2015 Annual and Measure J & L Pavement Rehabilitation Project
Last week the paving contractor, Bay Cities Paving & Grading, Inc., began paving activities on St. Stephens, from HWY 24 on/off ramps to Las Vegas Rd. The contractor worked on base failures and installed the base lift of asphalt (see pictures below). This week, the final lift of asphalt will be applied. Paving activities along St. Stephens are anticipated to be completed by Friday March 25th.
Also this week, the contractor plans to start paving activities on Calvin Drive and Valley Drive. Due to rainy forecast for early next week, the contractor expects to start these activities on Wednesday, March 23rd or Thursday, March 24th. The roadway treatment for these 2 streets is Full Depth Reclamation (FDR) and it will take from ten (10) to twelve (12) consecutive days to be completed.
There are other (3) streets pending for pavement rehabilitation: Camino Sobrante, Canon Drive and Overhill Road. The roadway treatment that will be applied to these streets is also FDR. This treatment requires from ten (10) to twelve (12) consecutive clear days to avoid safety issues at the construction site and unnecessary liability for the City.
Under FDR treatment, after 2 to 3 days the street will be down to subgrade (soil). Any rain will create a muddy environment with 3 adverse possibilities: a) Vehicles stuck in the mud or tracking mud to their driveways; b) Violation of stormwater pollution prevention plan (SWPPP), with unnecessary liability for the City; and/or c) water penetrating the subgrade compromising the quality of the pavement rehabilitation.
After 5 to 6 days the soil has been mixed with cement and water to create the FDR base. Any rain during this process could potentially create 2 adverse possibilities: a) modify the water content of the mix compromising the quality of the pavement rehabilitation; and/or b) create a slippery surface for vehicles to drive on.
After 7 to 8 days the first layer of hot-mix asphalt has been applied. This layer is typically 3 to 4 inches lower than the final surface grade. Any rain with this condition would create ponding issues and potentially cause vehicles to hydroplane.
After 10 to 12 days the last layer of hot-mix asphalt has been applied. At this point, no more rain considerations are necessary.
Southwest Area Transportation Committee (SWAT)
SWAT met last week and continued discussion of the Transportation Expenditure Plan (TEP) that will be the basis of a proposed countywide ballot measure on the November ballot. The SWAT reviewed the latest version of the TEP and discussed comments on the plan that were received from the Town of Danville and were to be presented to the Contra Costa Transportation Authority (CCTA) at a special CCTA meeting last Wednesday. The SWAT will meet on Monday, March 21st to review the outcome of the special CCTA meeting and continue discussion of the proposed TEP.

Summer Camps aren't just for children; each year the Teen OuTeens summer program, Summer OuTEENs, are organized keeping those who are 11 to 14 years old in mind. Each week consists of 3 excursions in addition to 2 days of camp playing games, working on art projects and having fun. For the first time this year the Parks and Recreation Department is giving parents the option to register their teen for a single excursion if they don't want to attend the whole camp; they can register for individual trips they wish to attend or register for the entire week providing families more options than ever.

New Sculpture in Orinda!
In case you haven't noticed, there's an 11' 6" size bear in front of the Orinda Library. Ursus Redivivus, a monument to the California Grizzly Bear, is a carefully assembled, life-sized piece made entirely of recycled junk and scrap metal. Ursus is a kinetic sculpture created by Artists Alex Nolan and Chad Glashoff. This wonderful piece was brought to Orinda by the Art in Public Places program, ArtSpace Orinda, which has been placing outdoor sculptures in the Orinda community since 2007. Its mission is to recognize artists as important cultural resources, and to install artwork throughout the City to broaden public awareness and encourage dialogue about public art. Orinda Starlight Village Players Hold Season Auditions
Come Tread the Boards
The Orinda Starlight Village Players (OrSVP) holds its season auditions on Sunday, April 3 at the Orinda Community Center Park Amphitheater at 4 p.m. and on Tuesday, April 5 at the Orinda Community Center Carpentry Room at 7 p.m. This all-volunteer group has been presenting live theater in Orinda for over 30 years and is always looking for new volunteers, both on and off-stage:
The first production of the season will be Agatha Christie's Murder on the Nile directed by Suzan Lorraine. OrSVP is well known for its productions of Agatha Christie plays. Lorraine has been directing the Christie shows for the past several years to great acclaim, carrying on the tradition set by OrSVP founder Charlotte Meyer. Lorraine will need a variety of adult ages for this show. Rehearsals begin in late April. Performance dates are June 3-4, 10-11, 17-18, 24-25, 26, 30, and July 1-2.
The second production of the season is Robert Merrill's Aria's. This charming romantic comedy is premiering in the Bay Area. Merrill is a playwright from Southern California and will be traveling to Orinda to see the production so the OrSVP group will get to meet the author. Jill Gelster will direct the show. In past seasons, Gelster directed the comedies Wrong Window by Billy Van Zandt and Jane Milmore and Madness on Madrona Drive by Louis Flynn. Gelster will need a variety of adults as well as someone who can play a 7-year-old boy. Rehearsals begin in June and performances are July 22-23, 29-30, August 5-6, 7, 11, and 12-13.
The final production of the season will be Billy Van Zandt and Jame Milmore's Love, Sex and the IRS directed by OrSFVP regular, Malcolm Cowler. Rehearsals for this production will start in August with performances Sept. 10, 16-17, 23-25, 29-30 and Oct. 1.
Come prepared to read from scripts for the Directors.
No prepared monologues are necessary.

