New Year, New Services
Beginning in March 2015, Republic Services (formerly Allied Waste Services) will be the collection company for your trash, recycling and yard trimmings/food scraps carts. You'll notice some exciting changes, including new low-emission, state-of-the-art collection trucks, different-colored collection carts and an expanded range of services. Keep an eye out for direct mail from Republic Services in early 2015 with all the details. In addition, the next issue of "Diversions", the quarterly newsletter from the Central Contra Costa Solid Waste Authority (CCCSWA) will arrive in mailboxes in February and March and will provide a complete review of the new services.

School Bus Safety
Recently, the Orinda Police Department has received reports of drivers, particularly at St. Stephens, passing school buses when they are stopped displaying flashing lights and an extended stop sign. Whether you are driving in Orinda or another city, the vehicle code applies to all locations.
Section 22454 of the California Vehicle Code (CVC) states the following in summary:
(A) The driver of any vehicle, upon meeting or overtaking, from either direction, any school bus equipped with signs as required in this code, that is stopped for the purpose of loading or unloading any schoolchildren and displays a flashing red light signal and stop signal arm, as defined in paragraph (4) of subdivision (b) of Section 25257, if equipped with a stop signal arm, visible from front or rear, shall bring the vehicle to a stop immediately before passing the school bus and shall not proceed past the school bus until the flashing red light signal and stop signal arm, if equipped with a stop signal arm, cease operation.
(B) The driver of a vehicle upon a divided highway or multiple-lane highway need not stop upon meeting or passing a school bus that is upon the other side of the roadway. For the purposes of this subdivision, a multiple-lane highway is any highway that has two or more lanes or travel in each direction.
What does this mean? Most of the roads in Orinda are two lane roads. That means when you see a school bus that is stopped and displaying flashing lights and an extended stop sign, vehicles in both directions must stop. The only time the opposite traffic does not have to stop is on a multi-lane highway that has two or more lanes in each direction.
I would like to encourage you to obey the law regarding school buses, for the safety of our children. If you have children that use the bus system, please remind them to be cautious, wait for the driver to guide them and to never walk behind the school bus.

Parks and Recreation
Mini-Park Design Alternatives to be Discussed at January 14 meeting
A joint meeting of the Park and Recreation Commission and the Public Works Aesthetic Review Committee will meet on Wednesday, January 14 at 7:00 pm to review design alternatives for the Orinda Mini-Park. Landscape architect firm Gates and Associates will present three design options. The meeting will be held in the Garden Room at the Orinda Library. Orinda Community Center Boiler Broken Beyond Repair
The lobby of the Orinda Community Center may feel a little colder over the next few weeks. The original boiler which provided heat for the Lobby and two staff offices has finally died and cannot be repaired. The City has a Capital Improvement Project approved for adding HVAC to the Orinda Community Center which is currently in the design process. We anticipate that the new system will be operational by late 2015.

Utility Worker Scams
Recently many Bay Area cities have been experiencing an increase in "fake utility" worker burglaries including one report in Lafayette and two reports in Orinda. The suspects certainly look the part by wearing orange or green reflective vests, carrying clip boards and driving white trucks with tools attached. The burglars usually travel in groups of two to five and rely on deception and distraction to access a home. A common technique will be to knock on the door and explain to the homeowner they work for a utility district and ask the homeowner to walk around the house to look at "an issue" i.e. water main break. While the homeowner exits the house, the other members of the crew will enter the home and ransack the rooms. To avoid becoming a victim of this scam:
- Always look out the window to see who is at your door.
- Make sure they see you
- Never open your door to anyone you do not know.
- Do not let them push the door in.
- If you did not call or request for any service, do not open the door and do not go outside leaving the front door open.
- If they refuse to leave or continue making requests to enter your home, call 9-1-1 immediately.

Public Works and Engineering Services
Lamorinda Program Management Committee (LPMC): At the most recent LPMC meeting, the committee reviewed, approved and forwarded the Lamorinda Action Plan update to the Southwest Area Transportation Committee (SWAT) for approval and to Contra Costa Transportation Authority (CCTA) for inclusion in the 2014 Countywide Transportation Plan (CTP). The LPMC also elected a new 2015 Chair, Mike Metcalf of the Town of Moraga and Vice-Chair Don Tatzin of the City of Lafayette.
Lamorinda Fee and Finance Authority (LFFA): The LFFA met and approved the Annual Transportation Mitigation Fee adjustment for 2015. The fee is adjusted annually based on the Engineering News-Record Construction Cost Index for the San Francisco Bay Area. The adjustment for 2015 will be an increase of 3.0%.
Southwest Area Transportation Committee (SWAT): After the Lamorinda Program Management Committee (LPMC) and Lamorinda Fee and Finance Authority (LFFA) meetings, SWAT held its monthly meeting. The main topics were the election of the Lafayette Representative as Chair and the Danville Representative for Vice-Chair. The other main topic was a discussion of having the Contra Costa Transportation Authority (CCTA) conduct a High Capacity transit study for the I-680 corridor. This study is being initiated in response to comments received during the public comment period for the Draft 2014 Comprehensive Transportation Plan (CTP).
