Camino Pablo Pavement Rehabilitation
Ghilotti Bros. is completing the installation of concrete driveways and ADA pedestrian ramps and will begin the pavement rehabilitation this week. Initially, Ghilotti Bros. proposed performing grinding operations for the entire project limit on a Saturday, however in order to minimize traffic impacts and the length of time vehicles and cyclists will have to travel on a ground surface, the grinding and paving work will be done in sections. The first section of paving work will occur between Camino Sobrante and Miner Road. Grinding operations will take place during the day and began,the morning of Monday April 27th. Rehabilitation of failed areas and overlay of new asphalt pavement is tentatively scheduled to occur at night from Wednesday April 29th through Friday May 1st. There will be lane closures along Camino Pablo which will limit traffic to one lane in each direction between Camino Sobrante and Miner Road.

The second section of paving work between Santa Maria to Camino Sobrante is tentatively scheduled to begin the week of May 4th, and the third section of paving work between Santa Maria to Moraga Way and Brookwood Road between Moraga Way and Camino Pablo is tentatively scheduled to begin the week of May 18th.

 From the Desk of Police Chief, Mark Nagel Camera Technology on May 5th Council Agenda On Tuesday May 5, 2015, the City Council agenda includes a staff report regarding the potential use of Camera Technology in the City of Orinda. The report includes a series of questions previously posed by City Council and answers provided by staff and ultimately a recommendation by the Chief of Police. The City Council meeting is held at the Library Auditorium located at and starts at 7pm. Auto Burglaries in Orinda During the period between March 1, 2015 and April 21, 2015 there were a total of 12 reports of Auto Burglaries received by the Orinda Police Department. There were a series of those burglaries concentrated within a very tight target area. -
The target days of the week are Monday, Tuesday and Thursday.

All of the incidents involved window smash with target items consisting of laptops, briefcases and purses (all within plain sight).

Quick and easy access to Eastbound Hwy 24 by car and the BART walking path off Bryant Way provide easy exits for the suspects. As we have previously noted, it is very important all personal property in your car cannot be seen by looking through the car window. It takes seconds for a thief to smash the window, grab the item(s) and be on their way. If you see anyone loitering around parked cars or paying extra attention to what's inside a car, please call the Orinda Police Department to report the suspicious activity.

When is Bike to Work Day?
The San Francisco Bay Area's 21st annual Bike to Work Day will take place on Thursday, May 14, 2015 with all nine Bay Area counties participating in the celebration. The event is part of National Bike Month.
What Happens on Bike to Work Day?
Energizer Stations are located along Bay Area county commute routes where bicyclists can stop for refreshments, giveaways, and bicycling information or simply to be 'cheered on' by fellow participants. Energizer Stations will be open during morning commute hours and some will even re-open during the evening commute. Stay tuned for updated information about Energizer Station locations, Bike to Work Week activities and Bike to Work Day "after parties."
Why Bike to Work?
More than one million Bay Area residents live within five miles of their workplace, an ideal distance for bicycling. The work commute only represents 23% of all trips, so consider how you also may be able to bike to shop, to school, for errands, and for social events. In a world concerned with climate change, pollution, congestion and wasted time, the question should really be: Why not bike to work?
How many people in the Bay Area commute to work by bike every day?
According to the 2013 American Community Survey, over 62,000 Bay Area residents use a bicycle as their primary means of getting to work every day. On Bike to Work Day, we expect tens of thousands of people to bike to work in the Bay Area - with many being first-time bike commuters.
Do I need to register for Bike to Work Day?
Registration is free, quick and easy. You don't need to register, but the only way to win awesome prizes is to pledge to ride. By registering you will be making a pledge to Bike to Work, allowing the Bay Area Bicycle Coalition to better calculate participation. When you register, you will automatically be entered into a drawing to win a grand prize.
Only Bay Area Residents (residents of any of the Bay Area's 9 official government counties)
will be qualified to win prizes.
The City of Orinda sponsors an Energizer Station that will be located at the foot of the St Stephen's trail at the intersection of Bryant Way and Davis Road. The station will be open 6:30AM - 8:00PM. Stop by for energizing treats and bicycle goodies!

Play Ball!
Saturday, April 11 marked opening day for the Orinda Youth Association (OYA) Baseball and Softball. This season OYA has a total of 367 children participating in our Softball, T-Ball, and Incrediball (coach pitch baseball) leagues for boys and girls ages 4 through 8; this is a 13% increase in participation from 2014 which had a total of 327 participants.
This was also the first time baseball games were held at the new Pine Grove Park. The beautiful weather served as the perfect backdrop for opening day. Coaches and parents raved about the new facility which features dirt infields, permanent bases, dugouts with benches, bleachers for spectators and a playground for siblings to play. This was a huge improvement for Incrediball which previously had been played at the Glorietta Elementary Field. Games were played on an uneven grass infield and there were no dugouts or bleachers. It is clear that residents are excited for their children to play on the Pine Grove Fields for years to come.
Don't wait for the last minute to register for Summer Camps!
After listening to community feedback, the Parks and Recreation Department has updated the camp cancellation policy. Summer camps with low enrollment will now be cancelled two weeks before the camp's start date in order to allow participants ample time to find alternative camps or summer programs. Orinda Karate-Do Knocks Out the Competition!
Congratulations to Orinda Karate-Do's tournament competitors! Students were proud to display their growing skills and came home with six Gold, two Silver, and four Bronze medals; one student was awarded the Advanced Grand Champion Trophy, the highest award in the tournament. Sensei Don Stasenka teaches his students the importance of respect, self-discipline, 'street' awareness, and avoiding strangers in this comprehensive program. Housing Element
Following the City Council's approval of the Housing Element on April 21, staff is transmitting the approved document to the California Department of Housing and Community Development (HCD) for its certification. HCD has a 90-day statutory deadline within which to review the adopted Housing Element.
Among the action items of the newly adopted Housing Element is an action item to modify the High Density Overlay district on the Santa Maria site reducing the potential multi-family development allowed on the site from 80 units on 3.2 acres to 48 units on 2.4 acres. The 2.4-acre area will be delineated through a public hearing process amending the General Plan Land Use Map and Zoning Map. Per the adopted Housing Element, the City has two years to process the amendment on the Santa Maria site.
Plan Bay Area 2040 Update
The Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) are initiating an update of PBA 2040 with open houses being held in all nine Bay Area counties.
The Contra Costa County open house will be held Wednesday, April 29, 2015, 7 p.m. to 9 p.m. at the Walnut Creek Marriott 2355 North Main Street, Walnut Creek.
According to the Plan Bay Area website, "participants are invited to view display boards and offer their comments on goals proposed for the plan to reduce greenhouse gas emissions, house the region's projected population, improve public health, preserve open space and maintain the region's transportation infrastructure, among others. Displays also will feature the overall schedule and key milestones for the plan update, an explanation of the housing and employment forecast process and plans for transportation improvements already in the works at the county and regional level."
El Toyonal Septic System Moratorium
At the last Contra Costa Planning Director's Quarterly Meeting, the Director of the County Environmental Health Division provided an overview of the operations of the Division and reported that the county is preparing a new on-site wastewater treatment system ordinance and regulations that will allow septic systems in areas where septic systems are currently prohibited. The septic system moratorium in the upper El Toyonal area has been in effect since the early 1970s.
