AS THE CITY OF ORINDA
CITY TREASURER
Notice is given that the City of Orinda is accepting applications from
resident volunteers to serve as the City's Treasurer.
The City Treasurer is appointed by the City Council with responsibilities including:
- Custodian of all monies, bonds and other securities of the City;
- Invests available funds with qualified depositories;
- Provides for the investment of all idle cash in accordance with the "Orinda Investment Policy";
- Maintains records and portfolio for all City investments;
- Prepares reports required of the Treasurer by State and City codes; and
- Performs related duties as necessary.
Candidates must have working knowledge of State and City codes relating to the receipt, custody of and the investment of public funds; skills in the practices of investing public funds; ability to read, understand, interpret and explain updated codes relating to Treasurer's duties. Please see City Treasurer Position Description for minimum qualifications.
The term for the City Treasurer will expire February 28, 2018. The City Council will review all applications and interview eligible candidates.

Camino Pablo Pavement Rehabilitation
The Camino Pablo Pavement Rehabilitation project will re-commence starting Thursday September 17th with signal modification work at the Brookwood Road and Santa Maria Way intersections. This is the final portion of the overall project. Work is anticipated to take five weeks to complete. There will be periodic closures of the rightmost lane at each intersection during the non-commute hours in order to drill new pole foundations and place new signal mast arms. After placing new signal poles, significant electrical work is necessary to connect the signals into the existing operation cabinet. The final connection will require the entire signal system at each intersection to be shut down overnight while using temporary traffic control.
The City is moving forward with the 2015 Annual and Measure J & L Pavement Rehabilitation Project with Bay Cities Paving & Grading as its contractor. The subcontractors for Bay Cities have already begun road preparation work by locating existing monuments and utility manholes to be temporarily lowered prior to the grinding and recycling of the existing roadway pavement surface. In addition, existing roadway culverts are being cleaned, inspected, and if needed, lined with a cast in place resin coating. This roadway preparation work will last approximately a month prior to the first roadway surface being re-paved in early October. The City is also working with PG&E and EBMUD to avoid and mitigate utility conflicts with our pavement rehabilitation work. Some streets will require the utility to lower service laterals to accommodate the depth of our pavement rehabilitation. This will necessitate some roadway segments to be moved back in the overall schedule to accommodate the timing of the utility work. City staff will be working with the contractor to establish a schedule in order to provide updates to the public regarding when each street will be worked on in roughly two week windows. More information will be posted on the City's website and in the Orinda Outlook, so please check back for updates.
Citizens' Infrastructure Oversight Commission (CIOC)
The CIOC held their monthly meeting last week. The primary agenda items were the election of a new Chair and Vice-Chair, the recommendation of the final selection of streets to be repaired in 2016 and review and discussion of the update to the current (2014) Road and Drain Repairs Plan. The Commission accepted nominations and then voted to make Terry Murphy the Chair and Richard Nelson the Vice-Chair. The next order of business was to approve the list and make a recommendation to the City Council to approve the list of streets to be repaired in the summer of 2016. These are the residential streets to be repaired using the Measure L sales tax funds and the Measure J bond funds. The Commission voted to recommend the list to the City Council. This list is in addition to the recommendation that the 2016 Annual Repair Program Street (using the funds from gas tax and County return to source funds) be Ivy Drive from Fiesta to Moraga Way. Both recommendations will be presented to the City council at the October 6, 2015 City Council Meeting.
The Commission then discussed the update to the Road and Drain Repair Plan. In June, City Council asked that the CIOC to update the plan and return with a recommendation on how to proceed with the next Phases (3 and 4) of the plan. The Commission reviewed three options: A. Continue with the plan as currently funded; B. A plan with the goal of a Systemwide average Pavement Condition Index (PCI) of 70; C. A plan with a goal of no street having a PCI<50. After review and discussion Commission passed a motion to bring the three options to City Council and with the Commission's recommendation that Plan C be the recommended option. Before going to Council the options will be sent to the FAC for their review and recommendation on the program can be funded. The next steps will be for the CIOC to review the FAC recommendation at the October meeting and prepare a final report and recommendation to City Council.

Drug Take Back
The Orinda Police Department is participating in the Drug Enforcement Administration (DEA) 10th National Prescription Drug Take-Back event. The event will take place from
10am-2pm on Saturday, September 26th
at the Orinda Police Station.
The National Prescription Drug Take-Back addresses a vital public safety and public health issue. Many Americans are not aware that medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are at alarming rates, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that many abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, many Americans do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away - both potential safety and health hazards. In the previous nine Take-Back events nationwide from 2010-2014, 4,823,251 pounds, or 2,411 tons of drugs were collected.
In addition to participating in the Take-Back event, the Orinda Police Department maintains a prescription drug collection bin at City Hall located at 22 Orinda Way that can be used all year. The collection bin is accessible Monday through Friday 8:00am - 5:00pm (closed from 12noon to 1:00pm).

