Orinda residents and other interested parties are invited to a
Community Outreach meeting on the upcoming
Downtown and Affected Neighborhoods Parking Study
 
Wednesday, January 27, 2016 - 7:00pm to 8:30pm
Orinda Library Auditorium, 26 Orinda Way
 
The meeting will include a presentation on the scope of the study and opportunities for the public to share ideas and concerns about parking in the downtown area and adjacent neighborhoods. Comments from the public information session will be reviewed and considered when the final downtown parking improvement study is prepared.
 
Upon completion of the Parking Study, the following topics will have been examined:
 
* The existing parking supply, demand and current utilization
* Current parking policies and alternatives to maximize utilization of existing spaces
* Parking enforcement strategies
* Intrusion of BART commuters into local business and residential neighborhoods
* Public/private partnership opportunities
* Permit parking program for various users
* ADA compliance of on-street parking spaces
 
The study will develop strategies and solutions for short and long-term parking needs downtown, in the adjacent neighborhoods and will address access needs for residents, employees, customers and commuters in Orinda across a range of transportation modes.

Public Works and Engineering Services

2015 Annual and Measure J & L Pavement Rehabilitation Project

There are six more streets that will be rehabilitated under this project: Calvin Drive, Camino Sobrante, Canon Drive, Overhill Road, St. Stephens Drive and Valley Drive. The roadway treatment that will be applied to these streets require from seven to ten consecutive clear days for pavement pulverization,  cement treatment and new hot mix asphalt placement operations. The status of the work on these streets, except for St. Stephens Drive, is postponed until weather permits. The rehabilitation of St. Stephens Drive is expected to take place in May 2016. PG&E will relocate a gas line by late April 2016. The City contractor cannot start work along St. Stephens Drive until PG&E completes the relocation.
 
 INTERIM SUPERINTENDENT ANNOUNCEMENT
 
The Orinda School Board is pleased to announce the selection of Kathy Marshall as Interim Superintendent, pending the successful negotiation of an employment agreement and Board approval of the agreement at its next regularly scheduled meeting on February 8, 2016. Ms. Marshall will serve as Interim Superintendent following the retirement of Dr. Joe Jaconette on January 31, 2016, and will continue in that role until the District's incoming Superintendent joins the District. Shoplifting - Safeway
On January 8, 2016 at approximately 2:16pm, Police were dispatched to Safeway for a shoplift in progress. The manager of Safeway advised a female in her 40's was concealing items on her person while she was inside the store. The female passed the point of sale with concealed items placed in a bag. Suspect admitted to taking the items.
 
Warrant Arrest - St. Stephens / Hwy 24
On January 20, 2016 Police were dispatched to a report a suspicious vehicle in the area of Wanda Dr. and Muth Dr in Orinda regarding occupants of the vehicle going door to door. Police located the vehicle and identified the driver. The driver had an outstanding warrant from Alameda County.
 
Vandalism - 600 Block Ironbark Cr.
Reporting party walked outside on January 2016 at approximately 8:20am and noticed the mailbox was open. The locking mechanism of the mailbox had been drilled open.
 
Petty Theft - Starbucks - Theatre Square
Two unknown suspects took wallet from victim's purse as she was seated inside Starbucks. The card was used at Target in Walnut Creek shortly before the wallet was discovered missing.
 
Warrant Arrest - Camino Pablo / Bear Creek
On January 22, 2016 suspect was arrested for a misdemeanor warrant out of Solano County. Suspect was contacted during a traffic enforcement stop.

    • Title 17 - Zoning Amendments of the Orinda Municipal Code - A public hearing to consider a recommendation by the Planning Commission to the City Council concerning a City initiated proposal to revise certain zoning regulations in Title 17 of the Orinda Municipal Code (Zoning). These changes are intended to make the City's Zoning Code consistent with the Fifth Cycle Housing Element of the City's General Plan (adopted by City Council on April 21, 2015) and to comply with State and Federal law.
    • 81 La Cresta Road - Public hearing to consider wireless communications facility permit and elevated deck permit applications to allow 6 antennas with associated equipment mounted on a PG&E transmission tower, and installation of a 22 ft. x 4 ft. x 28 fenced equipment area including cabinets and a standby generator on an elevated metal equipment platform.
    • 28 Paintbrush Lane - Public hearing to consider a design review application for a proposed 4,227 adjusted square-foot, single-family residence on vacant Lot 127 in the Wilder subdivision.
    • Lots 104, 110, 111, 136, 152 in the Wilder Community - Public hearing to consider five (5) design review applications and four (4) elevated deck permit applications for five new single-family residences on vacant lots in the Wilder subdivision. 

