Facing Life and Death: a film and discussion at the Orinda Library

The Orinda library is hosting a free screening of the film,
Facing Life and Death, by East Bay filmmaker, Dr. Michelle Peticolas.  

Dr. Peticolas is a sociologist, filmmaker and longtime student of Sufism.
She teaches seminars on end-of-life and leads loss support groups around the Bay Area. She has been working in the field of death and loss for over 17 years.
Producer of the award winning documentary
Secret of Life and Death, she also presents at hospitals, hospices and
community groups around northern California.
 
Death is a subject that much of modern western society prefers to avoid. Following the 26 minute film screening with a moderated discussion, participants will share stories and listen to the stories of others. Visit her website at www.secretsoflifeanddeath.com

2015 Annual and Measure J & L Pavement Rehabilitation Project

This project consists of the rehabilitation of 25 streets in Orinda. The contractor has completed paving activities on all but 6 streets.  Remaining streets that will be rehabilitated under this project are: Calvin Drive, Camino Sobrante, Canon Drive, Overhill Road, St. Stephens Drive and Valley Drive. The roadway treatment that will be applied to these streets require seven to ten consecutive clear days for pavement pulverization, cement treatment and new hot mix asphalt placement operations. The status of the work on these streets, except for St. Stephens Drive, is postponed until weather permits. The rehabilitation of St. Stephens Drive will commence after the active PG&E gas line relocation work is completed which is projected in April/May 2016.

This week Bay Cities Paving & Grading performed light activities due to forecasted rain within the next 14 days. Most of the activities included utility manhole and valve cover adjustments, minor asphalt dike work, general clean up and cured-in-place pipe (CIPP) activities on storm drain pipes at different locations within the project limits. Next week, the contractor is planning on working on striping activities on the 19 streets where paving activities have been completed.
 
Citizens' Infrastructure Oversight Commission (CIOC)
At the recent CIOC meeting the Commission reviewed and discussed the draft 2016 update of the Road and Drainage Repair Plan that was adopted in April of 2014. This update is in anticipation of a potential ballot measure on June 7, 2016 to request funding to continue with the third phase of the plan.   The CIOC was asked by City Council to look at a ballot measure of $47 million to repair all public roads or a measure for $25 million in June and $22 million at a later date that would accomplish the same goal but over a longer time frame.

Bonnie Brown: Pawsitively Awesome!
Orinda Parks and Recreation Instructor, Bonnie Brown Cali, owner of Dog Dynamics Inc. has been nominated for Best Private Trainer in the East Bay 2016 by Bay Woof Magazine! Bonnie's passion for dog training began at the age of 15 when she began training her Labrador, Sheba, and she has since become a beloved master trainer. If you would like to show your support for Bonnie Brown Cali, click here to vote for her as 2016's Best Private Trainer in the East Bay, under the Canine Services category. Voting is open through February 29.

Bonnie currently offers puppy classes, beginning obedience training and off-leash preparations at the Orinda Community Center on Thursday afternoons. Her new session will begin Thursday, February 18. Registration is now open for Summer Camps but if you're able to attend the Summer Camp Fair you may want to hold off on registering until then. For those that attend and register during the event, you will receive an additional *10% off of summer camp fees. The fair is Saturday, February 27 from 10:00 a.m. to 1:00 p.m. at the Orinda Community Center located at 28 Orinda Way. Staff will be available to answer questions and guide parents through the new schedule. ACTION MINUTES from Tuesday, February 9th, 2016 
 
Continued Public Hearings -

TITLE 17 ZONING AMENDMENT

  • A public hearing to consider a recommendation by the Planning Commission to the City Council concerning a City-initiated proposal to revise certain zoning regulations in Title 17 of the Orinda Municipal Code (Zoning). These changes are intended to make the City's Zoning Code consistent with the Fifth Cycle Housing Element of the City's General Plan (adopted by the City Council on April 21, 2015) and to comply with State and Federal law. 
ACTION: Chair McGrath opened the hearing for public comment. Seeing and hearing none, Chair McGrath closed the hearing. As recommended by Staff, a motion was made by Commissioner Roberts, to continue this item to the next regularly scheduled meeting of the Planning Commission on Tuesday, February 23rd, 2016 at 7:00pm in the Public Library Auditorium, located at 26 Orinda Way. The motion was seconded by Commissioner Hoppock; and the motion carried by a unanimous (5-0) vote. Both Vice-Chair Hoeffel and Commissioner Faix were absent from vote.

 

4 QUAIL RIDGE LANE:

  • A public hearing to consider Design Review and Elevated Deck permit applications to allow a new two-story single family residence on a vacant parcel at 4 Quail Ridge Lane.
ACTION: A motion was made by Commissioner Mautner, seconded by Commissioner Hoppock, to approve the project as recommended by Staff. The motion passed by a unanimous (5-0) vote. Both Vice-Chair Hoeffel and Commissioner Faix were absent from vote.
 
New Public Hearing  

11 & 15 PAINTBRUSH LANE:

  • A public hearing to consider Design Review applications for two one-story single family residences on vacant lots 117 and 118 in the Wilder Subdivision.
ACTION: A motion was made by Commissioner Roberts, seconded by Commissioner Mautner, to approve the projects as recommended by Staff. The motion carried by a unanimous (4-0) vote. Commissioner Adamson was recused for a conflict of interest and both Commissioner Faix and Vice-Chair Hoeffel, were absent from vote.

  • Design review for demolition of an existing one-story 2,025 square foot single-family residence and garage and construction of a two-story 5,026 adjusted square foot residence. A tree removal permit and an exception permit for home size may be required.
Zoning Administrator Updates  

Public Notices:

  • Cedar Property and Skoumbas - Tree Removal Permit application received from the City of Orinda, Engineering Division. The application is for the removal of 37 protected trees of various species to install a new storm drain line. The majority of the trees are smaller than 12 inches in diameter. A total of four (4) out of the 37 trees are oak trees with a diameter of 20 inches or greater.
  • 547 Miner Road - A Tree Removal Permit application has been received, to remove one large Oak tree that is in both poor condition and unstable, this tree is located in the rear yard.




District Seeks Applicants to Serve on 
 Parcel Tax Independent Citizens' Oversight Committee

The Orinda Union School District is seeking applicants to serve on its Parcel Tax Independent Citizens' Oversight Committee. Currently there are two openings: one two-year term and one four-year term. The committee meets twice annually during normal business hours. The primary objective and purpose of this committee is to ensure that the parcel tax proceeds are spent for their authorized purpose and to    report annually to the Board of Trustees and the public regarding the            expenditure of such funds.
