Santa Maria Way Park and Ride Lot
The City will be temporarily closing off eight to nine parking spaces within the Santa Maria Way Park and Ride Lot which is located adjacent to City Hall. These spaces will be marked off initially using caution tape and eventually permanent barricades for approximately 6-8 months. These spaces are located on the west side of the parking lot and are affected by the subsiding pavement and slope erosion at the front end of the parking spaces which overlook a steep embankment.
The City is currently designing a slide repair project and tentatively expect construction to occur in Spring 2016. More updates will be provided as the design progresses.

2015 Annual and Measure J & L Pavement Rehabilitation Project
Last week Bay Cities Paving & Grading placed final asphalt along Charles Hill Road, Miner Road, Kite Hill Road and Mira Loma. The contractor has elected to postpone the work on Camino Sobrante and Canon Drive due to rainy weather. The work on these streets is expected to last approximately two weeks per street. During that time, the roadway surface will be gravel, then a compacted cement treated surface, and finally a new black asphalt pavement. If there is wet weather during this two week construction process it could result in muddy or slick roadways. In the interest of public safety these streets will be re-scheduled. The contractor will wait for a two-week window of dry weather to begin construction on these streets.
In the meantime, and since the roadway treatment is less invasive than the work along Camino Sobrante and Canon Drive, the contractor will initiate construction activities along Meadow View Road, Knickerbocker Lane, Brookside Road and Moraga Via.
The contractor has also built ADA curb ramps, replace damaged curb and gutters and set up monument re-establishment at other locations.
On some streets with narrow pavement widths, vehicular traffic will be restricted out of the immediate construction area. Residents may need to park outside of the construction area and walk a short distance in order to use their vehicles during active construction work. Notifications are being sent to residents about possible access restrictions.

A Parking Study of the Downtown will soon be underway
On November 3rd, 2015 City staff submitted to the City Council a staff report recommending TJKM Transportation Consultants to perform a Downtown and Affected Neighborhood Parking Study.
Three proposals were received from a City issued Request for Proposals and TJKM was selected due to the expertise of their project team.
Upon completion of the Parking Study,
the following issues will have been addressed:
- The existing parking supply, demand and current utilization
- Current parking policies and alternatives to maximize utilization of existing spaced
- Parking Enforcement strategies
- Intrusion of BART commuters into local business and residential neighborhoods
- Enhanced customer satisfaction
- Financing options for new facilities and public/private partnerships
- Permit parking program for various users
- ADA compliance on-street parking spaces.
The study by TJKM is expected to be performed over a 6 month schedule and will include a "stakeholders" meeting to kick-off the project.

The City of Orinda is recruiting for a Planning Director
The City of Orinda is currently recruiting for a Planning Director which is a department head level position reporting directly to the City Manager, staffing the Planning Commission, and overseeing the day-to-day operations of the Planning Department. The application deadline has now closed the candidate pool is being finalized. Once that has been completed, candidates will be invited to interview with a technical panel and an internal panel. Final interviews will then be conducted by the City Manager.
We will be looking for a candidate who exhibits the best technical expertise, management style, fit with the community and situational experiences with long-range planning. In the meantime, we are in capable hands with our Interim Planning Director Victor Carniglia, who is keeping the Planning Department on course with our new staff.

