Drummond Buckley has joined the 
City of Orinda as the new Planning Director!!

Drummond, comes to Orinda after serving in many capacities in the  
planning profession, including having served as the
Planning Director for the City of Sausalito. 
 
He
  most recently worked for Worley Parsons Corporation as their
Urban Management & E
conomics Expert, assisting with governance,
urban planning and economic development initiatives.
 Drummond received a BA from UCSC and a
 master's degree in Urban Planning from UCLA.

Drummond's planning career has come full circle, 
as he is returning to the City of Orinda after working as the  
Senior Planner here in the mid-1990's.

Kelli Capka is joining the City of Orinda as 
 Associate Engineer in Public Works and Engineering
Services Department!!
 
 
Kelli joins us after working as the City of Napa's Assistant Engineer. 
She was also a Project Engineer for Strand Associates, Inc.
 
Kelli holds a bachelor's degree in Civil Engineering from the University of Dayton and holds the office of Treasurer and past Secretary for the Napa Engineers Society. 
City of Orinda Parking Survey

The City of Orinda has retained TJKM Transportation Consultants to perform a Downtown and Affected Neighborhood Parking Study. The study will develop strategies and solutions for short and long-term parking needs downtown and in the adjacent neighborhoods  for residents, employees, customers and commuters in Orinda.

District Seeks Applicants to Serve on 
 Parcel Tax Independent Citizens' Oversight Committee

The Orinda Union School District is seeking applicants to serve on its Parcel Tax Independent Citizens' Oversight Committee. Currently there are two openings: one two-year term and one four-year term. The committee meets twice annually during normal business hours. The primary objective and purpose of this committee is to ensure that the parcel tax proceeds are spent for their authorized purpose and to    report annually to the Board of Trustees and the public regarding the            expenditure of such funds.

2015 Annual and Measure J & L Pavement Rehabilitation Project
This project consists of the rehabilitation of 25 streets in Orinda. The contractor, Bay Cities Paving & Grading, Inc. (Bay Cities), has completed paving activities on nineteen (19) streets. There are six (6) more streets that will be rehabilitated under this project: Calvin Drive, Camino Sobrante, Canon Drive, Overhill Road, St. Stephens Drive and Valley Drive. With the exception of St. Stephens (which uses milling and thick asphalt overlay), the roadway treatment that will be applied to these streets, Full Depth Reclamation (FDR), requires from seven (7) to twelve (12) consecutive clear days to avoid safety issues at the construction site. Their rehabilitation has been postponed, on a weekly basis, until weather forecast permits. 

For the past eight (8) weeks, the contractor, construction manager and City staff have monitored the weather forecast, with a look out of 10 days, and it has not been favorable. Even though the weather forecast is not completely accurate, it provides the most reliable source to avoid rainy days and therefore safety issues. To provide an example, this is the weather forecast, from The Weather Channel, as of Thursday, February 25, 2016 for the next two weeks:

The rehabilitation of St. Stephens Drive can commence after the active PG&E gas line relocation work is completed. PG&E completion is anticipated on March 3, 2016. Bay Cities needs seven (7) to ten (10) consecutive clear days to complete the roadway treatment along St. Stephens Drive and will start as soon as a suitable weather window opens up. Based on the number of consecutive dry days in the weather forecast, the contractor will decide which of the six (6) remaining streets will be rehabilitated first.
 
This week construction work has been temporarily suspended. No paving activities are scheduled for next week due to the 10-day weather forecast.

Parks and Recreation   

Park Reservations
With spring just around the corner now is the perfect time to arrange family fun outings or an outside rendezvous with your friends. Playing outdoors with your family and friends increases fitness, and helps build and maintain active, healthy bodies. The City of Orinda maintains beautiful community parks ideal for any springtime fun. 
 
Picnic table reservations are available at the Orinda Community Park, Orinda Oaks Park, and Wilder Park; applications can be found here. Tennis Court reservations at the Orinda Community Park can also be made and that application can be found here. Reservations are confirmed once the application has been submitted, fees are paid and reservation confirmations have been provided. Community Park Tree Work
The City has been working with its contract tree company, West Coast Arborist (WCA), to remove and clean-up four trees early this week. Visitors to the park will have noticed the 5-12 year old Tot Lot and east pathway closed Monday through Wednesday. Three additional trees were removed along Orinda Way last week as well.