Appeal Update -

    • 106 Camino Don Miguel - The City received a withdrawal of an appeal of the Planning Commission's approval of the issuance of a Hillside and Grading permit for a project at 106 Camino Don Miguel.

New Project Applications Submitted -

    • 25A Orinda Way - A design review application has been submitted for an 18,500 square foot, mixed-use retail and office building and required parking, on a 19,456 square foot parcel that is currently vacant. The project is two stories with ground floor retail and restaurant uses and second story office uses, and includes rooftop parking. The roofline of the structure is 35 feet in height with architectural projections that extend up to 43 feet in height.
 Zoning Administrator Updates -
  • Public Hearing(s) -
    • 122 Scenic Drive - The Zoning Administrator held a hearing on Wednesday, January 20th at 4:00pm in the Sarge Littlehale Community Room located at 22 Orinda Way. In attendance, were approximately 30 plus residents concerning a proposed project by a  home owner who would like to grade their backyard, add several retaining walls ranging in height from 3 feet to 5 feet, and construct a home entertainment center with a batting cage, big screen television, and a sport court with basketball standard in their back yard. This matter will be referred to the Planning Commission.

Public Notices -

    • 209 Camino Pablo - Building permit applications submitted for two additions totaling 992 sq.ft. and the replacement of an elevated deck with new 1,096 sq.ft. elevated deck. Exception permit is requested for the addition to be built in the front-yard setback.

The Council provided input for CCSWA Board members Victoria Smith and Amy Worth to bring feedback to the full Board.

Public Opinion Poll
The Council reviewed draft questions for a 2016 public opinion poll and gave feedback to the polling firm.

Reminder, Natural Grass Sports Fields are Closed!

This is a reminder that the natural grass fields are closed through the end of February. It is essential that community members help the City restore them by keeping sports play off of the fields. This  moratorium will help improve and/or restore playing conditions on the natural turf fields.Closing Orinda Sports Field, Pine Grove Park fields, and Field 3 at Wilder Park during the winter months is critical to preserving and improving turf quality for the upcoming spring. Thank you to the user groups and members of the community for adhering to this closure.
 

LED Bulb Conversion Update

Maintenance staff completed an LED conversion of the Library Auditorium and Garden/Gallery  rooms on Friday, January 14. Working with a local company, SocketFlip, the City took advantage of current PG&E rebates by swapping out older incandescent and halogen bulbs with a range of 60w all the way up to 500w bulbs. The new LED bulbs now only produce a max wattage of only 20 watts and others as low as 7 watts! The City will begin to see instant savings as the conversion has dropped the electrical usage from 10.1kW to 1.2kW, which is a very significant decrease.
 
This conversion is comparable to a rather large home solar conversion but with minimal bulb costs and the savings are instant with no capital outlay for solar panels and installation.
 
Orinda's Summer Camp Publication Almost Here!

The new Summer Camp guide is almost here! For the first time this year the Orinda Parks and Recreation Department has produced a stand-alone guide that is being mailed at the beginning of February. The new, stand-alone Summer Camp Guide has information about City-run and contracted summer camps but also highlights the new and improved summer camp schedule. The Choose Your Own Adventure camp guide allows parents to view all camps for all ages in a week-by-week matrix. Parents will search by week and then find the appropriate age to choose their child's adventure.
 
What's the best part about this guide? The easy-to-plan layout features full-time care and programing offered from 7:00 a.m. to 6:00 p.m., Monday through Friday. Parents will still have the option to register for a half-day only. Extended care is an option available to parents that will cover the time before morning camps start, during lunch, and once afternoon camps end however parents must separately register for each extended care option (a.m., lunch bunch and p.m.) in order to participate in each program.
 
To help parents navigate through the new schedule, staff will be available to answer questions at the second annual Summer Camp Fair on Saturday, February 27 from 10:00 a.m. to 1:00 p.m. at the Orinda Community Center located at 28 Orinda Way. Additional information will be available a few weeks prior to the fair.


Facing Life and Death: a film and discussion at the Orinda Library

The Orinda library is hosting a free screening of the film,
Facing Life and Death, by East Bay filmmaker, Dr. Michelle Peticolas.  

Dr. Peticolas is a sociologist, filmmaker and longtime student of Sufism. She teaches seminars on end-of-life and leads loss support groups around the Bay Area. She has been working in the field of death and loss for over 17 years. Producer of the award winning documentary
Secret of Life and Death, she also presents at hospitals, hospices and
community groups around northern California.
 
Death is a subject that much of modern western society prefers to avoid. Following the 26 minute film screening with a moderated discussion, participants will share stories and listen to the stories of others. Visit her website at www.secretsoflifeanddeath.com
