General Manager's Update

I hope this newsletter finds you well. There's a lot to be grateful for this week. On Monday, Mayor Eric Garcetti and the Director of Bureau of Street Services, Nazario Sauceda, launched Operation Neighborhood Blitz in Sherman Oaks in partnership with Neighborhood Councils to address the potholes in the City.  We're really excited about the Mayor and Nazario's collaboration with Neighborhood Councils as the idea was inspired by the Sherman Oaks Neighborhood Council's memorable pothole lottery.  Please read more about the program below.

On Tuesday, our wonderful Board of Neighborhood Commissioners Plan Review Committees met one last time to finish up their work on revising the Plan for a Citywide System of Neighborhood Councils. A huge thank you for all of the members' dedication and hours upon hours of work in setting the foundation for the future of Neighborhood Councils.  Much appreciation to Commissioner Len Shaffer for taking them to the finish line, to former Commissioner Doug Epperhart for starting the project and to our hard working staff, Joe Hari, for keeping everything moving all these months.  If you haven't already, please take moment to weigh in on the Plan survey, which covers a portion of their work. Another survey will be released to cover the remainder of their work in the next month or so.

I was also so thankful to City Attorney Mike Feuer for adding Michael Evans to our City Attorney Neighborhood Council Advice Division this week (more below).  Our NCAD attorneys work so hard for us, and they were able to offer three live ethics training in August to ensure all Board members meet the September 1st deadline.  It's great to know that our City Attorney is a full partner in the ongoing success of the Neighborhood Council system.

Between the Congress of Neighborhoods Planning Committee, DWP MOU Committee, and LANCC meetings as well as the Venice Neighborhood Council's famous BBQ, it'll be a full Saturday.  If I don't see you tomorrow, have a great weekend!

Best,

Grayce Liu,

Mayor Eric Garcetti and the Bureau of Street Services this week launched the Bureau's Neighborhood Council Initiative, also known as "Operation Neighborhood Blitz," empowering local communities to survey their streets and prioritize the small asphalt repairs (SAR) that make a big difference in the quality of life. The Bureau is partnering local Neighborhood Councils to act as the Bureau's eyes and ears, or as the Bureau puts it, BSS Honorary Inspectors.  The effort will dispatch a city pothole repair truck to every neighborhood in the city twice over the next year.....

It has been nearly two months since the Mayor and the City Council agreed on the budget for the 2013-14 fiscal year and in that time, the City Administrative Officer has been preparing an Appropriation Report that is the foundation for the City of LA's authorization to spend public funds. The CAO has presented the Appropriation Report to the City Council's Budget and Finance Committee, recommending that the public be given 15 days to review the CAO's anticipated revenues and expenses for the current fiscal year.....

The LA Times has been following the ongoing saga of LA's prohibition on parkway gardening for a couple of years, ever since Steve Lopez heard of a South LA resident who dared to plant edibles on the small patch of land between the curb and the sidewalk.

That 10' wide and 150' long garden turned into "an eruption of tomatoes, peppers, chard, melons, squash, pumpkins, onions, broccoli, eggplant, celery, kale and herbs....

The City of LA is unique in many ways, from the delicate balance of powers between the Mayor and the City Council to the Neighborhood Council system to the City Boards and Commissions which go further than most cities by granting extensive authority to selected commissions, defined prominently in the City Charter....

We at the Department want to extend our deep appreciation to City Attorney Mike Feuer.  Although the City Attorney's Office is struggling with staffing shortages and budget cuts, our City Attorney recognizes the value that Neighborhood Councils provide to the City and their need for additional legal assistance.  As a result, Mr. Feuer approved an increase in legal assistance available to Neighborhood Councils and is pleased to announce the addition of Michael Evans to the Neighborhood Council Advice Division....
