Community Outreach meeting on the upcoming
Downtown and Affected Neighborhoods Parking Study
Wednesday, January 27, 2016 - 7:00pm to 8:30pm
Orinda Library Auditorium, 26 Orinda Way
The meeting will include a presentation on the scope of the study and opportunities for the public to share ideas and concerns about parking in the downtown area and adjacent neighborhoods. Comments from the public information session will be reviewed and considered when the final downtown parking improvement study is prepared.
Upon completion of the Parking Study, the following topics will have been examined:
* The existing parking supply, demand and current utilization
* Current parking policies and alternatives to maximize utilization of existing spaces
* Parking enforcement strategies
* Intrusion of BART commuters into local business and residential neighborhoods
* Enhanced customer satisfaction
* Public/private partnership opportunities
* Permit parking program for various users
* ADA compliance of on-street parking spaces
The study will develop strategies and solutions for short and long-term parking needs downtown, in the adjacent neighborhoods and will address access needs for residents, employees, customers and commuters in Orinda across a range of transportation modes.

Public Works and Engineering Services
2015 Annual and Measure J & L Pavement Rehabilitation Project
Construction work has been temporarily suspended for the next two weeks due to rainy weather forecast. Once a clear weather forecast for four to five consecutive days is announced, Bay Cities Paving & Grading will schedule to finish the paving work along Crestview Drive and Donald Drive with the final lift of asphalt. Three to four consecutive clear days are needed to allow the new bottom lift of asphalt to dry out and one more day is required to place the final lift of asphalt on top. Thereafter a utility manhole and valve cover adjustments will be completed, along with minor asphalt dike work, and striping.
There are six more streets that will be rehabilitated under this project: Calvin Drive, Camino Sobrante, Canon Drive, Overhill Road, St. Stephens Drive and Valley Drive. The roadway treatment that will be applied to these streets require seven to ten consecutive clear days for pavement pulverization, cement treatment and new hot mix asphalt placement operations.
The status of the work on these streets, except for St. Stephens Drive, is postponed until weather permits. The rehabilitation of St. Stephens Drive is expected to take place in May 2016. PG&E will relocate a gas line by late April 2016. The City contractor cannot start work along St. Stephens Drive until PG&E completes the relocation.
Southwest Area Transportation Committee (SWAT)
SWAT held their first meeting of 2016 last week. The primary agenda item was a discussion of the revised approach to the Transportation Expenditure Plan (TEP) being proposed by the Contra Costa Transportation Authority (CCTA). The CCTA is revising its approach to the TEP to include a series of special meetings, a revised strategy to better engage the Expenditure Plan Advisory Committee (EPAC), other stakeholders and members of the public.
This revised approach should allow for CCTA to have an approved draft TEP ready for review and comment in March 2016 and then the final approval of the draft TEP in May 2016. The County and all cities will then be asked to approve the Final Proposed TEP between late May and early July 2016. At the meeting, SWAT members appointed the Danville representative as Chair and the Orinda representative as Vice Chair for calendar year 2016.

The Board of Trustees is pleased to report that its search for the next Superintendent of the Orinda Union School District has reached the final stages - on schedule and with a sense of excitement.  Orinda Police Department January 11, 2016 - Residential Burglary An unidentified person broke a window of the front door of a house on the 30 block of El Gavilan Road. Video surveillance on the property captured video of the white male wearing a construction vest and a white construction helmet. The Investigations Unit is attempting to identify the suspect utilizing the video. January 13, 2016 - Embezzlement This report concerns a suspect embezzling $28,948.09 over a year and a half period from victim. Suspect was hired by business to work as the accountant and did payroll and billing. Suspect wrote approximately 43 checks to self without permission from victim. January 16, 2016 - Vandalism Report concerns an unknown suspect smashing victim's rear window of his vehicle. Incident occurred at Wilder Sports Fields.

Orinda BART Station January 15, 2016 A victim reported that their black 2005 GMC Yukon was burglarized while the vehicle was parked in the east lot, between 0600 and 1630 hours. The vehicle's Panasonic brand stereo, valued at $400, and Macbook laptop, valued at $1600.00, were stolen during the burglary. An officer responded and determined the vehicle was most likely entered by way of a "shaved key". The victim declined to have the vehicle processed for fingerprints, and was unable to provide tracking information for the laptop. January 15, 2016 A patron reported that their black 2000 Honda Civic was stolen from stall #73, between 0730-2030 hours.

- 100 Acacia Drive - Elevated Deck Permit request to construct new 3,116 square foot elevated deck. The deck will replace an old deck that has been removed due to deterioration.
- 8 Aspinwall Court - Interior remodel, hardscape improvements, and an addition of 454.5 square feet to an existing single-family residence of 1,951 square feet. Due to the tapered-nature of the lot, the proposed project requests an exception for the aggregate side-yard setback. Currently, the aggregate setback is 21.7 feet. The proposed project would result in an aggregate setback of 19.7 feet, rendering it 5-inches shy of the minimum aggregate setback requirement of 20 feet.

OYA Basketball Tip-Off
Pass by any local elementary school this week and you probably heard the sound of basketball balls bouncing and sneakers squeaking. The City of Orinda Basketball League has begun the 2016 season for children in grades Kindergarten through 5th. The youngest players participate in the developmental program which takes place Saturday mornings at Wagner Ranch Elementary and features a 30-minute practice followed by a 30-minute game. The 3rd through 5th graders have one practice and one game throughout the week at the Del Rey and Glorietta Elementary School Gyms.

To help train and prepare coaches this season the City has rolled out a league-wide campaign involving a program titled Alpha Basketball. Each week coaches receive a practice plan that is tailored to their specific age group and includes clickable links to view video demonstrations of each drill. Last year, this program went through a trial run in one of the divisions and after such positive feedback from the coaches the decision was made to roll it out to the entire league.
The Basketball program is growing across all six of the Orinda Youth Association (OYA) divisions. This year there are 45 more children participating from last year and there are waitlists in most divisions. This marks an 11% increase in our total participants from last year. Compared to our numbers from two years ago (the 2014 season) the basketball program has increased a total of 110 total participants, an increase of 33%.
Vote for Summer Movies Now Did you enjoy the movie selections from last summer? The Orinda Parks and Recreation Department will be selecting the movies for this summer and would like the community to help. For those interested in ranking their top movie choices from a pre-selected list for this year's Movies in the Park, a survey has been created and posted online.
To participate in the survey please click here. The survey will conclude on February 5.
Movies in the Park will be held every other Thursday beginning June 23,
concluding on August 18 at the Orinda Community Center Park and begin at dusk.
