Field Hockey is Back!
Join us for another session to learn one of the fastest growing sports in the United  States with East Bay Field Hockey. After this 8-week program participants will feel confident in playing at the club level having learned fundamental skills and drills. This non-competitive introduction to field hockey will get your child hooked! Practices are held February 29 through April 27, Monday and/or Wednesday, from 4:30 p.m. to 6:00 p.m. at Wilder Park, Field 2. Calling All Bands!
The Orinda Teen Advisory Council (OTAC) is partnering with the Lafayette Youth Commission to promote a Rock Band Showcase presented by The Brighter Day  Foundation. The event will be held at the Lafayette Community Center on Friday, March 25 at 7:30 p.m. and is free to all high school students. The showcase will feature bands performing 2-3 songs and a panel of musical professionals will judge the performances. Top bands will be awarded and prizes will be given to the attendees. Representatives from The Brighter Day Foundation will also be on hand to distribute information involving teen stress and depression. For more information please visit www.abrighterday.info.
 
Camp Discount, One Day Only!
Don't forget, we're just one week away from the Summer Camp Fair. Parents are being encouraged to hold off on registering until the Summer Camp Fair which will be held on Saturday, February 27 from 10:00 a.m. to 1:00 p.m. at the Orinda Community Center located at 28 Orinda Way. Those who attend and register for camps during the event, will receive an additional *10% off summer camp fees.

Planning/registration forms will be provided to make camp planning as simple as possible and City staff will be available to answer questions and guide parents through the new schedule. Some of the camps that will be onsite to answer questions are Art, Kids N' Dance, Kidz Love Soccer, Little Medical School, Mad Science, Musical Theater, National Academy of Athletics, Play-Well TEKnologies, Skyhawks, Tennis, and World Cup Soccer.

Facing Life and Death: a film and discussion at the Orinda Library

The Orinda library is hosting a free screening of the film,
Facing Life and Death, by East Bay filmmaker, Dr. Michelle Peticolas.  

Dr. Peticolas is a sociologist, filmmaker and longtime student of Sufism. She teaches seminars on end-of-life and leads loss support groups around the Bay Area. She has been working in the field of death and loss for over 17 years. Producer of the award winning documentary
Secret of Life and Death, she also presents at hospitals, hospices and
community groups around northern California.
 
Death is a subject that much of modern western society prefers to avoid. Following the 26 minute film screening with a moderated discussion, participants will share stories and listen to the stories of others. Visit her website at www.secretsoflifeanddeath.com

2015 Annual and Measure J & L Pavement Rehabilitation Project
This project consists of the rehabilitation of 25 streets in Orinda. 19 of the streets have been completed. There are 6 additional streets that will be rehabilitated under this project: Calvin Drive, Camino Sobrante, Canon Drive, Overhill Road, St. Stephens Drive and Valley Drive. The roadway treatment that will be applied to these streets require from seven to ten consecutive clear days for pavement pulverization, cement treatment and new hot mix asphalt placement operations. The status of the work on these streets, except for St. Stephens Drive, is postponed until weather permits.

The rehabilitation of St. Stephens Drive will commence after the active PG&E gas line relocation work is completed, which is projected in April/May 2016.

Last week Bay Cities Paving & Grading performed light activities due to forecasted rain within the next 14 days. Most of the activities included general clean up, cured-in-place pipe (CIPP) activities on storm drain pipes at different locations within the project limits and preliminary striping activities at the 19 streets where paving activities have been completed.

Bicycle Theft - Orinda Station
2/17/16, 1852 hours
A victim reported the theft of their black unknown name brand men's road bike, values at $120.00, while it was U locked at the station between 1045 and 1840 hours. An officer responded and completed a report.
 
Robbery (Armed) - Orinda Station
2/21/16 1627 Hours
An adult female victim was robbed at gunpoint in the parking lot by three (3) suspects, described as Black males in their late teens to early 20's. Suspect used his body to wedge the victim into the front passenger seat. Suspect then reached into the vehicle and took the victim's purse from the front passenger seat. The victim saw one of the suspects holding either a black shotgun or a rifle against his chest, which was pointed "upward." The suspects fled from the station in what the victim described as a "pearly" white colored, newer model Mercedes SUV, with a possible third row. The victim was not injured and said that she would not be able to identify the suspects. Several allied agencies were notified of the incident along with the suspect vehicle and suspect descriptions.
City Council Special Recognition
 
At the February 16, 2016 Orinda City Council Meeting, Patrick Byrne was recognized as a recipient of French Legion of Honor Medal
.