CITY OF ORINDA
2015 PAVEMENT REHABILITATION
and the Lamorinda School Bus Program
The City of Orinda has authorized construction of a pavement rehabilitation project that is located at various streets throughout the City.
Construction is scheduled to begin on Camino Sobrante, from La Espiral Road around to La Espiral Road, on Monday, November 2, 2015, and continue thru Friday, November 20, 2015, with working hours from 8:00 AM to 5:00 PM Monday through Friday.
The work being performed is concrete work, full work reclamation, grading, paving & striping. There will be traffic delays associated with this work of up to 5 - 10 minutes, including potential detours to and from adjacent side streets and driveways.
Route 12 afternoon bus from Wagner Ranch Elementary and OIS will be impacted.
Please expect delays in the afternoon for the duration of the project.
For OIS students - please expect significant delays as OIS is the third (and last) bus run in the afternoon. If your student must be home (or somewhere else) by a specific time during the construction period, we advise parents to pick up students at school or make other arrangements.
If you are a resident of the area, please park on nearby streets not designated for construction on the same day if you cannot afford to be delayed, or if you object to driving through construction zones. Access throughout the construction zone will be limited.
If possible, please avoid the construction zone during working hours. Regular services, such as garbage or postal service, will continue as usual. You will be provided additional notification should there be a need to interrupt or reschedule such services.

- 106 Camino Don Miguel - Continued public hearing to consider an Appeal to the Zoning Official's decision to permit grading on a slope greater than 15% for a new rear yard lawn area and new wood retaining walls approximately three feet in height.
- 643 Miner Road - Public hearing to consider a design review application for a new 4,923 adjusted square foot single-family home. The application also includes an elevated deck permit, a tree removal permit, and an exception permit for demolition of the existing residence within the creek setback.

Big Changes in Orinda's Theatre Square
Barbacoa, the popular Mexican joint in the heart of Orinda Theatre Square, is currently closed for renovations. Barbacoa's owner, restaurateur Michael Karp, has big plans for the space, with a new restaurant called The Fourth Bore Tap Room & Grill. Public Hearing on Municipal Code Provisions Contained in Section 15 - Building & Construction and Title 17 - Zoning
The Council held a Public Hearing and introduced the ordinance by title only. The Ordinance will appear before Council at the November 17, 2015 meeting for adoption.
Downtown Parking Study
The Council approved the contract with TJKM for the development of a Downtown Parking Study.
Water Conservation Effort
Staff reviewed current conservation efforts the City is undertaking and the Council requested staff to follow up on the following items: gray water systems, community outreach and the new State of California landscape law.

Ribbon Cutting Ceremony for New Score Board!
Please join the City Council for a ribbon-cutting ceremony for the new scoreboard at Wilder Park, Field 2 on Tuesday, November 17 at 6:00 p.m. A huge thank you to the Orinda Rotary Club, Orinda Park and Recreation Foundation, and Orinda Community Foundation for funding this project.
Field Moratorium 
Natural grass fields will be closed from December 1, 2015 to February 28, 2016. The field moratorium will help improve and/or restore playing conditions on our natural turf fields. Since the Orinda Sports Field, Pine Grove Park fields, and field 3 at Wilder Park were recently aerated and fertilized, closing these fields during the winter months is critical to preserving and improving turf quality for the following spring. Thank you to the user groups and members of the community for adhering to our closure.
It's Back for the 39th Year
For 38 years community members have been coming to the Orinda Community Center to shop for one-of-a-kind holiday gifts. This year individuals will have the opportunity to browse and purchase items from over 50 vendors at the
39th Annual Holiday Bazaar.
The event is scheduled for Saturday, November 21 from 10:00am to 4:00pm at the Orinda Community Center, located at 28 Orinda Way.
Liven up your holiday shopping experience with handmade holiday decorations, clothing items, children's books, jewelry, cosmetics, candles, fashion accessories, home decorations, homemade knit ware, organic food items and more. Several local non-profit organizations will also be represented. Children will also have the opportunity to take free pictures with Santa and Scooter the Clown and make a few crafts of their own.
The event will occur rain or shine and admission is free.

The Orinda Police Department, in cooperation with BART Police, now includes BART crime statistics along with the Orinda Police Department crime statistics. Be advised that the manner in which BART compiles the statistics is based on zones and the Orinda BART station is in the same zone as Concord, Pleasant Hill, Walnut Creek and Lafayette. BART is unable to separate Orinda specific crimes from the other mentioned stations therefore the statistics comprise all five stations.
