AS THE CITY OF ORINDA
CITY TREASURER
Notice is given that the City of Orinda is accepting applications from
resident volunteers to serve as the City's Treasurer.
The City Treasurer is appointed by the City Council with responsibilities including:
- Custodian of all monies, bonds and other securities of the City;
- Invests available funds with qualified depositories;
- Provides for the investment of all idle cash in accordance with the "Orinda Investment Policy";
- Maintains records and portfolio for all City investments;
- Prepares reports required of the Treasurer by State and City codes; and
- Performs related duties as necessary.
Candidates must have working knowledge of State and City codes relating to the receipt, custody of and the investment of public funds; skills in the practices of investing public funds; ability to read, understand, interpret and explain updated codes relating to Treasurer's duties. Please see City Treasurer Position Description for minimum qualifications.
The term for the City Treasurer will expire February 28, 2018. The City Council will review all applications and interview eligible candidates.

Traffic Safety Advisory Committee
The Traffic Safety Advisory Committee (TSAC) will be held on Monday September 21st at 7:00 pm at City Hall at its regularly scheduled time (3rd Monday of the Month). TSAC will be evaluating two recent traffic calming requests for speed cushions prior to City Staff proceeding with neighborhood meetings. The first request is located along Loma Vista between Mariposa Lane and Los Conejos, which is near El Toyonal. The second request is located along Valley Drive between Orchard Road and Heather Lane, which is near Glorietta Blvd. Staff completed a preliminary analysis of potential speed cushion locations in accordance with the City's Neighborhood Traffic Management Program.
2015 Annual and Measure J & L Pavement Rehabilitation Project Last week, Bay Cities Grading & Paving began the preliminary roadwork preparation work for the large Citywide paving program. They will continue to be performing utility potholing, roadway coring/sampling, and monument location/preservation over the next month. The utility potholing information is necessary to determine the exact depth of the main lines and lateral lines for water, gas, and sewer services.
In some locations, utility companies need to relocate/lower their respective lines to accommodate the pavement rehabilitation work. The City is in close coordination with PG&E and EBMUD specifically to prioritize their relocation work ahead of the paving work. The roadway coring/sampling is required to determine the existing pavement material properties such that appropriate proportion of additives can be mixed into the full depth reclamation (FDR). Since some of the existing roadway pavement is being recycled in place, it is important to know the site specific material properties at each street segment. In addition, existing utility manholes must be temporarily lowered to accommodate the depth of the pavement grinder/recycling equipment.
One of the longest lead items is the preservation of existing street monuments which must be properly referenced to a location off the pavement by a licensed surveyor. Monuments are generally found in the center of the road and are recorded survey markers that are used to establish legal property boundaries.
The City is also re-establishing previously destroyed monuments which is a time consuming process that requires significant survey work if several monuments in close proximity have been destroyed. Culvert flushing and pipe condition inspection will be begin in the next few weeks followed by epoxy resin lining of the inside of pipe culverts with corrosion. The actual paving portion of the project is expected to start in early October, generally progressing on streets from the north side and ending on south side of Orinda. But individual street segments may be re-arranged in the construction schedule due to utility conflicts which require more lead time for the utility company to lower their facility.

Drug Take Back
The Orinda Police Department is participating in the Drug Enforcement Administration (DEA) 10th National Prescription Drug Take-Back event. The event will take place from
10am-2pm on Saturday, September 26th
at the Orinda Police Station.
The National Prescription Drug Take-Back addresses a vital public safety and public health issue. Many Americans are not aware that medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are at alarming rates, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that many abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, many Americans do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away - both potential safety and health hazards. In the previous nine Take-Back events nationwide from 2010-2014, 4,823,251 pounds, or 2,411 tons of drugs were collected.
In addition to participating in the Take-Back event, the Orinda Police Department maintains a prescription drug collection bin at City Hall located at 22 Orinda Way that can be used all year. The collection bin is accessible Monday through Friday 8:00am - 5:00pm (closed from 12noon to 1:00pm).

Parks and Recreation
Soccer Has Officially Begun Satur day, September 12, marked the start of the Orinda Youth Association (OYA) Fall Soccer League. This year there are 13 separate divisions with 59 teams in total. Within those teams, over 800 players ranging from ages 4 to 13, will play in small sided games to sharpen their skills and develop confidence in their abilities. This non-competitive league focuses on building the fundamental skills of the sport in a fun environment. OYA Soccer runs September 12 through October 31.
 Explore the Bay Area through Orinda Senior Trips
The Orinda's Senior Trip program recently toured the beautiful Sam's Castle in Pacifica on Saturday, September 12. The castle was built in 1908 after the San Francisco earthquake and has since had various owners that each left their own piece of history in the castle. Rum runners, unlawful doctors, the US Coast Guard during World War II, and a Hollywood collector are just some of the occupants that have left their stories behind. Tour-goers enjoyed learning about the history of the castle while viewing the decadent rooms and even got to hear some first-account ghost stories!

Rotary Club of Orinda Accepting Donations for Children's Hospital
The Satellite Rotary Club of Orinda is orchestrating a drive for theUCSF Benioff Children's Hospital in Oakland. They are currently accepting the following items for donations:
- Books: Children books are involved in many initiatives related to literacy, especially for 0-3 year-old children. Board books, picture books and books in Spanish are most needed. New or very gently used books are requested.
- Crayons: The hospital always needs crayons to support young patients in waiting rooms, in art therapy programs, at bedside, and in our hospital school.
- Target gift cards for families to buy essentials
- Snacks: bottled water, granola bars, dried fruit, or other healthy non-perishable food to be provided to families who arrive in the Emergency Room
- Diapers: of all sizes to be given away to families in need in the Primary Care Clinic
- Monetary donations: checks can be written to Orinda Rotary Endowment Fund, Satellite Club/CHO in the Memo, and mailed to P.O. Box 22, Orinda, CA 94563
Donations will be gathered on October 2, 2015 and will be delivered
to the Hospital on October 13, 2015.
