Continued Public Hearing Items:
  • Lots 211 - 216 at Wilder Subdivision- The Planning Commission will consider six (6) design review applications for six (6) new models of single-family residences located on Lots 211-216 in the Wilder Subdivision.
  • New Public Hearing Items:
    • 14 Van Ripper Lane - The Planning Commission will consider a design review application to allow demolition of an existing one-story, 1,804 adjusted square foot single-family residence and construction of a new two-story 4,350 adjusted square foot single-family residence.
    • 4 Quail Ridge Lane - The Planning Commission will consider Design Review and Elevated Deck Permit applications, to allow a new, single-family, residential unit of approximately 4,171 adjusted square feet, on a vacant 124,777 square foot parcel.
The next regularly scheduled Planning Commission meeting will be held on  
December 8, 2015 at 7:00pm in the Orinda Library Auditorium, 26 Orinda Way
  • An Appeal to the City Council has been Filed:
    • 106 Camino Don Miguel: An Appeal to City Council was filed  regarding the Planning Commission's November 10, 2015  decision to deny an appeal of the Zoning Administrators approval of a permit to allow grading on a slope greater that 15%. The appeal will be heard by the City Council on a date to be determined. 
  • ZONING ADMINISTRATOR - PUBLIC NOTICES -
    • 11/4/15: 28 Monte Vista Road: Tree Removal Permit Request to remove one Coast Live Oak tree located in the rear yard.
    • 11/13/15: 6 Sleepy Hollow Court: Design Review request to construct a 828+/- square foot, second story addition
    • 11/13/15: 689 Ironbark Circle: Tree Removal Permit request to remove one Valley Oak tree located in the rear yard. The tree is in poor condition and poses an imminent threat to two houses.
    • 11/17/17: 9 Bates Boulevard: Tree Removal Permit request to remove one oak tree in close proximity to the home.
    • 11/17/15: 154 Camino Sobrante: Elevated Deck Permit application submitted, to replace a deck located in the rear yard. Proposed new deck will be 570 square feet. 
  • NEW PROJECTS -
    • 10 Calvin Court - Tree Removal Permit application submitted, to remove one protected Oak tree located in the front yard.
    • 19 Valley Drive - Tree Removal Permit application submitted, to remove one live Oak tree located in the rear yard.
    • 47 St Stephens Drive - Elevated Deck Permit application submitted, to modify an existing non-conforming deck and construct a larger deck along the rear of the home.
    • Oak Flat Road (APN 260-050-006) - Design Review application has been submitted, proposing a new 4,726 adjusted square foot, single-family home on at 34,000 square foot lot. The project is on a steeply sloped lot and would include an elevated deck as well as removal of protected trees.
    • 35 Honey Hill Road/31 Charles Hill Road - A minor, equal area lot-line adjustment between two existing developed lots in the RL-40 zoning district has been requested.

New Score Board is Aglow
Field 2 at Wilder Park was glowing during the score board lighting ceremony last Tuesday evening. City Council and members of the community were there to flip the switch and see the score board light up. The dream of having a score board at Wilder was made possible because of three enthusiastic groups; a tremendous thank you to the Orinda Rotary Club, Orinda Park and Recreation Foundation, and Orinda Community Foundation. Athletes will benefit from this completed project now and in the years to come.
 

Instructor Spotlight
Chef Chat Mingkwan has been teaching hobby classes to enthusiasts throughout the Bay Area on Asian subjects for more than 10 years while also spending time as a cooking instructor at the International Culinary Institute of San Francisco. Chat's favorite part about teaching cooking is seeing the disbelieved expressions on students' faces after creating delicious dishes. His goal for students is changing the belief that cooking is a chore but instead, it can be fun, rewarding and therapeutic with correct techniques and simple guidance.