Mr. Patrick Byrne was Born in Dublin, Ireland on February 29, 1924 and moved to the United States with his family in 1931 when he was 7 years old.  He married his wife Melba in 1948 who graduated from Stanford University.

Patrick graduated from University of California at Berkeley in 1949. Patrick and Melba  lived in Orinda for 45 years. They raised four children, 2 boys and 2 girls. They have 3 grandchildren, 1 boy and 2 girls. Patrick's wife Melba passed away in February, 2000 from cancer after 52 years of married bliss.

Patrick served in the US Navy in World War II aboard the USS Augusta, a heavy cruiser that played a key role in the D-Day invasion of Normandy, France. Patrick was severely wounded during the landings at Omaha Beach in June of 1944. He was hospitalized for 6 months at the Philadelphia Naval Hospital recovering from his injuries. As a result of his sacrifice and bravery, Patrick was recognized by the French Government and their President, François Hollande, and appointed a Chevalier (Knight) in the French Legion of Honor.

This appointment is France's highest military honor. He was awarded his Legion of Honor Medal by the French Consul General at the French Embassy in San Francisco. Other American recipients include Generals Dwight Eisenhower, Douglas MacArthur and George Patton.

  • Continued Items
    • Title 17 - Zoning Amendments: A public hearing to consider a recommendation by the Planning Commission to the City Council concerning a City initiated proposal to revise certain zoning regulations in Title 17 of the Orinda Municipal Code and Zoning Map. These changes are intended to make the City's Zoning Code consistent with the Fifth Cycle Housing Element of the City's General Plan (adopted by the City Council on April 21, 2015) and to comply with State and Federal law.  (Staff recommendation is that the Planning Commission, recommend to the City Council, adoption of the proposed changes to Title 17 as outlined in the Staff Report).
  • New Public Hearings
    • 25A Orinda Way - A public hearing to consider Design Review, Commercial Use Permit, Exception, and Variance applications for an approximately 18,600 square-foot, mixed-use retail and office building and required parking, on an approximately 19,456 square-foot parcel that is currently vacant. The Design Review and Commercial Use Permit applications are required for new construction in the Downtown Commercial Zoning District. The exception application is for building encroachment into the front, side and rear property setbacks, and the Variance is for proposed parking that is less than required by Orinda Municipal Code Sec. 17.16.4. The project is two stories with ground floor retail and restaurant uses and second story office uses, and includes rooftop parking. The roofline of the structure is 35 feet in height with the elevated component extending up to 46 feet in height. A total of 69 parking off street spaces are proposed, with 26 parking spaces on the second floor, and 43 parking spaces on the rooftop level. Based on the parking analysis the parking is short by 3 spaces. (Staff recommendation is for the Planning Commission to approve the Design Review, Commercial Use, Exception and Variance Permit applications, and adopt the Statement of Official Action).
    • 26, 28, 30, 36, 38 and 40 Wilder Road (six lots) - A public hearing to consider six Design Review applications for six new two-story, single-family residences on Lots 205, 206, 207, 208, 209 and 210, and two Elevated Deck Permit applications on Lots 208 and 209 in the Wilder Subdivision. (Staff recommendation is to approve the Design Review and Elevated Deck Permit applications, and adopt the Statements of Official Action).
    • 20, 21, 26 and 27 Coffee Berry Lane (four lots) - A public hearing to consider Design Review applications for new single-family residences on Lots 103, 105, 109 and 112 and one Elevated Deck Permit application as part of a new single-family residence on Lot 109, in the Wilder Subdivision. (Staff recommendation is to approve the Design Review and Elevated Deck Permit applications and adopt the Statements of Official Action).

District Seeks Applicants to Serve on 
 Parcel Tax Independent Citizens' Oversight Committee

The Orinda Union School District is seeking applicants to serve on its Parcel Tax Independent Citizens' Oversight Committee. Currently there are two openings: one two-year term and one four-year term. The committee meets twice annually during normal business hours. The primary objective and purpose of this committee is to ensure that the parcel tax proceeds are spent for their authorized purpose and to    report annually to the Board of Trustees and the public regarding the            expenditure of such funds.