Continued Public Hearings -

  • Title 17 Zoning Amendments: A public hearing to consider a recommendation by the Planning Commission to the City Council concerning a City initiated proposal to revise certain zoning regulations in Title 17 of the Orinda Municipal Code and Zoning Map. These changes are intended to make the City's Zoning Code consistent with the Fifth Cycle Housing Element of the City's General Plan (adopted by the City Council on April 21, 2015) and to comply with State and Federal law. 
    (Staff recommendation is that the Planning Commission, recommend to the City Council, adoption of the proposed changes to Title 17 as outlines in the Staff Report).
    ACTION: This item was approved by majority (6-1) vote, with Commissioner Roberts dissenting.  

o   New Public Hearings -

    • 25A Orinda Way: A public hearing to consider Design Review, Commercial Use Permit, Exception, and Variance applications for an approximately 18,600 square-foot, mixed-use retail and office building and required parking, on an approximately 19,456 square-foot parcel that is currently vacant. The Design Review and Commercial Use Permit applications are required for new construction in the Downtown Commercial Zoning District. The exception application is for building encroachment into the front, side and rear property setbacks, and the Variance is for proposed parking that is less than required by Orinda Municipal Code Sec. 17.16.4. The project is two stories with ground floor retail and restaurant uses and second story office uses, and includes rooftop parking. The roofline of the structure is 35 feet in height with architectural projections that extend up to 46 feet in height. A total of 69 parking off street spaces are propose, with 26 parking spaces on the second floor, and 43 parking spaces on the rooftop level. (Staff recommendation is for the Planning Commission to approve the Design Review, Commercial Use, Exception and Variance Permit applications, and adopt the Statement of Official Action) ACTION: This item has been continued to the regularly scheduled, March 22nd meeting of the Planning Commission.
    • Taylor Morrison Lots (six) on Wilder Road: A public hearing to consider six Design Review applications for six new two-story, single-family residences on Lots 205, 206, 207, 208, 209 and 210, and two Elevated Deck Permit applications on Lots 208 and 209 in the Wilder Subdivision. (Staff recommendation is to approve the Design Review and Elevated Deck Permit applications, and adopt the Statements of Official Action) ACTION: The Design Review and two Elevated Deck Permit applications were approved with additional conditions on lot 208 and 209. Approval was given by a unanimous (6-0) vote. Commissioner Adamson was recused from vote as she has a conflict of interest (she represents another developer at Wilder).
    • Davidon Lots (four) on Coffee Berry Lane at Wilder: A public hearing to consider Design Review applications for new single-family residences on Lots 103, 105, 109 and 112 and one Elevated Deck Permit application as part of a new single-family residence on Lot 109, in the Wilder Subdivision. (Staff recommendation is to approve the Design Review and Elevated Deck Permit applications and adopt the Statements of Official Action) ACTION: The Design Review and Elevated Deck Permit applications were approved by a unanimous (6-0) vote. Commissioner Adamson was recused from vote as she has a conflict of interest (she represents another developer at Wilder). 
  •  Items from the Planning Director -
    • Discussion on story pole requirements: ACTION: This item was continued to the next regularly scheduled, March 8th meeting of the Planning Commission.

  • NEW PROJECTS APPLICATIONS SUBMITTED -
    •    34 La Vuelta: Design Review Permit application has been received for a new 3,402 square feet (adjusted) single-family residence on a 16,117 square feet vacant lot. The project also involves an elevated deck permit and a tree removal permit. 
  • ZONING ADMINISTRATOR UPDATES -
    •    ZA Postings:
      • 252 Camino Sobrante - A second unit permit application has been received to convert the upper level of an existing, detached, two-story garage located in the rear yard into a second unit. The proposed second unit is 660 square feet and will include one bedroom.
      • 209 Camino Pablo - Elevated Deck and Exception permit applications have been received for the construction of two additions, totaling 992 square feet (929 + 63), and replacement of an existing elevated deck (1,472 square feet) with a new, reduced elevated deck (1,096 square feet). Part of the proposed addition will encroach into the front-yard setback, as measured from the roadway dedication - not the property's front property line, which is actually beyond (further away from the proposed addition) the roadway dedication.

California Shakespeare Theater  2016 season,  will feature one of Shakespeare's sassiest romantic comedies, a Pulitzer Prize-winning story of one family's struggle to achieve the American Dream, and an outrageously funny comedy of manners by George Bernard Shaw. The season, which was selected by outgoing Artistic Director Jonathan Moscone, will include one final Shakespearean title to be selected by incoming Artistic Director Eric Ting later this fall.  for more information, click here