Continued Public Hearings:
25A Orinda Way - The Planning Commission will consider Design Review, Commercial Use, Exception, and Variance Permit applications for an approximately 18,100 square-foot, mixed-use retail and office building and required parking, on an approximately 19,456 square-foot vacant parcel. The Design Review and Commercial Use Permit applications are required for new construction in the Downtown Commercial zoning district. Design Review is also required for Revocable Encroachment Agreement for project uses proposed to be located within the public right-of-way.
The Exception application is for building encroachment into the front, side and rear property setbacks, and the Variance is for proposed parking that is less than required by Orinda Municipal Code Sec. 17.16.4. The project is two stories with ground floor retail and restaurant uses and second-story office uses, and includes second-story and rooftop parking. The roofline of the structure is 35 feet in height with architectural projections that extend up to 46 feet in height. A total of 68 parking off-street spaces are proposed, with 26 parking spaces on the second floor, and 42 parking spaces on the rooftop level.

The lot has an average slope of 41% and is located in the Ridgeline Overlay District.

Vehicle Tampering - March 13, 2016, 10 Block Owl Hill Ct.
Unknown suspect(s) attempted to gain entry into victim's vehicle. The driver's side door lock on the vehicle was damaged, but the suspect never gained entry.
Outside Assist - March 16, 2016, Moraga Way
Vehicle pursuit of auto burglary suspects that occurred in the Town of Moraga. Orinda PD pursued the vehicle west on Hwy 24. The Sheriff's Office helicopter kept visual on the suspect vehicle and updated its location while driving into the City of Oakland. Oakland Officers stopped the suspect vehicle soon after and detained the driver. Stolen property from the Moraga auto burglaries was recovered. Moraga Police Department took custody of suspect.
Possession of controlled substance arrest - March 18, 2016, Hidden Valley Rd.
Arrest of suspect for possession of a controlled substance and possession of drug paraphernalia. Officers located a white crystalline substance in a vile and two glass methamphetamine pipes in suspects backpack.

An American Ascent : internationally acclaimed documentary

AN AMERICAN ASCENT is a feature documentary about the
first African American expedition to tackle North America's highest peak, Denali.
In June 2013, nine African Americans set out to build a legacy by encouraging inner city kids to get outside. An American Ascent is a feature documentary from producers Andy Adkins, George Potter and James Mills, about the first African American expedition to tackle North America's highest peak, Denali. Expedition member, Scott Briscoe, will introduce the film and speak about his on-going work with the National Outdoor Leadership School to help connect all Americans to the wild places that help to define our nation.
The nation's wild places from national and state parks to national forests, preserves, and wilderness areas belong to all Americans. But not all American use those resources equally. A staggering number of American do not consider the outdoors as a place for them.
In 2013 the National Outdoor Leadership School set out to achieve an ambitious goal. They aimed to put the first team of African-American climbers on the highest peak in North America, the Alaskan mountain called Denali. Nine climbers set out to build a legacy and become role models for inner city kids and people of color. Their gripping beautifully filmed story is involving, challenging and worth viewing.
Free and open to the public. First come, first seated.
