Fiscal Year 2013-14 will not be able to use these parking permits anymore to enter into the City Hall East parking structure via the Los Angeles Street entrance. I want to make sure that everyone knows of the most recent changes in field operations assignments of Neighborhood Empowerment Advocates. As you may recall, a few weeks ago I referenced a breakdown of field assignments which indicates that Melvin Caņas is now covering the North East Valley and North West Valley. In addition, covering the East and North East Areas is Lisette Covarrubias. Both of these staff members are seasoned staff with the Department and can assist you with a number of issues involving training, providing technical assistance, problem solving, etc. If your Neighborhood Council is in the above listed areas, please contact Mr. Caņas or Ms. Covarrubias and let them know how they can assist you...

Yet those policies and procedures can affect people daily. Sometimes they affect people only on occasion, but when they do, folks suddenly become very interested in them.
