City Council Meeting Highlights - March 3, 2015

Items for the Good of the City
- Received Update on the Success of the 2nd Annual Can's for a Cause Program
- Issued Proclamation Recognizing March as Prescription Drug Awareness Month
- Recognized Orinda Teen Advisory Council (OTAC) members for their
completion of Red Watch Band Training
Orinda Intermediate School Sidewalk Master Plan
After receiving public input from the neighborhood, the City Council directed staff to further refine and prioritize potential phasing of a master plan. Additionally, City Council directed staff to engage the Traffic Safety Advisory Committee (TSAC) and neighbors as the City proceeds with further evaluating the project.
Parking Study of Downtown Crossroads and Village
After hearing a staff presentation and receiving input from members of the public, including the Chamber of Commerce, Council directed staff to prepare a draft Request for Proposals (RFP) to bring back at a future Council Meeting.
Pacific Municipal Consultants (PMC) Contract Augmentation
The City Council approved the contract augmentation for the Housing Element and Associated Environmental Impact Report (EIR)

Learn the fascinating history and incredible journey that brought the Potomac to the West Coast, including: when the Potomac served as Franklin D. Roosevelt's Presidential Yacht, was purchased by Elvis, impounded at Treasure Island after being used to smuggle drugs by other owners, and sunk unexpectedly in San Francisco Bay before being beautifully restored.
This program is free and open to the public. Preregistration is not required.

Orinda's Measure J Bond Issuance is Getting Closer!
This week, S&P notified us that the City has been assigned a "AAA" rating for the general obligation bonds. This is the highest rating on S&P's rating scale. S&P has also affirmed a "AA+" rating for the City's outstanding COPs. They highlighted the City's very strong local economy, wealth levels and City financials all attributing to the rating outcome.
Congratulations to all and a big thank you to Susan Mahoney, Director of Finance, who helped shepherd us through the process.

Public Works and Engineering Services
PG&E Street Light Conversion to LED - Starting in late summer of this year PG&E will begin converting the City's street lights to new energy efficient LED's. Staff attended a coordination meeting with PG&E on Wednesday where they laid out the plan and a rough schedule for Contra Costa County. Orinda has 94 street lights that will be replaced under this program. As we get closer to the replacement date, PG&E will start an outreach program to inform the City's residents of the project details.

 DROP-OFF BOXES RETURN TO CONTRA COSTA CITY HALLS THIS SPRING Residents will be able to save postage and time with expanding vote-by-mail program Contra Costa residents residing in the 7th Senatorial District will find it easier to vote in the upcoming March 17th Special Primary Election, as the County Elections Office and City Clerks are again teaming up to provide convenient "CoCo Vote-N-Go" drop off locations prior to and on Election Day. Planning Department
Senior Planner, Christina Ratcliffe Accepts New Job
Christina announced that March 18th will be her last day of employment with the City of Orinda. Christina has been instrumental in moving forward several important projects in the Planning Department. We are sad to see her leave yet proud of her career advancement as she fills her new role as the Community Development Director with the City of Benicia.
Please join us in congratulating her on her new job and thanking her for her service to the City of Orinda over the past year and a half.

Lend a hand Saturday, April 18, 2015 from 9 am to noon for Orinda Action Day of Community Service to beautify our community. Check in at Orinda Library Plaza beginning 9 am; light refreshments available. Volunteers receive free tee shirts. Projects happen 9 am - noon. On Wednesday, March 4th at 11:48am Orinda PD were dispatched to Del Rey Elementary School due to a report of a 1st grade student seeing an adult male, dressed in blue, with red hair, carrying a gun and walking in or near the creek bed. Upon arrival, the school was already locked down and officers from Orinda, Lafayette, and Moraga set a perimeter and conducted a grounds search with assistance from a CHP helicopter. Nothing was found around the school and officers proceeded to do a room to room search to clear the school. The suspicious person was never found and an accounting of all the students took place.
Two Nixle alerts were broadcast along with several media inquiries. I would like to commend Del Rey School for doing an outstanding job with the kids. The classrooms were quiet, the kids were out of sight, sitting low to the ground with proper cover and the doors were locked. Although the suspicious person was not found, this was a great opportunity for the police to respond to this type of incident and work with school officials on communication and logistics.

Pine Grove Park Awarded Outstanding Facility/Outstanding Park
The Parks and Recreation Department recently submitted an award application to the California Parks and Recreation Society (CPRS) District 3 Annual Awards Program. Out of the six award categories, Orinda submitted Pine Grove Park for the Outstanding Facility/Outstanding Park Agency Showcase Award. This award recognizes excellence in design of completed park, park feature, aquatic center, recreation and/or cultural facilities intended for public use. The nominated project could have been new construction or a rehabilitation project that demonstrates high standards of planning, design, community involvement, operation and maintenance, quality of aesthetics, usability, accessibility and versatility. The application needed to meet all of the following criteria: need, appropriateness, resourcefulness, accomplishment, and mission.

On February 26, Pine Grove Park was awarded the Agency Showcase Award for
Outstanding Facility/Outstanding Park during the CPRS District 3 2014 Awards and Installation Luncheon. Michelle Lacy, Director of Parks and Recreation, and staff were in attendance to accept the award for the City of Orinda.
District 3 of CPRS represents all of the organizations, agencies and professionals in the
Parks and Recreation field in Alameda and Contra Costa Counties
First Recreation and Summer Camp Fair a Success
Saturday, February 28th marked the first Recreation and Summer Camp Fair organized by the Parks and Recreation Department. The event provided those the opportunity to explore Orinda's recreation programming for all ages. Despite the questionable weather, community members arrived Saturday to meet summer day camp staff and specialty class instructors steadily throughout the event. Instructors were appreciative of the opportunity to meet with community members and answer any questions they may have had. Those that registered during the event benefited from the 10% off of class fees for programs listed in the Winter/Spring guide and Summer Camps brochure. The event was so well received by the community that the department is looking forward to bringing it back next year.
Lamorinda Nature Walk & Bird-Watching
Now is the best time of year to stretch your legs, explore a new trail, and spot the wildlife around you. Join the Lamorinda Nature Walk and Bird Watching group every Wednesday from 9:00 a.m. to 12:00 p.m., as they explore local trails and parks. Last week, the thirteen in attendance were able to spot and identify 23 different bird species! Cute, Cuddly and Well Trained
Dogs can be wonderful companions, even more so if they are well trained. Instructor Bonnie Brown Cali believes so which is why she has been training dogs in the Bay Area since 1989. Her classes that are offered through the Parks and Recreation Department can assist dog owners at any level and provide owners a safe place to socialize and teach their dog's new skills.
