2015 Annual and Measure J & L Pavement Rehabilitation Project
 
Last week PG&E completed a gas line relocation on St. Stephens. Now that PG&E is  out of the area, St. Stephens is available for pavement rehabilitation. Last week the paving contractor, Bay Cities Paving & Grading, Inc. did not perform any activities due to weather conditions. All paving construction work has been temporarily suspended until weather permits. No paving activities are scheduled for this week due to the following 10-day weather forecast:

There are six (6) streets pending for pavement rehabilitation: Calvin Drive, Camino Sobrante, Canon Drive, Overhill Road, St. Stephens Drive and Valley Drive. With the exception of St. Stephens (which uses milling and thick asphalt overlay), the roadway treatment that will be applied to these streets, Full Depth Reclamation (FDR), requires from ten (10) to twelve (12) consecutive clear days to avoid safety issues at the construction site and unnecessary liability for the City.

Under FDR treatment, after 2 to 3 days the street will be down to subgrade (soil). Any rain will create a muddy environment with 3 adverse possibilities: a) Vehicles stuck in the mud or tracking mud to their driveways; b) Violation of the stormwater pollution prevention plan (SWPPP), with unnecessary liability for the City; and/or c) water penetrating the subgrade compromising the quality of the pavement rehabilitation.
 
After 5 to 6 days the soil has been mixed with cement and water to create the FDR base. Any rain during this process could potentially create 2 adverse possibilities: a) modify the water content of the mix compromising the quality of the pavement rehabilitation; and/or b) create a slippery surface for vehicles to drive on.
 
After 7 to 8 days the first layer of hot-mix asphalt has been applied. This layer is typically 3 to 4 inches lower than the final surface grade. Any rain with this condition would create ponding issues and potentially cause vehicles to hydroplane. After 10 to 12 days the last layer of hot-mix asphalt has been applied. At this point, no more rain considerations are necessary.
 
Traffic Safety Advisory Committee (TSAC)
 
At the next Traffic Safety Advisory Committee meeting on Monday March 21, 2016 the committee will discuss potential grant application projects for pedestrian and bicycle related funding. Staff will prioritize unfunded potential projects that are currently listed in the City's Capital Improvement Plan and Bicycle, Trails, and Walkways Master Plan. The Committee will determine which projects are the best candidates to receive funding through CCTA, MTC, and federal grants. The public is invited to attend and join the discussion. A list of potential projects are listed on pages 34-38 of the current Capital Improvement Plan, which can be downloaded here.

The Orinda Teen Advisory Council (OTAC) would like to welcome all Orinda teens to the next monthly meeting, Monday, March 7 at 4:00 p.m. in the Orinda Community Center located at 28 Orinda Way. With a multitude of spring events on the horizon, OTAC is looking for help and support for each activity. This month's donation item is books. For teens that attend the meeting they are encouraged to bring a children's book and for those unable to attend they may drop any book donation to the Orinda Community Center.

  •    Call to Order:
    • Introduction of new Planning Commissioner, Brandyn Iverson
    • Introduction of new Planning Director, Drummond Buckley 
  •    Continued Public Hearings:
    • There are no items of continuance 
  •    New Public Hearings:
    • 122 Scenic Drive: A public hearing to consider Hillside Grading Permit application for a landscape renovation, backyard improvements, and grading located at the rear yard of 122 Scenic Drive. As a part of the proposed project, grading will be done in the rear yard, both at the top and bottom of the slope, to create more flat usable space. The grading at the top of the slope will include the construction of a retaining wallwith a maximum of 3 feet and the retaining walls at the bottom of the slope are a maximum of 2.5 feet high. 
  •    Other Commission Matters:
    • Election of Officers (continued from the January 12, 2016 meeting of the Planning Commission): As outlined in the City of Orinda Planning Commission Rules and Procedures for the Election of Officers and the Conduct of Meetings (adopted by the Planning Commission on August 25th, 2015).The Orinda Planning Commission ("Commission") shall elect a Chair and Vice Chair at the first regular meeting in January of each year, or at the first regular meeting after which the office of Chair becomes vacant for any reason. The term of office of the Chair and Vice Chair is one year. An election to fill a vacancy occurring in mid-term, shall be for the remaining portion of the one-year term.
  •    Planning Director's Report:
    • Continuing Discussion on Story Pole Requirements. Staff is seeking direction regarding story pole requirements. As this is a discussion item only, there will be no action taken by the Planning Commission.   
  • New Project Applications Received -
    • Five (5) Taylor Morrison Lots in the Wilder community: Design Review and Elevated Deck Permit applications received for five (5) new single-family residences on vacant lots (184, 185, 202, 203, and 204) in the Wilder subdivision ranging from 3,468 to 4,877 square feet (adjusted).  
    • 6 Sleepy Hollow Court: Design Review Application to review a 1,522.4 square foot addition toward the rear of the property and a remodel. The proposed project is Phase 2 of a two-phase project to add to and remodel an existing residence. As a part of the project, the exterior facades will be updated to match the farmhouse aesthetic of the Phase 1 project. 
  • Zoning Administrator Public Notices -
    • 12 Cresta Blanca - Design Review Application request for a proposed 945 square foot, second-story addition. The addition will connect the single story residence to the existing garage located at the front of the property of the home. The maximum height of the residence will not increase, the garage will remain the tallest structure.
    • 41 Tappan Lane - Revocable Encroachment Permit application request for re-construction of a driveway to improve access and safety. The driveway will be lowered, widened and shifted south to decrease the driveway slope and improve visibility for ingress/egress. A revocable encroachment agreement is sought for construction of a 3 to 4.5-foot retaining wall on the south side of the driveway, extending into the City's right of way.
