Holiday Camps are filling up fast. Some of the camps only have a few spaces left so if your child is interested in any of the below camps register before it's too late. These camps will be held Monday, December 21 through Wednesday, December 23.

The Lunch Bunch option is also available for those children who are registered for a morning and afternoon camp here at the Orinda Community Center. Irish dancing is here in Orinda
Join the award winning Dillion Magh Adhair (DMA) Academy of Irish Dance in their new Beginning Irish Danceclass at the Orinda Community Center beginning January 4. In the spring of 2015 DMA Academy competed in the Irish Dancing World Championships in Montreal and won first place in the Junior Drama category with their performance of Full Irish Breakfast. Keeping true to Irish Roots, dancers are taught fundamental knowledge of Irish dance and culture, including music, history, basic Irish language, mythology and more! Volunteering with Contra Costa Food Bank
On Monday, December 7 the Orinda Teen Advisory Council (OTAC ) volunteered at the Contra Costa Food Bank. Since OTAC collected canned foods as part of the November donation drive, 12 members delivered the donations themselves then spent some time preparing and sorting food. The food will be delivered to people in need over the holiday season. For more information about OTAC click here.

2015 Annual and Measure J & L Pavement Rehabilitation Project
Due to rainy weather, this week the contractor did not perform any paving activities but did complete the construction of ADA curb ramps and cut through at the on and off ramps of HWY 24 and St. Stephens Drive. If the weather is favorable for 3 consecutive days, next week (3rd week of December) the remainder of Donald Drive should be paved, and milling and paving operations will likely begin on Crestview Drive, El Camino Moraga, and/or Donna Maria Way. Due to safety concerns related to full depth reclamation (FDR), operations along Lost Valley Drive, Canon Drive and Camino Sobrante, paving activities along these streets before the end of the month depend on clear weather for a 10-14 days stretch. The contractor is monitoring weather forecast to schedule FDR operations. Please see attached table on the overall progress/status of the paving project.

Citizens' Infrastructure Oversight Commission (CIOC)
During their recent monthly meeting, the CIOC received an update on the City Council discussion of the CIOC's Road and Drain Plan update that was presented to Council on November 17. The direction from the City Council is to update the plan based on the recommended Option C, no Pavement Condition Index (PCI) less than 50. The CIOC was also provided a copy of the Finance Advisory Commission (FAC) report that will be presented to City Council on Dec. 15 which analyzes the funding options that could be used to raise the approximately $50 million it will take to achieve the plan goal of no street with a PCI<50. The Commission then reviewed initial draft street selections for 2017 for the streets that will be repaired under the Annual Paving Program and the Measures J & L Paving Programs. Staff will incorporate the Commission's comments and return with a more formal recommendation at the next Commission meeting. Finally the CIOC considered adding Ivy Drive west of Moraga Way (in front of Miramonte H/S.) and a section of White Oak Drive to the 2016 paving program to take advantage of cost sharing opportunities with the Town of Moraga and City of Lafayette. The Commission provided initial approval of the recommendations but asked staff to provide additional cost data before making a formal recommendation to City Council.

Planning Commission 12-8-2015: ACTION MINUTES

- 34 Broadview Terrace - the Planning Commission held a public hearing to consider a design review application for a new 4,403 adjusted sq.ft. two-story, single family residence to replace an existing 1,665 adjusted sq.ft single-story residence on a 57,800 square-foot lot. ACTION: The Planning Commission voted to APPROVE the project as recommended by staff, by a unanimous (7-0) vote.
- 25 Orinda Way - The Planning Commission held a Study Session to provide comments and direction to the prospective developers of the 25 Orinda Way property, which is the vacant, approximately one half acre fenced parcel located directly across the street from the City Library. The developer, Paul Ugenti, is proposing to develop an 18,500 square foot, commercial building, consisting of retail and restaurant uses in five separate tenant spaces on the ground floor, with office uses on the second floor. Over seventy off street parking spaces are proposed, which will be located within the structure, as well as on the roof behind screening. Comments received at the meeting from the Planning Commission and from members of the public in attendance were positive, consisting primarily of suggestions to improve the project. No formal action was taken by the Planning Commission in keeping with the Study Session format of the meeting. It is anticipated that the developer will submit a formal development application to seek approval of the project sometime in January 2016.

- 122 Scenic Drive: Hillside Grading Permit request to grade rear yard and construct trellis, sports court, batting cage, and hot tub.
- 107 Sleepy Hollow Lane: Tree Removal Permit request to remove one Coast Live Oak tree located on a slope by the eastern corner of the home. The tree has multiple trunks that are growing rapidly and risks failure.
- 47 St. Stephens Drive: Elevated Deck Permit request to remove and replace an existing, non-conforming deck located at the southwest corner of the residence. The proposed deck will meet setback requirements and be built along the rear side of the home.
- 10 Calvin Court: Tree Removal Permit request to remove one Oak tree located at the west side of the property. The tree is in poor condition with symptoms of disease and is proposed to be removed along with five other trees that have been approved for removal.
- 12 Bien Venida: Tree Removal Permit request to remove one Live Oak tree and one Valley Oak tree located along the northern property line. The trees are large, show signs of distress, and risk failure. Given that the trees lean over a home located on a neighboring property, they pose a safety concern.
The December 22, 2015 Planning Commission meeting has been cancelled.
The next regularly scheduled Planning Commission Meeting will be held on Tuesday, January 12th, 2016 at 7:00pm, in the Sarge Littlehale Room, located at 22 Orinda Way.Marijuana Cultivation New state legislation directs state agencies to develop programs to license and regulate medical marijuana activities, including cultivation. For the most part, the new law preserves local land use authority with respect to medical marijuana. Unfortunately, however, the new law states that if cities like Orinda do not regulate or prohibit medical marijuana cultivation by March 1, 2016, the State will become the sole licensing authority for cultivation activities. Unless this provision is changed, cities not regulating medical marijuana cultivation as of March 1, 2016 will not be able to begin doing so thereafter. Staff is carefully evaluating the sufficiency of Orinda's existing medical marijuana regulations and considering possible changes to address cultivation.