Weekly Instructor Spotlight This week we'd like to introduce you to Nicole Collins, one of the foreign language Instructors who offers classes through the Parks and Recreation Department. Currently she offers a variety of French and Italian classes for adults ages 18 and up. To find out more information about her upcoming classes, click here.
How did you become interested in what your class focuses on?
I was born in Milan, Italy and was raised in Italy and then Paris, France. I was lucky to grow up in a multicultural and multilingual environment. I learned how languages can open doors and allow one to enjoy and appreciate the culture, daily life, cooking, and sense of humor of all the people who surround us.
What is your history with teaching on the subject?
I have been teaching languages for about 30 years. I started teaching at elementary and high schools and then at the Berlitz School of Languages in Chicago and San Francisco. I have been teaching exclusively at the Orinda Community Center since 1993. I teach all levels of French and Italian. I focus on every day, modern conversation with a special emphasis on pronunciation and fluency.
What is your favorite part about what you teach? Teaching French and Italian at the Orinda Community Center has allowed me to meet so many talented, interesting, and well-traveled people. I feel incredibly lucky to work every day with people who enrich my life with their experiences and insights. I also love to hear how my classes have made their vacations, family reunions, or travels more enjoyable and fun.
What do you hope students will learn/gain from your class?
I hope my students will gain the skills, vocabulary and confidence to talk to people in French and/ or Italian. I would like them to be more confident, adventuresome and open to new experiences. I would love them to have great meals, find their way around, and maybe discover a new place that isn't listed in guide books.

Let's Get Ready for Some Football! Orinda's Flag Football Instructional League with Skyhawks is back for fall. This non-contact league focuses on individual skill development, game strategy, teamwork, character building and fun! The league will be held Sundays, September 27 through November 15, at Pine Grove Park. Teams are assigned after the first day basedon age (6-8 years) and ability, and will play in one time-slot: 2:00 p.m. to 3:30 p.m. or 3:30 p.m. to 5:00 p.m. The first two weeks consist of 1.5 hours of skill development circuits and the following 6 weeks will include 45 minutes of practice followed by a 45 minute game. Colorful Art Benches Land in Orinda
Artist Colin Selig has loaned the City six colorful benches which were upcycled from salvaged propane tanks. The loan was approved by City Council on August 18 as part of the Art in Public Places program. The benches are placed at the Orinda Community Center, Orinda Crossroads, and Orinda Wilder Park. Rotary Club of Orinda Accepting Donations for Children's Hospital
The Satellite Rotary Club of Orinda is orchestrating a drive for theUCSF Benioff Children's Hospital in Oakland. They are currently accepting the following items for donations:
- Books: Children books are involved in many initiatives related to literacy, especially for 0-3 year-old children. Board books, picture books and books in Spanish are most needed. New or very gently used books are requested.
- Crayons: The hospital always needs crayons to support young patients in waiting rooms, in art therapy programs, at bedside, and in our hospital school.
- Target gift cards for families to buy essentials
- Snacks: bottled water, granola bars, dried fruit, or other healthy non-perishable food to be provided to families who arrive in the Emergency Room
- Diapers: of all sizes to be given away to families in need in the Primary Care Clinic
- Monetary donations: checks can be written to Orinda Rotary Endowment Fund, Satellite Club/CHO in the Memo, and mailed to P.O. Box 22, Orinda, CA 94563
Donations will be gathered on October 2, 2015 and will be delivered
to the Hospital on October 13, 2015.

Over 50 exhibitors including returning favorites featuring home décor, specialty foods, holiday decorations, accessories and jewelers will be at this year's Holiday Bazaar.  There are over 20 new exhibitors this year featuring items like succulents, handmade cards, lotions, women's clothing, handmade bags, knitwear, decorative trays, candles and paper mache items. Mark your calendars because you will not want to miss this one day only opportunity to get your holiday shopping off to a bang! This year the event will be held Saturday, November 21 from 10:00 a.m. to 4:00 p.m. at the Orinda Community Center.

The fundraising event is co-hosted by Orinda Theatre Square, sponsored by Lamorinda Theatres and will be held at the Orinda Theatre Square from 4:30 to 7:00 pm.