Field Moratorium
Natural grass fields will be closed from December 1, 2015 to February 28, 2016. The field moratorium will help improve and/or restore playing conditions on our natural turf fields.Since the Orinda Sports Field, Pine Grove Park fields, and Field 3 at Wilder Park were recently aerated and fertilized, closing these fields during the winter months is critical to preserving and improving turf quality for the following spring. All fields will be over seeded and top-dressed during the moratorium. Thank you to the user groups and members of the community for adhering to our closure.

Announcement of the 3rd Annual Cans for a Cause Food Collection in Orinda
 
CIOC Road and Drain Repair Plan Update
The Council reviewed recommendation from the CIOC and decided to move forward with option C (No PCI less than 50) for the update to the Road and Drain Plan.

Lamorinda Fee and Finance Authority (LFFA) Draft Proposed Transportation Impact Fee Calculations
The Council provided direction to Council liaison Amy Worth to bring back Council feedback to LFFA.

Grand Jury Response to 2014-2015 Grand Jury Report No 1510, "Community Courts"
The Council approved response the Contra Costa Grand Jury in support of forming a Lamorinda Community Court.

2016 and 2017 Annual Measure J and L Pavement Rehabilitation Projects Engineering Design Services Contract
The Council awarded contract to CSG Consultants, Inc. to perform Engineering Design Services for the 2016 and 2017 Annual and Measure J& L Pavement Rehabilitation Projects.

Public Opinion Poll

Public Works & Engineering Services
2015 Annual and Measure J & L Pavement Rehabilitation Project:
This week Bay Cities Paving & Grading completed the placement of hot mix asphalt along Arroyo Drive, Brookside Road, Knickerbocker Lane and Moraga Via. The contractor completed approximately 75% of hot mix asphalt along Meadow View Road. The contractor also completed the ADA curb ramps at St. Stephens and HWY 24.

The contractor has also built ADA curb ramps, replaced damaged curbs and gutters and set up monument re-establishment at other locations.

Due to the narrowness of these roads, vehicular traffic will be restricted out of the immediate construction area. Residents may need to park outside of the construction area and walk some distance in order to use their vehicles during active construction work. Notifications are being sent to residents about possible access restrictions.

Update from the Orinda School Board
on the Superintendent Search Process
 
The last two weeks have been active and productive ones for both the Board and its search firm, Hazard, Young, Attea & Associates, in the superintendent search process. On October 26, 27 & 28, HYA partners Bill Levinson and Barbara Young conducted interviews and hosted over forty meetings with various school and community groups exploring four key issues: (1) identifying the district's strengths, (2) pinpointing the challenges the new superintendent will face, (3) determining the desired qualities of a new superintendent, and (4) identifying possible candidates. In all, 128 individuals participated in those interviews and meetings. In addition, the online survey was highly successful, with 452 responses.
 
Thank you to all who participated in the interviews, meetings and survey. The Board greatly appreciates your input and the thoughtfulness of your responses.
 
A detailed analysis of the interview and survey results, and the resulting profile of the District's model superintendent candidate, can be found in the Leadership Profile Report from HYA, which was presented to the Board at its November 9, 2015 meeting.
 
Now that the Leadership Profile is complete, advertising and recruiting for the position will continue to be conducted by HYA. Bill Levinson and Barbara Young will conduct screening interviews with those candidates identified as the best fit for our community on December 1 & 7. At a special board meeting on Tuesday, December 15, 2015, HYA will present the slate of candidates to the Board. The Board anticipates that first interviews with the finalists will take place on January 8 & 9, 2016, and that second interviews will take place on January 13, 14 & 15. Please refer to the Superintendent Search Calendar for more details.

Join this dynamic seminar and learn the essentials of rainwater harvesting and managing runoff. You will become familiar with the components of rainwater capture systems with an emphasis on passive methods, the role of soils for stormwater retention, pollution prevention practices, impacts on landscape, types of irrigation methods, and codes and ordinances. You will also learn the basics of slowing, stopping and cleaning stormwater runoff.
